MINUTES
COMMERCE AND INDUSTRY DEVELOPMENT BOARD
FEBRUARY 12, 1997 - REGULAR MEETING
1. Call to Order
Chairman Glickman called the meeting to order at 8:20 a.m. in the conference room, Municipal Building.
2. Roll Call Also present

Chairperson Glickman announced that Vice-Chairperson Jackie Gieseler resigned, and he nominated McGinnis
for Vice-Chair. Moved, seconded, and carried to elect Sally McGinnis for Vice-Chairperson of the Commerce
and Industry Development Board. Owen was given Commissioner Conniff's number so he could be contacted
with suggestions for a new member.
3. Approval of the January 8. 1997 Ree:ular Meetine: Minutes
The minutes of the Commerce and Industry Development Board regular meeting of January 8, 1997 were
approved as distributed.
4. Update on Breakfast
Speedy Quick Printing can print 1500 panel card invitations, printed envelopes, and 2008" x11"flyers for the
program for a total cost of $365.00. Approximately $200.00 for postage. Chairperson Glickman said he
would request $800.00 from the Commission to cover all expenses. (including food and flowers)
Chairperson Glickman said that he would introduce everyone, then the Mayor will get up to speak. A question
and answer session will follow. Invitations will also be sent to the Commissioners, City Manager, and the
Community Development Coordinator.
The breakfast will be March 19, 1997, 7:30 - 9:00 a.m. (Winter Springs Senior Center) Purchase food for
approximately 75-80 people. Mailing date should be March 3, 1997. Glickman and McGinnis will work
together on the invitation.
5. Commerce and Industry Development Board Bude:et
As a follow up to previous discussions, Chairperson Glickman circulated brochures from display booth
companies. The cost for a 10' x 10' trade show booth is approximately $3,500.00, and another $500.00 for
graphics. McGinnis suggested putting together a survey to find out who in city government has a need for a
booth.
Dittmer distributed copies of "Impact Fees-The Destroyer of Dreams" along with several related newspaper
articles. He's putting together a document regarding impact fee schedules from several municipalities around
the area to see how Winter Springs compares. The flip side of impact fees is the incentives offered to
companies so they will locate to an area. The competing that's going on is not needed. Florida has nice
weather and tourism; they will come on their own. Wine and dine them, give them an incentive such as tax

deferment, but don't offer a sizable sum of money. Example: You have a business, and you're doing whatever
it takes to survive. Along comes a business in the same field with a little higher profile. They are offered 2.5
million dollars to come to the area to do battle with you. It's not right. Just because they are larger or look
good on the surface doesn't guarantee they will succeed. Dittmer said that he personally would be leery of
someone that would move to the highest bidder. Create a nice environment and a reasonable tax structure,
and they will come.
Owen said that the impact fees for Broadway Gymnastics (11,000 sq. ft.) in Winter Springs was $32,000 for
the city and $32,000 for the county. The impact fees for Broadway Gymnastics (9,000 sq. ft.) at the UCF
Research Park in Orange County was $12,000 total. That's a big difference. He also worked with "Habitat
for Humanity" (a non-profit organization) which built a house in Winter Springs; they were charged $4,323
in impact fees. The board is interested in finding out what the impact fees are for the new Police Department.
Additional topics discussed:
At the October 2, 1996 meeting, the amount of revenue for occupational licenses was requested. The revenue
for the fiscal year 1995/1996 totaled $120,725.00.
Grimms distributed copies of a letter to Manager McLemore from Owen Beitsch, Real Estate Research
Consultants, and a memo to the Board from Grimms referencing potential industrial sites. Grimms said he
would relate the information in the memo to Seminole County. It was requested that Grimms present a
potential industrial site listing of raw land only.
Chairperson Glickman announced that there will be (tentatively) a seminar run by Seminole County (EDC) on
Monday, March 31, 1997, at 7:30 p.m. It will be held at THE City of Winter Springs City Hall.
As a result of Owen Beitsch's visit to the last cm Board meeting, Manager McLemore invited Beitsch to
submit a proposal (maximum $15,000). Details of some of the items that he would be involved with are in the
letter.
Grimms updated the members on the Town Center plans.
Owen said he has put under contract a piece of land on Moss Road that is zoned C-l. C-l zoning is strictly
retail. Owen and the other builders involved want to use the property for flex space. Winter Springs does not
rent well for offices for several reasons. C-2 is for heavy industry. Owen said he spoke with Grimms about
establishing a C-3 zoning classification.
6. Adjournment
Chairperson Glickman adjourned the meeting at 9:20 a.m.
