COMMERCE & INDUSTRY DEVELOPMENT BOARD MINUTES
February 13, 1992
The meeting was called to order at 3:10 P.M. by Chairman Lup.

Aporoval of Minutes of January 9, 1992:
Jones moved to approve the minutes of January 9, 1992. Seconded by Helms. Vote:
All aye. Motion carried.
The Board decided to change the agenda so the guest speakers could give their
presentation first.
New Business: - Presentation from Mike Bobroff and Pat Werner-Hollis from the
Economic Development Commission of Mid-Florida:
Mike Bobroff started out by saying that the Economic Development Commission of
Mid-Florida is responsible for the industrial development in a four county area,
which Seminole County is one.

Bobroff stated that he works with industries outside this area and try to
convince them to locate in the Metro Orlando area. Part of the process is to
help them find a building or land. To do that we keep a data base of all
available buildings and land. He also said that this Board can be of help to
them by identifying buildings and land that is suitable for their type of
clients; which includes manufacturers, distributors, and some office.
Bobroff stated that 90% of his clients are looking for buildings; a majority of
the clients are looking to lease. He said that he needs to make sure all the
available land and buildings in Winter Springs are in their system; and that he
is working with Kern to accomplish this.
Bobroff said that they spend a lot of money on marketing the area, and that the
Board should lean on them to market winter Springs.
Kulbes asked if the City's brochure that is in the works, would help them market
the City. Bobroff stated that it wouldn't hurt, but they do not send out
individual brochures in their first packet they send to clients.
Lup asked if it would be advantageous to have a booth at the small business expo.
Bobroff stated that it would be a good for marketing the City.
Pat Werner-Hollis, said that there are a lot of small businesses looking to move
to the out-skirts of Orlando and the small business expo would be good for
marketing.

Werner-Hollis stated that she works with existing companles. She said that she
works with companies with existing problems such as training, financing,
research. She gathers the information received from the company and coordinates
any meetings that are needed with the company and an agency who could

best help in their area. She also said that she makes sure the agency's programs
are working; that the company's needs are being met.
Werner-Hollis also stated that a part of her program is a visitation program.
They train volunteers who go and visit companies in the four county area, to have
the companies complete a survey. The survey is to measure the business climate
in Central Florida; to see if they are satisfied, etc.
Werner-Hollis told the Board that she would be available to them for any help or
ideas they might need.
Lup mentioned the movie industry. Bobroff stated that he highly recommends that
the City adopt a one stop permitting policy for that purpose.
Kulbes and Lup thanked Bobroff and Werner-Hollis for coming to the meeting.
The Board discussed having a booth at the small business expo, and Kulbes stated
that he would work on that so the Board could have a booth.
. Lup stated that he is going to bring the rough draft that he has to a printing
company and talk to them about the cost, etc. for the brochure. Lup asked the
Mayor about getting the funds for the brochure. Kulbes stated that he thinks
there was money budgeted but he would find out and get back with Lup.
The meeting was adjourned at 4:10 P.M.
