JUNE 8, 1994
The meeting was called to order by Chainman lup at 8:25 a.m.

Glickman moved to approve the minutes of January 26, 1994.

Discussion with City's General Services Director and Community Development
Coordinator REgarding the State Road 434 Corridor:
Beherns said that he would like to go over the presentation we gave to the
Commission on May 11th on State Road 434. Beherns gave the Board members a
map showing State Road 434. Beherns said that state Road 434 in not only
the major East/West roadway in the City it is the only East/West roadway, it
is basically a six mile path from 17-92 to the beltway; the first two miles
of which is pretty much developed - from 17-92 to S.R. 419. Then you have
approximately two miles from S.R. 419 to S.R. 434 and Tuscawilla Road; then
from Tuscawilla Road/S.R. 434 to the beltway is approximately 2.4 miles.
There is about a 400 foot span that has a lot of environmental issues.
Beherns stated that the City will not only have an increased S.R. 434 from
two lanes to four lanes but an increase from Tuscawilla Road. They are
projecting 40 thousand cars a day by the year 2010. Beherns said existing
now is the Post Office and the City Hall and now the new High School.
Beherns showed the Board members a picture of the High School, he mentioned
that this is the first new High School in Seminole County in 15 years.
Beherns said that the intersection with the addition of the High School will
really start to gain focus. We have Central Winds Park, we have a current
site plan in now for McDonald's on the Northeast corner.
Glickman asked if the red area on the map was commercial. Beherns said yes
the red area is commercial and the orange area is mixed use which allows up
to 50% commercial. Beherns said our primary concern are the areas in red
and orange.
Discussion on the State Road 434 widening and the landscaping of the road.
Beherns said that on the Tuscawilla Road corridor we have a section getting
ready for development called Grand Reserve and the site plan just came
through, and we are saving 830 feet of mature canopy; a 20 foot wide strip,
830 feet long inside the development wall so that when Tuscawilla goes to

four lanes and trees are cleaned out, inside of the wall there will be a 20
feet for 830 feet with mature canopy.
Beherns stated that he has talked to two owners of commercial property along
S.R. 434 and said that the owners stated to him that they would, within
their budget, and within economic reality, be open to any suggestions for a
theme, this would give you something that is different than 17-92.
Discussion.
Glickman asked when the High School would open. Beherns said that they want
to open for September 96 School year.
Beherns said that S.R. 434 is the City's gateway from both the East and the
West. When people are entering the town whether from the Oviedo section or
from the west and come across 17-92, the first thing they see is the gas
station, and what I would like for consideration and have the community
consider is an identification system; something like Tallahassee or Orlando
does, this is a concept, however you come up with a logo of some kind that
would say that you are in a special place called Winter Springs. If you
could create a tree scape, you would create a statement, and it would make
it very attractive for business to locate. Discussion.
Glickman mentioned that the Highlands just purchased property between Sheoah
Boulevard and Edgemon Ave. which was formally zoned for commercial and we
intend to keep it wooded.
Discussion on the over head wires. Beherns said that the Comprehensive Plan
calls for the overhead wires to be underground.
Beherns said that there is many different things that you can do and the
question is the amount of time and effort you are willing to give going
store to store and get a community consensus and you literally create a
dream or a vision and you get people to buy into it. It is very exciting
and it is a snowball process, if it is done right and you get people
enthusiastic they will say that we really can create something and will help
their business. It is a salesman type thing and is all part of what this
Board has started with the brochure, it is marvelous ground work here with
this Board and the BOWS Board, it is just coming together and creating a
consensus.
Lup asked if Beherns has had any experience or know of anybody that has had
a similar situation that we have with existing business and if they have
responded favorably. Discussion.
There was also discussion regarding the railroad and what would be done if
the railroad goes or stays.

Discussion on the Lake Jesup Greenway, which will be like a bike path,
walking path and a horse trail. Beherns mentioned that Rep. Marvin Couch
will be a Monday's City Commission meeting explaining the Lake Jesup
Greenway.
Beherns said that we think the corridor includes both sides of S.R. 434 and
north of the Lake, and we need to focus on creating a vision for the future
development of the corridor. That would mean putting a group of people
together and create a theme. Discussion. Beherns said some of the things
this group could address would be building setbacks, lighting, roadway
buffer requirements, sign controls, method for controlling the access to
these major arterials, utility service, parking lot landscaping, bicycle and
pedestrian access. Discussion. Beherns also said that what we want to do
is create a vision that is special to our community.

Lup asked Beherns what he would like this Board to do. Beherns said that
what he would like the Board to do is to think about what he presented to
them this morning and see if it has merit and pass and encourage it on to
the Mayor and City Commission, the type of visioning program you think would
be good for this corridor and any suggestions you might have in terms of the
make up of the committee, whatever you feel should be the appropriate
structure. Then Carl and I, if we get the green light, we will take you
through vision program and give you the menu and then you all would decide
what you want to see there and we would take it from there and work with the
developers, DOT, the School Board, Jerry McCullom, and see what we can do.
Discussion.
Lup asked the Board if they have any ideas on what we might recommend to the
Commission and Mayor with regards to the Special Committee. Glickman said
that his recommendation would be that we are in favor of proceeding with the
direction that they are going and certainly at least one member of this
Board should be on the Special Visionary Committee. Glickman also said that
he doesn't think that the Special Visionary Committee should be a large
committee or nothing will get done. Glickman said that he thinks there
should be one member from each Board on the Visionary Committee.
Dittmer said that he endorses it wholeheartedly. Discussion. Lup said that
he thinks that two people from each Board be selected to be on the visionary
Committee that way if one person can't make a meeting the other most likely
will be there. Discussion. The consensus of the Board members
present was to select two members from each Board for the Visionary
Committee.
The meeting adjourned at 9:25 a.m.
