ROLL CALL: Mayor Philip A. Kulbes, Present, Jim Lup, Chairman, Present Gene Jones, Present Walt Dittmer, Present Ci ty Manager Richard Rozansky, Absent Janet Helrrs, Absent Roger OWen, Present G. Kern, Administrative Assistant Approval of Minutes of October 10, 1991: OWen IOOVed to approve the minutes of October 10, 1991. Seconded by Jones. Discussion. Kern read fran the Caq>rehensive Plan, in Land Use objective "C", which talks about the Town Center and the concept shall be elaborated through special codes. The Board's concept of a Town Center is a quaint area with a lot of green space, not buildings and concrete. Vote: All aye. Motion carri ed. Old Business: Staff Up-Date Kern updated the Board as to the efforts of S~nole County's steering ccmni.ttee on econanic development. He stated that the ccmni.ttee is rrade up of about 35 members, they are trying to help S~nole County develop the econanic development plan. The ccmni.ttee has four rrain issues: diversify and strengthen the County's econany, pranote the CO\mty's strengths, prove success of local businesses and examine the role of govermnent in econanic development. The ccmni.ttee has formed sub-ccmni.ttees for data collection and analysis to address the four issues. The final work product will be the econanic development plan. Kern stated that he has reviewed sane of the econanic development plans of different Counties and municipalities, and put together an outline element, which he passed out to the Board. A rrajor point is getting ideas and approval fran all city residents and business owners, if there is no support and backing fran the carmunity it will be an "up-hill battle". You have to inform the public and educate the need for econanic development. Kern mentioned that the status of the S~nole County steering ccmni.ttee's draft is allOOst a JOOIlth behind schedule, but should be ready around the second week of December, and will be distributed to the steering ccmni.ttee members for thei r input. Kern stated that the next meeting for the ccmni.ttee is in December and this Board is welcane to attend. He stated that he will get copies of the minutes fran the ccmni.ttee to this Board for their inforrration. Mayor Kulbes mentioned that he attended a meeting last week with two real estate people who is looking at the old Stromberg Carlson property for a publishing caq>any called Tel tex who is interested in bringing their publishing caq>any into Winter Springs. They want the Ci ty to provide them with water and sewer, but that property is not in the City, and is willing to annex into the City but the property is not contiguous with the City. They are now trying to convince the other owners to annex into the City. .- -.. . . . Commerce & Industry Development Board November 14, 1991 Page 2 Lup stated that he does not have any news about Food Lion going into the old Piggly Wiggly building. New Business: Discussion on Brochure: Lup asked what is the Board consensus on the evol vement of the Brochure. It was determined that the Brochure would be an information packet for new business and new residents; which would have supplements to add periodically. The meeting was adjourned at 4:40 P.M.
