REQUEST: City Manager requesting the Commission to consider approval of a public/private
partnership between the City of Winter Springs, Winter Springs Rotary Club, and Mountain View
Productions to raise monies for Winter Springs Rotary Club charities through joint sponsorship of
the July 4, 2000 Holiday Celebration.
PURPOSE: To raise funds for Winter Springs Rotary Club charities that will be 100% directed to
Winter Springs
CONSIDERATIONS:
Each year Rotary Club has several fundraisers to fund Rotary charities.
Prior year fund raisers which were funded by private sponsors are not possible in the year
2000 due to the increasing demand of private sponsors for public participation (public exposure) at
the events. Mountain View Productions is willing to undertake the event again this year for Rotary
and guarantee a donation to Rotary Club charities in the amount of $12,000, if the City will allow
Mountain View Productions to combine the Rotary event with the July 4, 2000 Holiday Celebration.
Due to the large numbers of persons attending the July 4, 1999 Holiday Celebration, Mountain View
Productions will be able to attract a larger sponsor that will underwrite the cost of the project over
and beyond the city's normal level of funding.
The benefit of this approach is as follows:
1. Mountain View Productions will organize and manage the event, induding
entertainment, fireworks, and concession management.
2. Mountain View Productions will produce higher quality entertainment and fireworks
than last year for the same amount of funds spent last year by the city.

3. Mountain View Productions will provide private sector sponsors to underwrite the event
and donations to Rotary Oub charities.
4. Rotary Oub will direct all funds eamed from the event to the charitable needs of Winter
Springs children.
S. Rotary Oub members will assist the city in crowd control, and grounds maintenance.
Mountain View Productions will receive the contract for providing fireworks and
entertainment for the July 4, 2000 Holiday Celebration and revenues from concessions.

RECOMMENDATION:
It is recommended that the Commission authorize a publici private partnership between the
City of Winter Springs, Winter Springs Rotary Club, and Mountain View Productions and a private
sector sponsor to be provided by Mountain View Productions for the July 4, 2000 Holiday
Celebration.

EVENT PROPOSAL
Winter Springs 4th of July Celebration, 2000
Proposal Date: Wednesday, October 13, 1999
OVERVIEW
Mmmtain View Productions Inc. (MVP) Proposes to provide a complete 411> of July fireworks and
entertainment extravaganza for the City of Winter Springs, Florida for the year 2000, The event would
include full entertainment production beginning at 6:00 p.m, featuring top local performers, The evening
would conclude with a fireworks production produced by Mountain View Productions in association with
Dream Vision Studios and Fireworks by Santore, An original musical score would be recorded for this
production and the entire fireworks performance would be choreographed to create an emotional impact.
In addition. Mountain View Productions would donate $12,000 to the Rotary Club
of Winter Springs payable day of event.
AGREEMENT
The City of Winter SpringII would agree to pay a fee of $20,000 for this production to Mountain View
Productions, Inc. The fee schedule would be as follows.
$5000 Payable January 15, 2000 with signed contract. Non Refundable unless event cancelled by MVP
$5000 Payable May 4, 2000
$10,000 Payable June 4,2000
Cancellation policy will be explained in detail in final contract agreement,
Mountain View Productions would retain sole rights to all sponsorship and paid fees for this event. Event
promotion would read ~The City Of Winter Springll Presents". Sponsorship would be added as "in
association with",
Mountain View Productions would retain all rights to food, beverage, beer and wine concessions.
Mountain View Productions will provide the following;
1. Comp1cte audio 'upp<>rt for a crowd of 10,000+
2. All tcchnical and personal ridenl for talent
3. All required talent
4. All theatrical stag.: lighting and accompanying systems
5. 32' x 32' covered stage
6. Complete fireworks production
7. A complete original musical score
8. Media participation and advertising using existing elements
