COMMERCE & INDUSTRY DEVELOPMENT BOARD October 28, 1992 The meeting was called to order by Chainman Lup at 8:00 A.M. BOARD MEMBERS: Mayor Philip A. Kulbes, Absent City Manager Richard Rozansky, Absent Walt Dittmer, Present Gene Jones, Present Dr. R. Rosenberg, Absent Mel Glic~, Present Jim Lup, Chainman, Present Approval of Minutes of July 15. 1992: Glickman moved to approve the minutes of July 15, 1992. Seconded by Jones. Vote: All aye. Motion carried. Old Business: (a) Discussion on Brochure: Lup stated that he was asked by Commissioner Langellotti how the brochure was caning along. I told him we were "grid locked". Glickman said that when he spoke with a secretary in City Hall regarding the estimate approvals. She told him that there was a problem with the Purchasing Agent. The Purchasing Agent phoned me and explained because of the Sunshine Law there was a conflict if I was going to do the brochure. I told him that I would be willing to resign fran the Board in order to get this thing going. I asked him if he had any suggestions. The Purchasing Agent said we will have to take bids, and I told him I didn't have a problem with that because I know no one will cane in at that price. I suggested to Lup that he write to agencies in town that I knew did these kind of projects. I gave him the name of three, and Lup wrote to the agencies. After a month without hearing fran anyone. Lup then said that he called the agencies and was told that they did receive the letter requesting a response. Two of the agencies were not interested and the other agency said they would send us a bid; which I have not received as of yet. Lup said that he needs to go before the Commission again and tell them we have done what was requested fran the Purchasing Agent, we have gotten two no responses and one hasn't responded yet for bids. Also tell them that we have Mel Glic~'s proposal in; we as a Board don't feel there is a conflict, we are not voting on anything etc. Lup went on to say that if the Commission wants us to get more bids then we will, but it will delay it that much more. Discussion. New Business: (a) Staff Update: Lup asked the Board members if they had anything that is important for us to hear or bring before the Commission. Glic~ questioned if there will be problems when attracting industry into the City is there going to be stop gaps all the way such as what happened to Sprague. Discussion. The Board discussed if all inqulrles of industry and or business interested in coming into the City is forwarded to them. Glic~n mentioned that Lup should mention to the Commission that this Board doesn't feel that they are involved enough in what might effect businesses in the City from all different areas. The Board agreed. Jones said that he feels that the only things we can support in Winter Springs is commercial, light manufacturing and a few things like that. We can't support large heavy type industries. He also mentioned that he doesn't feel that the City will have any problems with pollution because we will not have that type of industry in the City. Discussion. . Glic~n said he thinks that the Commission should realize that they have a Board here that can actually be in contact with these businesses to answer questions, it doesn't have to go through some formal operation where the inquirer would get a cold answer or a non-answer, at least we can tell them from our points of view what is so wonderful about Winter Springs. Lup read a letter from a business looking at Winter Springs. The business is a montessori school and they wanted information on zoning restrictions, building moratoriums, impact fees, demographics, licensing, permits etc. He said that he wrote them back telling them he would be getting back with them because he didn't have the information to give them. He said that he submitted this to Greg Kern. Dittmer said that he wouldn't mind having perspective business visit him at this business as he is very happy in Winter Springs. Lup mentioned another business that he has been in contact with that has an operation in Oviedo and was interested in moving the business to Winter Springs. The business owner was impressed that the City had someone to contact to work with. This is a radio controlled model airplane business, they build large replicas of airplanes.
