MINUTES
COMMERCE AND INDUSTRY DEVELOPMENT BOARD
APRIL 9, 1997 - REGULAR MEETING
1. Call to Order
The Chair called the meeting to order at 8:20 a.m. in the conference room, Municipal Building.

3. Approval of the February 12. 1997 Regular Meeting Minutes
Moved, seconded, and carried that the minutes be accepted as read.
Chairman Glickman reminded the board members to call the clerk's office when they are unable
to attend a meeting.
4. Update on Breakfast
Chairman Glickman said the Commission felt the introductions of the new mayor, the new police
chief, and the new parks director was not a good reason to have the breakfast; an issue such as
the opening of the trail would be more appropriate. The members felt the breakfast could have
generated good will.
The members concluded a brief discussion of the purchase of a trade show booth with mixed
views.
5. Rescheduling of the EDC meeting
Chairman Glickman said he will contact Tracy Grygiel to reschedule. Tentative dates are May 7th,
8th, 14th, or 15th.
6. Impact Fees
Dittmer distributed information about impact fees, and stated his opposition to the fees and new
business incentives (corporate welfare). He said he faxed his article "Neither Impact Fees nor
Incentives" to the Sentinel yesterday, and hopes that they advertise it in the "My Word" column".
He obtained impact fee rates from neighboring cities (included in the information he distributed),
and Winter Springs has the highest rate. He said he feels transportation impact fees should be
paid through gas prices. He related the experience that Hillsborough County is having with impact
fees.
Owen explained how and why Walgreens purchased the existing bank at the corner of Edgemon

and S.R. 434. If impact fees would not have been in place at that time, the city would still be
collecting ad-valorem taxes on the bank (because someone else would have used the existing
building), and Walgreens would have gone to a vacant lot because it would have been cheaper
for them to buy only land, but it was economically feasible for them to buy an existing building and
save on the impact fees.
Grimms explained that he has an uphill climb when talking to owners about annexation because
of the city's impact fees being higher than in surrounding areas. He suggested to the board that
they recommend to the Commission bringing the impact fees at least in line with other cities.
Chairman Glickman asked Dittmer to draft a letter representing the Commerce and Industry
Development Board to the City Manager regarding what has been discussed. Dittmer said he
would put a cover letter on the information he distributed earlier. Owen said that the City is at a
prime time, and he suggested impact fees be removed for 6 months or a year to encourage and
promote growth along S.R. 434. Chairman Glickman asked Dittmer to direct his letter to the City
Manager.
Dittmer stated that if the rates were more reasonable he could have been developing for some
years now, and the city would have been pulling in a higher rate; and just as important, it would
have created jobs.
Owen said that he is not in favor of reducing impact fees on residential building.
7. Potential Industrial Sites
The Board studied maps (provided by Grimms) along with the list of potential industrial sites.
There was a brief discussion of the trail and trail heads.
Chairman Glickman restated the fax (Florida Power) that Grimms had sent him yesterday, and the
members agreed that the event was more in line for the Economic Development Commission
rather than the City.
Grimms projected a map of the Lake Irene Investors property near Sun Shadow Apartments, and
explained the process in which staff and the Planning and Zoning Board have gone through
regarding annexation, small scale amendment, and rezoning of the property. Discussion of the
transportation management plan for the area.
Motion: The Commerce and Industry Development Board recommends the approval of the
annexation of the property into Winter Springs, recommends the approval of the small scale
amendment from County Planned Development to City Commercial, recommends the approval of
the rezoning from County Agricultural One to City C-l Commercial, and supports the
Transportation Management Study to be conducted in the area.
Motion by Glickman. Second by Owen.
All ayes. Motion carried.
Grimms said he was informed that someone is going to buy up the old style houses in that area,
and they are interested in annexing into the City under Commercial designation. Mobil expressed
interest in annexing into the City years ago, and Grimms said that he is going to pursue the issue.

Manager McLemore explained that the City is having a special traffic impact study conducted for
Leffler which may result in reduced impact fees on transportation. He also mentioned that there
have been informal discussions with Casselberry to straighten out the municipal line along the
west side of S.H. 434.

The meeting adjourned at 9:40 a.m.
