EAST RURAL AREA PROPERTY OWNERS COMMITTEE
MEETING
JUNE 16, 2005
1. CALL TO ORDER
The East Rural Area Property Owners Committee Meeting of Thursday, June 16, 2005
was called to order at 7:35 p.m. by City Manager Ronald W. McLemore in the East
Training Room of the Municipal Building (City Hall, 1126 East State Road 434, Winter
Springs, Florida 32708).
2. ROLL CALL:
Committee Member William Rex Clonts, present
Committee Member Paul Aurbeck, present
Committee Member Robert J. King, present
Committee Member William T. Minter, present
Committee Member Helen E. VanHouten, present
Committee Member Susan Wooley, present
Committee Member Robert Wright, present
3. INTRODUCTIONS
Introductions were conducted. Deputy City Clerk Joan Brown discussed the Orientation
package and City Attorney Anthony A. Garganese conducted the Oath of Office and
swore in the new Committee Members.
4. REVIEW RESOLUTION 2005-09
City Manager Ronald W. McLemore discussed in Resolution Number 2005-09.
With discussion on the Proposed Meeting Schedule, Manager McLemore said, "As far as
I know, there is only one (1) date that is fixed in stone on this schedule and that is going
to be - July ih [2005] - Meeting." Manager McLemore added, "As far as staying on
schedule, we may need an additional Meeting or two (2)."

5. SUNSHINE LAW ORIENTATION
City Attorney Garganese briefly summarized this Agenda Item to the Committee
Members by stating, "You are an Advisory Board that has been appointed by the City
Commission that makes you subject to the Sunshine Law. The Sunshine Law means
several things, one (1), your Meetings have to be 'Noticed' before they commence to the
Public, two (2), the Meeting has to be Public where any member of the Public can come
in and hear what is being said, and three (3), Joan [Brown] has to take Minutes of this
Meeting and you have to approve them and they go into the Public Record."
Attorney Garganese added, "As Board Members, you can communicate with each other
regarding your Board business, only at a Public Meeting. You can not communicate your
Board's business to one another outside of a Public Meeting." With further discussion,
Attorney Garganese stated, "That means you cannot communicate face to face; you
cannot communicate by email; you cannot communicate by written document outside of a
Public Meeting - you cannot communicate outside of a Public Meeting. You have to do it
here after it has been 'Noticed' and the Public can hear it." Attorney Garganese said,
"You can communicate with your Advisor, anyone that is not a Board Member."
In discussing Public Records, Attorney Garganese said, "Any documents that are created
regarding this Committee are Public Records subject to inspection and copying by the
Public."
6. ELECTION OF CHAIRPERSON
City Manager McLemore stated, "You - need to Appoint a Chairman."
"I WOULD LIKE TO NOMINATE [COMMITTEE MEMBER] TOM MINTER."
MOTION BY COMMITTEE MEMBER CLONTS. SECONDED BY
COMMITTEE MEMBER AURBECK. DISCUSSION. WITH CONSENSUS OF
THE COMMITTEE THE MOTION WAS APPROVED.
MOTION CARRIED.

7. ESTABLISHMENT OF MEETING DATES AND TIMES
Manager McLemore said, "We need to talk about the best times to meet. Is there a night
that is best for you?" Manager McLemore said, "Is Thursday the best night?" Manager
McLemore stated, "We have the first (1 st) Thursday and the fourth (4th) Thursday open."
Ms. Eloise Sahlstrom, AICP, ASLA, Senior Planner, Community Development
Department stated, "I know that the Board of Adjustment typically meets on the first
Thursday." Manager McLemore added, "So, do we have a Consensus on the fourth (4th)
[Thursday of the month]?" There were no objections by the Committee Members.
Manager McLemore asked, "What time is good for you?" Discussion. Manager
McLemore asked, "Can we agree on 7:30 [p.m.]? Okay. So, we've got the fourth
Thursday at 7:30 [p.m.] except for this one (1) Meeting and we really need everybody to
be at that Meeting [Thursday, July ih, 2005]." Manager McLemore added, "And, this is
where we would like to meet [East Training Room] - does that give anyone a problem?"
There were no objections by the Committee Members.
Chairman William T. Minter said, "I appreciate being asked to have some input on things
that affect me and this is the first time Government has ever asked me to have some input
- I really appreciate the invitation to have some input." Committee Member Paul
Aurbeck said, "I agree with that." Committee Member Helen E. VanHouten said, "I
agree as well."
Discussion ensued regarding Committee Members emailing various issues to the Staff.
8. ADJOURNMENT
Manager McLemore adjourned the Meeting at approximately 8:30 p.m.
