staff research and analysis:

Factors
Minimum Job Requirements: Knowledge of job functions, 3 years Deputy Clerk
experience, high school education.
Current Clerk Qualifications: Bachelors Degree in Economics, 1 year and 4 months
experience as Deputy Clerk, 8 months experience as Acting Clerk, 2 months
experience as City Clerk.
Appointed Deputy Clerk October 13, 1997.
Appointed, Acting City Clerk February 22, 1999,
Appointed City Clerk September 27, 1999.

Salary Alternative 1: Application by Policy
Current Personnel Policy provides that a person promoted to a new job must
be compensated at the greater of the minimum of the range to which the job
is assigned or 5% above current salary in the job from which the employee is
being promoted.

Salary Alternative 2: Application by Incremental Experience
The Commission could compensate the Clerk by giving credit for the yearly
increment of experience reflected in the market place.

Salary Alternative 3: Extraordinary Credentials and Performance
Additional salary consideration can be justifiably given for credentials over
and above the minimum qualifications of the job and extraordinary
performance observed during an acting capacity in a position.
Andrea has demonstrated extraordinary performance in the acting capacity of
City Clerk and the first two months of her appointment as City Clerk.
Additionally, Andrea's formal education far exceeds the requirements of the
job.
If 5% were given for extraordinary credentials and performance the
recommended salary would be as follows:

Recommendation
It is recommended that the Commission choose the alternative it deems most
appropriate.
It should be noted that whichever alternative the Commission chooses should be
retroactive to Andrea's appointment date of September 27, 1999. Andrea next merit
review would be one year from her appointment date of September 27, 2000.
