Call to Order The meeting was called to order by Chairperson Glickman at 8:15 a.m. in the conference room, Municipal Building. 2. Roll Call Also Present Mel Glickman, Chairperson, present Walt Dittmer, present Roger Owen, present Jackie Gieseler, present Sally McGinnis, present Ron McLemore, City Manager (9:00) Tom Grimms, Comm. ADDroval of the October 2.1996 Reeular Meetine Minutes 4th paragraph, 2nd sentence, reads: Houck explained that a business which is ran in a home receives a mobile license. Correction: Houck explained that a business which is II in a home receives a mobile license. I""""-- Motion: Accept the minutes as corrected. Motion by McGinnis. Second by Dittmer. All ayes. Motion carried. 4. Discussion of the Community Information Guide Chairperson Glickman asked Bloomquist to have the map company respond to the City Manager with a schedule of how much it will cost the city in total if 5, 10, 15, or 20 ads are sold. He also asked to get a price of a map without any ads. Motion: Table the map project until the February Commerce and Industry Development Board meeting. Motion by Glickman. Second by McGinnis. All ayes. Motion passed. 5. Review October 2.1996 Minutes--Unfinished Business Owen mentioned that in addition to the occupational license fee, there is also a $25.00 fire inspection fee regardless of size of building. I""" ~ Chairperson Glickman said that he will contact the City Manager regarding the listing from the Economic Development Commission. Old Sanford-Oviedo Road Discussion of the Old Sanford-Oviedo Road needing water/sewer and other incentives to attract business to the area. The City Manager arrived. Owen asked what could be done to put water and sewer on the Old Sanford-Oviedo Road. Manager McLemore said that if there were real opportunities, then funds could be redirected. An assessment district could be created. Water and sewer is an enterprise fund; by law it cannot be given away. Chairperson Glickman said that the city engineer met with the people on the road two years ago, and told them that if they wanted water and sewer the city would help in any way, but the people would have to pay for it. The people said they would continue using their wells. c Lockcuffjoined the meeting. Chairperson Glickman said he had a discussion with a new entrepreneur who bought an existing business on Old Sanford-Oviedo Road. The gentleman told him that if things don't improve in Winter Springs, he will move in three years. Lockcuff said there was a meeting with the owners a couple of weeks ago, and eight out of twelve wanted to...participate. The permitting and design has been done. Manager McLemore said that the city can meet with them, and show them exactly how the process (assessment district) works. He said that he would work with the city's financial advisor and the city attorney to find out what cost options are available. Lockcuff said that the road is not bad, but the drainage is a little lacking. Chairperson Glickman informed the City Manager of the next breakfast date, March 19, 1997, so that he could mark his calendar. Chairperson Glickman said that the new Mayor commented in his campaign how the city needs to attract new businesses. He said it was discussed six or seven months ago, then put on the back burner. It is now time to continue the topic, and get the new Mayor involved. Manager McLemore said he feels the developers are really looking for development ready sites. There was a discussion of impact fees. Chairperson Glickman asked that before the next meeting, the members be given incentive ideas to attract new business. Dittmer suggested announcing "no more impact fees". Manager McLemore said that the city can make it easier for the developer, but not just do away with the fees unless there is another way of getting monies back. Revolving funds and assessment districts could be created. The entity would enter into agreement with the city to repay the fund over a period of time. Manager McLemore stated that the city needs to have development ready sites; a better relationship with the regional and state development agencies; and the best permitting services. Chairperson Glickman requested that the City Manager provide documentation detailing assessment districts. Manager McLemore said that he could probably have the information by the January meeting. c The City Manager suggested that Lockcuff set up a meeting, and Chairperson Glickman inform his contact of such meeting. ~. ~ "",.... The members decided on March 19, 1997 for the next Breakfast. Members agreed that invitations (panel card), not letters, will be sent to business owners. Owen suggested titling the next breakfast "Meet your New Mayor". He also suggested sending formal letters (invitations) from the CIn Board Chairman to the Commission, Mayor, and City Manager now so they can mark their calendars. 8. Adiournment Chairperson Glickman adjourned the at 9:40 a.m. The items of this meeting were presented in the following order: 1,2, 3, 4, 7, 5, 6, and 8.
