EAST RURAL AREA PROPERTY OWNERS COMMITTEE
MEETING
DECEMBER 5, 2005
1. CALL TO ORDER
The East Rural Area Property Owners Committee Meeting of Monday, December 5,2005
was called to order at 5:01 p.m. by Chairman William T. Minter in the East Training
Room of the Municipal Building (City Hall, 1126 East State Road 434, Winter Springs,
Florida 32708).
2. ROLL CALL:

Committee Member William Rex Clonts, present
Committee Member Paul Aurbeck, present
Committee Member Robert J. King, present
Committee Member Helen E. VanHouten, present
Committee Member Susan Wooley, arrived at 5:03
Committee Member Robert Wright, absent
3. APPROVAL OF THE OCTOBER 27,2005 MEETING MINUTES
Chairman Minter said, "First order of business, approval of the October 2ih [2005]
Meeting Minutes."
"SO MOVED." MOTION BY COMMITTEE MEMBER CLONTS. SECONDED
BY COMMITTEE MEMBER VANHOUTEN. DISCUSSION. WITH
CONSENSUS OF THE COMMITTEE, THE MOTION WAS APPROVED.
MOTION CARRIED.
4. APPROVAL OF THE OCTOBER 27, 2005 WORKSHOP MEETING
MINUTES
Chairman Minter said, "And approval of the Workshop Meeting Minutes."

5. PRESENTATION AND DISCUSSION BY CONSULTANTS AND STAFF OF
EAST RURAL AREA PLANNED CONSERVATION AND DEVELOPMENT
DISTRICT STANDARDS
Ms. Eloise Sahlstrom, AICP, ASLA, Senior Planner, Community Development
Department introduced the Consultants.
Mr. Trevor Hall, Real Estate Broker, Director - Land Services, Colliers Arnold Orlando,
622 East Washington Street, Suite 300, Orlando, Florida: spoke regarding his business
proj ects.
Mr. Chip Webb, Trammell Webb Partners, 1420 East Robinson Street, Orlando, Florida:
commented on his involvement on similar projects.
Mr. John Fernsler, Wallace, Roberts & Todd, LLC, 119 Giralda Avenue, Penthouse,
Coral Gables, Florida: presented a PowerPoint presentation on Development Standards
for the East Rural Area.
Discussion.

Discussion ensued on environmental issues.
Chairman Minter recessed the Meeting at 6:08 p.m.
Chairman Minter reconvened the Meeting at 6:38 p.m.
Ms. Sahlstrom said, "We really need to try to build some kind of Consensus to know
from you as a Committee if this 'Tier Structure' that has been outlined - parts of it that
you like or - all of it or where we are at."
City Manager Ronald W. McLemore said, "Where design has such an impact, I think we
should go forward and give a feel of the design standards because they really do have a
final effect on what the impact of this Development is. So, I would suggest that we go
through the design standards and start raising some of these issues about - how you get
the quality."

Discussion ensued on Development.
Chairman Minter said, "I think our job is going to be to have a compromise between land
owners and with the existing population - what they kind of envision - and go along with
the City government and the County government and do our best effort on this thing.
But, I think everybody's got to give a little bit one way or another to get a compromise."
Chairman Minter added, "My interest would be to have the larger lots, have the custom
homes and have a real nice development."
Committee Member William Rex Clonts said, "My concern is that we may have a little
too much conservation space but I think - we are on the right track."
Mr. Fernsler discussed the handout, "East Rural Area Development Standards Draft".

Discussion continued on the handout.
Referencing the above ground utilities, Mr. Fernsler said, "Do we even want to allow
overhead utilities at all in these Developments?" The Committee Members were not in
favor of this. Manager McLemore stated, "No, is my recommendation."
Mr. Fernsler spoke regarding County Stormwater requirements and said, "I was told that
the City [of Winter Springs] already has higher standards than that." Committee Member
Clonts asked, "Can we get a copy of those?"
Discussion continued on the "East Rural Area Development Standards Draft".
Committee Member Robert King asked, "I understand we are dealing with Code but -
apparently this is site specific parcels - I just want to - how it fits into - the Master Plan?"
Manager McLemore said, "We were not going to Master Plan. We - Design
Development Standards rather than Master Plan." Mr. Fernsler said, "No one has control
over the many owners - so, Master Plan is not really implementable. This is a menu of
what we think are better choices that individual owners can choose to pursue or not."
Discussion.

