COMMERCE AND INDUSTRY DEVELOPMENT BOARD
MEETING MINUTES
APRIL 12,1995
1. Call to Order:
The meeting was called to order by Chairman Lup at 8:25 a.m.
2. Attendance:
Jim Lup, Chairman, present

3. Approval of the February 15. 1995 Meeting Minutes:
Chairman Lup asked for comments or questions. Mr. Glickman motioned that the minutes be
approved. Mr. Baker seconded. Vote: All Ayes. Motion Carried.
4. Old Business-Discussion with regard to updating marketing brochure: The Seminole County logo
on the brochure looked a little confusing. Mrs. McGinnis suggested the brochure read: "Why your
business belongs here". She also would add adjacent boundaries, change to more "Dots", include
Seminole Community College and a picture of Lake Jesup with the bridge. Chairman Lup said he
uses "Dots" when marketing property.
Mr. Glickman commented that the brochure was laid out in sections; a person can read only what
parts interest him or her. Mr. Baker suggested it have as much information as possible since there
is no second step. Mrs. McGinnis said there is no procedure for people who call or write to the city..
Where do the inquiries go? The board would like to be involved in these inquiries. Mr. Lup will ask
Shirley about a memo regarding this issue. Brief discussion on information packets that other Florida
cities distribute.
Chairman Lup said they needed to design the brochure for all types of situations. Everything can be
said in "Dot" form.
Mr. Dittmer said that changing the pictures or layout will incur more expenses. The black printing
such as the map or mileage rates can be changed. It was agreed that the map needed some changes.
Indicate on the brochure how close Orlando (hub) is to Winter Springs. Note: Malls, Schools,
Hospitals, Orlando International and Orlando Sanford Airports.
Mr. Glickman mentioned that Winter Springs was the first city to come up with a brochure like this.
The commission was pleased with the brochure. The brochure was originally supposed to be in black
and white, but when the colored pictures were displayed; the additional funds were provided for the
colors.

McGinnis suggested that a recommendation be made to Martha (recording secretary) that one be sent
with the minutes to the chair of every committee.
Mr. Lup asked how many brochures were left. Mr. Glickman said approximately a hundred. The
board is glad that the brochures are being distributed.
Mr. Lup stated that last meeting they talked about deciding on the changes to the brochure and
speaking to the commission about updating the brochure. Mr. Glickman said that the distribution
was going to addressed. The board briefly discussed the Visioning Project scheduled for May 20,
1995 from 9 a.m. to 7 p.m.
Mr. Dittmer spoke of an architect/designer named Shawnasee Hart who almost single handedly
streetscaped Orlando back when Frederick was mayor. He has met with her recently, and she told
him about her present involvement with a nineteen mile stretch of Highway 192 which she has
recreated on computer illustrating the renovation. There will be guide markers-3 feet square at the
base, about 35 feet tall, and numbered 1 through 19. The numbers will be 4 feet high and lit up, and
at the top of the markers will be a fish, a baseball player, a cattleman, etc~ Items which represent
Osceola. Mr. Dittmer thought of this idea for the 6 mile Highway 434 corridor with possibly osprey
. nests on top of the markers.
Mrs. McGinnis said that she has mentioned getting the area (in front of the new furniture store) along
State Road 434 landscaped.
Mr. Glickman asked what was the next step on the brochure. Are they going to ask the commission-
1) Do you want a brochure again?, 2) Do we have the budget?, 3) Where do you want to go with it?
One commissioner had suggested waiting until after the visioning meeting in case there is something
helpful to the brochure. Mrs. McGinnis disagreed with waiting because the "visioning" is not a
commitment. Mr. Glickman said that the board first needs to find out if the commission wants to do
the brochure at all, and what kind of budget they will be working with. For instance, on a twenty-
five hundred dollar budget, three thousand brochures can be printed with little changes, but a five
thousand dollar budget will allow the board to do what they want. Mr. Glickman said they should
also address how the inquiries about the city will be handled and how the their committee will be
involved talking to the inquirers.
A former engineering employee of the city had written the brief history and most of the information
that is in the brochure~ Mr. Glickman added headlines and formatted it for brochure. Board members
had assignments to find facts such as utilities, millage rates, etc.

