EAST RURAL AREA PROPERTY OWNERS COMMITTEE
MEETING
SEPTEMBER 22, 2005
1. CALL TO ORDER
The East Rural Area Property Owners Committee Meeting of Thursday, September 22,
2005 was called to order at 7:35 p.m. by Chairman William T. Minter in the East Training
Room of the Municipal Building (City Hall, 1126 East State Road 434, Winter Springs,
Florida 32708).
2. ROLL CALL
Chairman William T. Minter, present
Committee Member William Rex Clonts, present
Committee Member Paul Aurbeck, absent
Committee Member Robert J. King, present
Committee Member Helen E. VanHouten, present
Committee Member Susan Wooley, present
Committee Member Robert Wright, present
Chairman Minter acknowledged Committee Member Robert J. King’s letter dated July 7,
2005.
3. APPROVAL OF THE JULY 7, 2005 MEETING MINUTES
Chairman Minter said, “Do we have a Motion to approve [Minutes]?”
I MAKE A MOTION TO APPROVE.” MOTION BY COMMITTEE MEMBER

WRIGHT. SECONDED BY COMMITTEE MEMBER VANHOUTEN.
DISCUSSION. WITH CONSENSUS OF THE COMMITTEE, THE MOTION
WAS APPROVED.
MOTION CARRIED.

4. PRESENTATION OF FOUR (4) DEVELOPMENT SCENARIOS BY
TECHNICAL STAFF; SCENARIO EVALUATION AND FEEDBACK BY EAST
RURAL AREA PROPERTY OWNERS COMMITTEE.
Ms. Eloise Sahlstrom, AICP, ASLA, Senior Planner, Community Development
Department introduced the City’s Consultants, Mr. John Fernsler and Mr. Michael Clarke
of Wallace.
Mr. John Fernsler and Mr. Michael Clarke of Wallace, Roberts & Todd, LLC, 119
Giralda Avenue, Penthouse, Coral Gables, Florida: presented a PowerPoint
presentation.

Due to technical difficulties, Side B of the tape was not used.
Tape 2/Side A
Ms. Sahlstrom said, “I am happy to research - and to actually show some figures showing
the comparison between conventional subdivision value and conservation subdivision
value.”
Chairman Minter said, “I would like to see a Developer come in here.” Chairman Minter
asked, “Is there somebody here locally?” Ms. Sahlstrom said, “I think there is. Would
you like me to look that up?” Chairman Minter said, “Yes. I think if you could have
someone like that to come in, maybe they can make a presentation to us as well, about
how feasible this would be.”
Discussion.
Ms. Sahlstrom said, “What we had intended, is to bring back some design standards for
how this might start to be put into some kind of a Code and bring that back to the next
Meeting; if there is Consensus on that, if you want that now; if we are ready to move to
that stage. Also, I was approached by some people from the Seminole County Soil and
Water District. They would like to address this Committee.
Chairman Minter said, “I don’t have any problem with it. Anybody else?” With further
discussion on a presentation from the Seminole County Soil and Water District, Chairman
Minter said, “All in favor of having them come?” Committee Member William Rex Clonts
objected.
Committee Member Robert J. King discussed the issue of septic tanks and the
environment.

6. ADJOURNMENT
With Consensus of the Committee, Chairman Minter adjourned the Meeting at
approximately 9:30 p.m.
