ADVISORY COMMITTEE
MEETING
AUGUST 22, 2002
I. CALL TO ORDER
Mr. Chuck Pula, Parks and Recreation Department Director called the Meeting to order at
7:02 p.m., Thursday, August 22, 2002 in the East Training Room of the Municipal
Building (City Hall, 1126 East State Road 434, Winter Springs, Florida 32708).

II. CONSENT
CONSENT
A. Approval Of The July 18,2002 Meeting Minutes.
MOTION BY COMMITTEE MEMBER RUCCI. "I MOVE THAT WE
APPROVE THE MEETING MINUTES FROM THE LAST MEETING."
SECONDED BY COMMITTEE MEMBER WILLIAMS. DISCUSSION. WITH
DISCUSSION OF THE COMMITTEE, THE MOTION WAS APPROVED.
MOTION CARRIED.

REGULAR
B. Park Rules And Regulations.
Members of the Committee and Staff discussed the rules and regulations from established
Paw Parks, which had been mailed to the Committee Members.
After discussion, the Committee decided to not allow dogs without vaccinations and
visible tags to enter the park.

The Committee discussed liability related to allowing aggressive dogs into the Paw Park.
Mr. Chuck Pula, Parks and Recreation Department Director suggested the Committee
make a recommendation to have the City Attorney draft language for an Ordinance
addressing aggressive dogs.
MOTION BY COMMITTEE MEMBER WILLIAMS. "I MOVE TO HAVE HIM
[CITY ATTORNEY ANTHONY GARGANESE] START DEVELOPING THE
LANGUAGE FOR THAT." SECONDED BY COMMITTEE MEMBER
PARSONS. DISCUSSION. WITH CONSENSUS OF THE COMMITTEE, THE
MOTION WAS APPROVED.
MOTION CARRIED.
Committee Member Diane Ferraro stated her concerns with the harsh treatment of dogs
and stated, "I would like to see that on the sign." The Committee agreed.
Mr. Pula reiterated the revised rules and regulations and stated "We will make those
changes and come back with a list to you at the next Meeting."

A. Discussion Of Design Layouts.
Mr. Bill Starmer, President, Starmer Ranaldi Planning and Architecture Inc. (sri), 890
Northern Way, Winter Springs, Florida: presented a Master Plan to the Committee
listing features such as a large dog area, active play area, obstacle course, passive play
area, time out areas, a water feature, a trail, a small dog area, a nature area, one hundred
(100) parking spaces, and a six foot (6') perimeter fence.

D. Committee Discussion.

The Committee made the recommendations of expanding the large dog area and calling it
a general use area; that the small dog area be expanded; and to move the water feature
away from the entranceway.
Members of the Committee also suggested removing the obstacle course area, adding
additional time-out areas and benches along the fence line; along with installing a soft
drink vending machine.
Committee Member Bob Rucci asked Mr. Starmer, "With these modifications, when we
come back again, can you have those modifications and some cost identifiers to this?"
Mr. Starmer stated, "Yes, what we are thinking is if this in on the right track, I would
start to throw numbers at it and you can really have something tangible as a package to

take to your next step." Committee Member Rucci said, "Well, what I would like to do is
when we finally decide on the configuration here, have the numbers in such a way that
we can itemize out - so that when we go to the Commission - we can prioritize what is
absolutely necessary, what is nice to have, and what is something down the pipe."
Brief discussion developed on the land clearing and Mr. Pula stated, "I mentioned this to
Bill [Starmer] - to go ahead and include what that cost estimate of the roadway is from
here, all the way to the front of the Park, and paving that all the way to the front - it needs
to be included."

B. Park Rules And Regulations.
In regards to the Sanford Paw Park's aggressive dog rule, the consensus of the
Committee was to "Leave them in as is", Also the Committee recommended signs be
constructed on all gates advising that the gates be kept closed.
The Committee discussed the charging of fees for park users, and reiterated their desire
not to charge fees to general park users, if at all possible.

C. Public Input.
Mr. Gregory Ferraro, 307 Cello Circle, Winter Springs, Florida: suggested off-angled
corners at the Park "To make sure that no dog felt trapped in a corner" and stated a
concern for hygiene because of a water feature.
Ms. Leah Wiseman, 113 Brookshire Court, Winter Springs, Florida: requested additional
water fountains for adults, suggested moving the water feature to the nature area, and
spoke of liability concerns with not implementing an age requirement for dog handlers.

Ms. Carolyn Anderson, 4736 Swansneck Place, Winter Springs, Florida: spoke of the
need for a minimum age requirement for dog handlers and spoke of possible trash
problems if a vending machine is installed at the property.
Mr. Pula the spoke of inviting Seminole County to attend the next Meeting.

CHUCK [PULA] INVITE THEM [SEMINOLE COUNTY] TO THE NEXT
MEETING." SECONDED BY COMMITTEE MEMBER WILLIAMS.
DISCUSSION. WITH CONSENSUS OF THE COMMITTEE, THE MOTION
WAS APPROVED.
MOTION CARRIED.
IV. FUTURE AGENDA ITEMS
. Presentation With Mr. Bill Starmer, Starmer Ranaldi Planning And Architecture Inc.,
(sri) Regarding Site Plan Finalization.
. Budget.
. Finalization Of Rules And Regulation Signage.
V. REPORTS
Committee Member Gene Lein informed those in attendance that he would be absent at
the next Meeting.
VI. ADJOURNMENT
MOTION BY COMMITTEE MEMBER WILLIAMS. "I MOVE TO ADJOURN."
SECONDED BY COMMITTEE MEMBER PARSONS. DISCUSSION. WITH
CONSENSUS OF THE COMMITTEE, THE MOTION WAS APPROVED.