Mr. Glickman said they needed to avoid major changes in the layout. Taking out pictures, mOVIng
around or changing the size of pictures requires new color separations which is costly.

Mr. Baker recommended using captions for the pictures that don't have signs indicating the name of
the property. For example: Winter Springs Civic Center and City Hall
Mrs. McGinnis said she heard there was suppose to be something special about the new high school.
Mr. Baker read that it was to be a "state of the art" high school as far as instruction is concerned.
(computers, laboratories) One addition he would suggest for the brochure is "the school is under
construction and will open to Winter Springs Students in 1997". Mr. Dittmer added that there was
another elementary school going up on Shepard Road.
Chairman Lup asked for some proposals.
Mrs. McGinnis suggested giving the commission a hand-written fact sheet. Chairman Lup said he
wanted to sum up a letter and give copies of the brochure to the commission prior to the meeting.
Mr. Glickman stated he would contact the attorney regarding his procedures on resignation and
reappointment. This procedure is necessary in order for Mr. Glickman to provide the printing of the
brochure. Mr. Lup added that it is much less expensive to use the company that put together the
brochure originally, then to go with someone brand new.
Mrs. McGinnis said that it is important that the commission go the maximum for the brochure
because the city's on the cutting edge. The visioning committee confirms serious thoughts of
potential growth.
Mr. Glickman suggested a budget offive thousand dollars which would include the brochure and any
thing else the committee may come up with that will cost money. This would give us the leeway to
make any changes, or even a totally different brochure. When Mr. Glickman came to this committee
two years ago, they had been given a budget of (he thinks) three thousand dollars, and then additional
funds were provided for the color.
Mrs. McGinnis stated that two years ago, five thousand brochures were printed and now there is less
than two hundred so that shows that they are being distributed. One could say there is a renaissance
(renewal) in Winter Springs.
Mr. Glickman asked for an update on the "historical" building. (1 North Fairfax)
Mr. Baker explained that bids have been received on the "historical" building. The bids, to his
knowledge, have not been presented in a commission meeting. It should come up soon that a vote
will be taken whether or not to sell the building. In order to keep it, he needs three votes from the
commission. At the last commission meeting, Mr. Baker brought Mrs. Ruth Muse (the wife of the
first popularly elected mayor, George Fuller back when Winter Springs was North Orlando) and she
spoke in favor of keeping the building.

Mrs. McGinnis said that building would make a nice picture for the brochure.
Mrs. McGinnis asked how this committee fits into the bigger picture. Where's the continuity?
Mr. Dittmer agreed that everyone is independently thinking, acting, and talking. Mr. Glickman said
that joint meetings with a representative from each committee have been talked about in the past.
Chairman Lup said he that thinks that the people who where given the responsibility to maintain the
coordination and continuity are no longer with the city. Mr. Glickman said he receives notices of all
the other committee meetings as ifhe is suppose to attend the meetings. He believed that once every
two, three months, or every quarter there should be one meeting for all the committees to get
together to discuss what's going on in each committee. Maybe one committee doesn't even know
that another committee is putting together a brochure. Chairman Lup said the last time a meeting was
held like that, it was very well done and very productive.
Mr. Dittmer said that he would like to discuss water retention with an engineer. What is the purpose
and why the anchor fences; landscape naturally. He also suggested waterscape. Leave the ponds, but
don't fence. They're ugly. If that's the law, maybe we should change some laws.
Mr. Glickman said they received a review on fiber optics from Cindy, yet he has not heard about it
at the commission meetings. Mrs. McGinnis added that this issue would be a big impact in the
brochure.
Mr. Glickman said that from a publicity point of view, the Oviedo newspaper (Daryl Johnson) gives
a much more thorough write up of the Winter Springs Commission Meetings than any other paper.
Mrs. McGinnis and Mr. Baker agreed.
Brief discussion on fiber optics.
Mrs. McGinnis suggested the recommendation for coordination be brought up to the new staff
person. Chairman Lup said he was going to try to meet with the new staff member today.
Chairman Lup adjourned the meeting at 9:50 a.m.
