CALL TO ORDER Mr. Chuck Pula, Parks and Recreation Department Director called the Meeting to order at 7:00 p.m., Thursday, July 18,2002 in the East Training Room of the Municipal Building (City Hall, 1126 East State Road 434, Winter Springs, Florida 32708). Roll Call: Committee Member Diane Ferraro, present Committee Member Gene Lein, present Committee Member Richard Parsons, present Committee Member Ann Pennington, arrived at 7:07 p.m. Committee Member Bob Rucci, present Committee Member Paul Williams, present Mr. Pula recessed the Meeting at 7:02 p.m. The Meeting reconvened at 7:04 p.m. II. CONSENT CONSENT A. Approval Of The June 20, 2002 Meeting Minutes. Committee Member Paul Williams corrected the Minutes by clarifying, "I was here" and Committee Member Bob Rucci also added, "So was Anne Pennington." MOTION BY COMMITTEE MEMBER WILLIAMS. "I MOVE WE APPROVE THE MINUTES." SECONDED BY COMMITTEE MEMBER RUCCI. DISCUSSION. VOTE: COMMITTEE MEMBER WILLIAMS: AYE COMMITTEE MEMBER RUCCI: AYE COMMITTEE MEMBER PARSONS: AYE COMMITTEE MEMBER LEIN : AYE COMMITTEE MEMBER FERRARO: AYE MOTION CARRIED. Discussion With Mr. Bill Starmer, President, Starmer Ranaldi Planning And Architecture (sri). Mr. Bill Starmer, President, Starmer Ranaldi Planning and Architecture Inc. (sri), 890 Northern Way, Winter Springs, Florida: introduced his firm and himself to the Committee and distributed a layout design - "Bubble" diagram to the Committee. Committee Member Ann Pennington arrived at 7:07 p.m. Discussion developed with Mr. Starmer regarding facility layout, design features, and the quality of work that is expected from the City Commission and the City Manager. .:..:. AGENDA NOTE: THE FOLLOWING REGULAR AGENDA ITEMS WERE DISCUSSED AS DOCUMENTED. .:. .:. REGULAR C. Committee Discussion. The Committee discussed ideas for the park such as: double gated entry and exit ways; a connection to the Cross-Seminole Trail system; the implementation of rules addressing shots, spaying, and neutering; water features; and the need for benches, fencing, and installing a phone line to the facility. Tape I/Side B The Committee viewed the "Bubble" diagram which depicted five (5), five (5) acre parcels. Discussion developed on which parcel was more preferable for the park to be situated on. The consensus of the Committee was for Mr. Pula to make a proposal to Seminole County for development of parcel five (5), with an alternative of parcel three (3). REGULAR B. Public Input. Mr. Gregory Ferraro, 307 Cello Circle, Winter Springs, Florida: spoke of his concern with liability with regards to the water area and small children. Ms. Leah Wiseman, 113 Brookshire Court, Winter Springs, Florida: provided input in regards to a dog run and walk area.
