REQUEST: Community Development Department, Land Development Division, requests
the Commission approve the expenditure of the City's 1999/2000 Recycling &
Education Grant Allowance (provided for by the Florida Department of
Environmental Protection) for the purchase of recycling bins.
PURPOSE: This Agenda Item is to inform the Commission that the Florida Department of
Environmental Protection has informally approved the expenditure of the City's
1999/2000 Recycling & Education Grant Allowance for the purchase of recycling
bins. The purposed of this agenda item is to request that the Commission approve
the expenditure of these funds for the purchase of recycling bins. The City was
allotted $11,552.00 of the $172,898.00 awarded to Seminole County.

4) Utilizing the entire $11,552.00 for the purchase of bins would allow the City to
acquire approximately three thousand six hundred seventy (3,670) bin.
5) Upon approval from the Commission a formal request will be submitted to the
Florida Department of Environmental Protection Agency authorizing the purchase
of the bins.
6) Funds allocated for FY 1998/99 were in the amount of $11,185.00 and used to
purchase playground equipment for Torcaso Park.
FUNDING: The initial funding would be from the General Funds and then replaced once the
City is reimbursed for the purchase.
RECOMMENDATION:
The recommendation is that the Commission approve the expenditure of the
Recycling and Grant funds for the purchase of recycling bins and allow the Land
Development Coordinator to proceed with the necessary correspondence to
receive formal approval from the Florida Department of Environmental
Protection prior to the purchase.

Re: Recycling and Education Grant Funds

The Recycling and Education Grant Funds for the present fiscal year have been released and the
City of Winter Springs has been allocated $11,552.00.
Two (2) departments have expressed an interest for these funds.
The Recreation Department has expressed a desire to purchase a wood chipper for use in the
park. The department has narrowed their choice down to two (2) models. The first is Vermeer
Model 625 Brush Chipper and costs $9,084.00. The chipper capacity for this model is 6".
The second model is a Vermeer Model 935 Brush Chipper and costs $14,320.00. The chipper
capacity for this model is 9". Please refer to attached for information on both models.
The preferred choice is to purchase the Model 935 utilizing the entire grant fund and make up
the difference with the $4,400.00 left in line code 7200-56410.
The Water/Sewer Billing Department would like to purchase more recycling bins. The City
policy is that all new residents (owners or renters) are provided a recycling bin. The present
inventory is about 150. Many bins are taken when residents relocate. It is estimated that there
will be another 700 single family units to be built, and another 500 or so apartment units.
It is estimated that the bins would cost $3.50 each. The department wishes to purchase 2,500
bins. Purchasing these would result in a surplus of approximately $2,802.00 from the grant
which could possibly be used for some other purchase.
I have checked with the Department of Environmental Protection and both items would be
approved for purchase utilizing the grant funds.

The Parks and Recreation Department is in need of a chipper for our tree trimming
efforts. I have enclosed a quote, which reflects one that meets our needs.
I understand there is an $11,000.00 recycling grant available, which may enable us
to purchase the chipper.
I have approximately $4,400.00 in line code 7200-56410 available to use toward this
purchase due to substantial s~lVings on other purchases which were budgeted in this
fiscal year.

Dear Nate:
The City of Winter Springs has been allocated $11,552.00 from the $172,898.00 provided to
Seminole County from the Department of Environmental Protection (DEP) Recycling and
Education Grant Fund. The City is not prepared to expend these funds on a quarterly basis.

The City, at this time, is desirous of purchasing recycling bins which are given to the new
residents of the City for their recycling purposes. On this date I contacted Bobby Adams ofDEP
and he stated that this would be a proper use for the grant funds. Once all information is
received I will forward it to you for formal approval and proceed with the purchase once
approval is received.