Committee Member Clonts asked, "Is there a way to have - outside input on what we
have done here? Is Owen Beitsch [Real Estate Research Consultants] - someone that
would do that?" Manager McLemore said, "Tell me what you would want done."
Committee Member Clonts said, "Look at this and say, 'These things tend to make sense
from a Developer's viewpoint - we had experience working through this type of
regulation' ."

Mr. Trevor Hall said, "On the overall value it appears as though the equation should work
out reasonably well and Chip's [Webb] point - you should be able to get market
acceptance - the values will be there for the owners."
In discussing road widths, curbs and gutters, Manager McLemore said, "Do you have to
have a paved road?" With Consensus of the Committee Members all agreed to have
paved roads.
Discussion.
Committee Member King said, "Your 'Standards' say that when that road exceeds a
certain number of cars, you have to make improvements to it. If you do not rewrite your
'Standards' now you will be tearing that road out and rebuilding it."
Discussion ensued on roads.
6. COMMITTEE DISCUSSION
DETERMINATION OF CONSENSUS
IDENTIFICATION OF NEXT STEPS
Ms. Sahlstrom asked, "I would like to ask the Committee what you see as the next step.
If you want to meet in January [2006] or if you feel that we are ready to take this to the
Commission as a Workshop."
Chairman Minter said, "I think it might be a good idea to get some feedback from them
[Commission] after they review this - if we can have a Consensus if that is what we want
to do."
Committee Member King asked, "Are you proposing to submit something to the
Commissioners as a 'Draft' or as a 'Report'?" Manager McLemore said, "We submit it
to them as a 'Report' and then the Commission - has the ability to 'Amend it', 'Accept
it', 'Reject it'." Committee Member King then said, "I would certainly feel more
comfortable reviewing a 'Draft', its language, its content, being able to discuss it and
react to it prior to being submitted to them as our 'Report'." Manager McLemore said, "I
think that is fair." Manager McLemore added, "But, we have to know - what is it we are
agreeing to and what we are not agreeing to."
Next, Committee Member King said, "It appears that there is one (1) more Meeting
necessary for us to approve the 'Draft'. I do not see how we can do that individually
without discussion."

Mr. Fernsler said, "My suggestion would be - to send your suggested requirements to
Eloise [Sahlstrom] if you could compile them - Consensus and do a final 'Draft'."
Manager McLemore said, "We need to get an agreement at the next Meeting." Chairman
Minter said, "How about the 26th [January 2006]?" Ms. Sahlstrom said, "So, 7:00 [p.m.]
on the 26th [January 2006]?" There were no objections from the Committee Members.
Ms. Sahlstrom said, "We will send a 'Draft' Report to you ahead of time based on your
comments." Committee Member Clonts said, "If you will send that a couple of weeks
before - so we will have a chance to review it." Ms. Sahlstrom said, "Okay."
Committee Member King said, "The issue of Transition is not going away." Committee
Member King added, "The Standards that we are writing are just open-ended for East
Rural Area - so, it's clear that the - Standards that we are reviewing right now are not
represented in this thousand acres anymore. It's just a general Standard for whatever land
that gets developed." Ms. Sahlstrom asked, "What is the Consensus? Do you want it to
be limited to this area?" Committee Member King said, "I think we should be clear one
way or another." Committee Member King added, "I have a preference. This is what the
Committee was tasked to do, was a thousand acres."
7. REPORTS
None were given.
8. ADJOURNMENT
"I MOVE WE ADJOURN." MOTION. SECONDED. DISCUSSION. WITH
CONSENSUS OF THE COMMITTEE, THE MOTION WAS APPROVED.
MOTION CARRIED.
Chairman Minter adjourned the Meeting at approximately 8:25 p.m.
