EAST RURAL AREA PROPERTY OWNERS COMMITTEE
MEETING
JANUARY 26, 2006
1. CALL TO ORDER
The East Rural Area Property Owners Committee Meeting of Thursday, January 26, 2006
was called to order at 7:17 p.m. by Chairman William T. Minter in the East Training
Room of the Municipal Building (City Hall, 1126 East State Road 434, Winter Springs,
Florida 32708).
2. ROLL CALL

Committee Member Susan Wooley, absent
Committee Member Robert Wright, present
3. APPROVAL OF THE DECEMBER 5, 2005 MEETING MINUTES
Chairman Minter said, "Did everybody get a chance to look over the Minutes from our
last Meeting [December 5th, 2005]? Any corrections?"
MOTION. SECONDED. DISCUSSION. WITH CONSENSUS OF THE
COMMITTEE THE MOTION WAS APPROVED.
MOTION CARRIED.
4. REVIEW OF DRAFT EAST RURAL AREA PROPERTY OWNER'S
COMMITTEE REPORT AND REVISED DRAFT EAST RURAL AREA
DEVELOPMENT STANDARDS
Mr. John Fernsler, Wallace, Roberts & Todd, LLC, 119 Giralda Avenue, Penthouse,
Coral Gables, Florida: spoke regarding this Agenda Item and discussed his
Memorandum dated January 20, 2006 in response to a letter from Committee Member
Robert King.

Discussion.
Ms. Eloise Sahlstrom, AICP, ASLA, Senior Planner, Community Development
Department discussed this Agenda Item and said, "The step tonight is to finalize the
Report -and whatever steps are necessary to implement it."
Discussion.
Committee Member King stated, "The Report that is going to go to the Commissioners is
a wonderful document."
Discussion ensued on the Roads, Water and Sewer concerns.
Chairman Minter said, "I think what we are trying to do is just come up with a
Development Plan that is the most attractive and most appealing to the residents."

Discussions ensued on buffer zones.
Committee Member Rex Clonts said, "We need to ask Staff to work on language to put in
there about the -buffers." Committee Member Clonts added, "We want to make sure that
the open spaces do protect wetlands, do protect corridors -wildlife."
Ms. Sahlstrom reviewed the "Draft" East Rural Area Property Owner's Committee
Report with the Committee Members.
Discussion.
Ms. Sahlstrom presented the revised "Draft" [01.20.06] of the East Rural Area
Development Standards with the Committee Members.
Discussion ensued.

Due to technical difficulties, there was no recording on Side B.

Committee Member King stated, "I appreciate the changes that you [Ms. Sahlstrom]
made in `Open Space'."

Ms. Sahlstrom referred to the two (2) page document adding "Stormwater Requirements"
to the Revised East Rural Area Development Standards Draft. Discussion ensued
regarding "Street Requirements". '
With further discussion, Ms. Sahlstrom asked, "So, do you -like John's [FernslerJ
suggestion?" Mr. Fernsler reiterated, "Urban cross sections with curb and gutter are
also discouraged. " With Consensus of the Committee Members, all agreed to Mr.
Fernsler's statement.
Regarding "Street Lighting", Ms. Sahlstrom said, "We will revise the Street Lighting."
Discussion.
Ms. Sahlstrom asked the Committee Members, "Are you ready to send this to the [City)
Commission with the changes we discussed?" Committee Member Clonts said, "I am.
We talked out all the issues." Committee Members Clonts added, "I feel confident that
we can instruct Staff to do the changes we talked about tonight and pass it on to the
[City) Commission." There were no objections from the other Committee Members.
City Manager Ronald L. McLemore asked, "Do you want another Meeting to review
those changes before it goes to the [City] Commission?" Committee Member King said,
"The revisions we talked about were pretty clear." No objections were noted from the
Committee Members.
Ms. Sahlstrom said, "Early next week, we will get these Revisions put together and
mailed out - so you all have a copy and we will put it on the Agenda -present it to the
Commission -for the next Meeting which is actually February 13th [2006] -that is
Monday night."
Deputy Mayor Michael S. Blake was introduced for the Record by Ms. Sahlstrom.
Deputy Mayor Blake said, "I would rather have a Special Meeting." Deputy Mayor Blake
added, "Thanks for serving."
Discussion ensued.
Committee Member Clonts read his letter dated January 25, 2006 into the Record.
5. REPORTS
None were given.

6. ADJOURNMENT
Chairman Minter said, "Meeting Adjourned."
MOTION. SECONDED. DISCUSSION. WITH CONSENSUS OF THE
COMMITTEE THE MOTION WAS APPROVED.
MOTION CARRIED.
Chairman Minter adjourned the Meeting at approximately 9:55 p.m.
