MINUTES
COMMERCE AND INDUSTRY DEVELOPMENT BOARD
JULY 9, 1997 - REGULAR MEETING
1. Call to Order
The Commerce and Industry Development Board meeting was called to order
Wednesday, July 9, 1997 at 8:15 a.m. by Chairperson Glickman in the Municipal
Building (City Hall, 1126 East State Road 434, Winter Springs, Florida 32708).

3. Approval of the June 11. 1997 Replar Meetina: Minutes
Chairperson Glickman asked if anyone had any additions or corrections to the minutes.
There were no comments. The Chair approved the minutes as read.
4. Discuss the proposed new zonina: catea:orv: C-3 "Flex-Space" Commercial
Chairperson Glickman asked Grimms why he spoke against the proposed C-3 "Flex-
Space" zoning. Grimms said that warehousing is allowed in the C-2 district, and there
shouldn't be a nuisance. It should first be decided to have a new zoning for the entire
city before designating a new zoning for a specific site. Owen asked if the Commerce
and Industry Development Board or the Planning and Zoning Board's request is
sufficient to start the ball rolling. Grimms said sure, but he has seen in other places
where the Commission decides on a new zoning. Dittmer agreed that it has to start from
a demand point.
Members reminded Grimms that a motion was passed at their last meeting in support of
the new zoning.
Owen said that Casselberry and Oviedo has three (3) zoning classifications: C-1, C-2,
and 1-1. Longwood has four (4) classifications: C-1, C-2, 1-1, and 1-2. Altamonte Springs
has eight (8).
During a discussion of adult entertainment establishments, Grimms read excerpts from
the adult entertainment ordinance.
McGinnis said that if the Commission votes against it at the July 14, 1997 meeting, then
maybe a little more homework can be done and the issue can be revisited in a couple of
months.

Grimms distributed some documentation from the East Central Florida Regional
Planning Council dated June 9, 1997 for the Board members information.
Dittmer said he visited with Michael Mallory of AutoPower after the last meeting. Mallory
wants to build onto the existing building on Shepard Road. An AutoPower brochure was
circulated.
Copies of an article from the Florida Journal (Wall Street Journal) were distributed.
Owen said that the article pertains to retaining and helping native companies grow
instead of recruiting new businesses. He requested that the Commissioners and City
Manager get a copy.
Chairperson Glickman stated that the Commerce and Industry Development Board's
goal should be to retain businesses.
There was a brief discussion about newspapers and advertising rates.
5. Adjournment
Chairperson Glickman adjourned the meeting at 8:50 a.m.
