EAST RURAL AREA PROPERTY OWNERS COMMITTEE
MEETING
OCTOBER 27,2005
1. CALL TO ORDER
The East Rural Area Property Owners Committee Meeting of Thursday, October 27,2005
was called to order at 7:30 p.m. by Chairman William T. Minter in the East Training
Room of the Municipal Building (City Hall, 1126 East State Road 434, Winter Springs,
Florida 32708).
2. ROLL CALL:
Chairman William T. Minter, present
Committee Member William Rex Clonts, present
Committee Member Paul Aurbeck, present
Committee Member Robert J. King, present
Committee Member Helen E. VanHouten, present
Committee Member Susan Wooley, present
Committee Member Robert Wright, present
3. APPROVAL OF THE SEPTEMBER 22, 2005 MEETING MINUTES
Committee Member Rex Clonts stated, "In the description about Seminole County Soil
and Water Conservation District, it says, 'There were no objections from the Committee',
and I objected to that."
Chairman Minter stated, "Do we have a Motion to accept the Minutes with the
correction?"
"SO MOVED." MOTION BY COMMITTEE MEMBER KING. SECONDED BY
COMMITTEE CLONTS. DISCUSSION. WITH CONSENSUS OF THE
COMMITTEE, THE MOTION WAS APPROVED.
MOTION CARRIED.

4. PRESENTATION OF EAST RURAL TRANSITIONAL AREA DESIGN
STANDARDS: DESIGN STANDARDS EVALUATION AND FEEDBACK BY
EAST RURAL AREA PROPERTY OWNERS COMMITTEE
Ms. Eloise Sahlstrom, AICP, AS LA, Senior Planner, Community Development
Department, presented information related to this Agenda Item regarding Multi-tiered
Zoning Concept for the East Rural area.
Discussion ensued regarding a handout by Ms. Sahlstrom.

The Committee Members discussed and performed a Map Exercise.

5. REPORTS
Committee Member Robert 1. King gave out a handout for the City Commissioners.
Regarding the language of "Transitional" Committee Member King stated, "I researched
to find out. The City of Oviedo is desperately trying to find out what it means, but does
not have a definition yet. Seminole County is also working on it. 1 spoke with their
Consultant today and she actually was able to give me a clear description of where they
are and how they are going to define what 'Transition' means. Very simply - 'Transition'
can be viewed one (1) of two (2) ways. It is either a 'Place in time', 1 mean a 'Function
of time' and that is - like a snapshot during evolution. It means when this happens and
when something else happens later on this is a 'Transition'. The second definition that it
could be is a 'Place'. A 'Place that you could draw a circle around on a map'. Its
transition is a buffer between two (2) abstract things and it is permanent. Of the two (2)
definitions, the second one that is a 'Function of place' a 'Function of space' is their
definition of 'Transition' and they are working final language to define what it is."
Committee Member Wright added, "The County has defined it as a stationary object.
And, is in the process of putting language to that."
Regarding Consultants, City Manager Ronald W. McLemore stated, "I think the idea of
economics is so important, 1 think we ought to get Owen [Beitsch RERC- Real Estate
Research Consultants] back at the next Meeting. Ms. Sahlstrom stated, "That would be
good. "

Manager McLemore stated, "We have been trying to identify a Developer." Manager
McLemore added, "It would not be a bad idea to invite Hugh Harling [Harling Locklin &
Associates, Inc.]."
Discussion ensued regarding "Transitional overlays".
Manager McLemore stated, "Do we want to invite Owen [Beitsch] back next Meeting
and talk about the economic side?" There were no objections by the Committee
Members.
"Do you want to invite Hugh [Harland]?" Committee Member King stated, "Ron
[McLemore], I do not have an objection to it, I do not mind it, but I think - the experience
that the people have, the residents on the north side of Lake Jesup; Myrtle Street, the
Conservation Village of Myrtle Street is a - failure."
Ms. Sahlstrom stated, "It is something to look at - that maybe we should send that Code
to you - or - maybe a summary of that. I do not know if that is where it went wrong with
the Code." Manager McLemore stated, "That is where I am coming from. I do not want
to replicate something that is wrong."
Ms. Sahlstrom suggested November 17, 2005 as the next Meeting date. Committee
Member King, stated, "I cannot make it." Committee Member Wright indicated he could
be there. Chairman Minter stated, "Yes, or Tuesday before."
Discussion ensued regarding November 15 or November 29, 2005 as possible Meeting
dates.
5. ADJOURNMENT
"I MAKE A MOTION THAT WE ADJOURN." MOTION. SECONDED.
DISCUSSION. WITH CONSENSUS OF THE COMMITTEE, THE MOTION
WAS APPROVED.
MOTION CARRIED.

Chairman Minter adjourned the Meeting at approximately 9:30 p.m.
