COMMERCE & INDUSTRY DEVELOPMENT BOARD
June 13, 1991
The meeting was called to order at 4:00 P.M. by Chairman Smith.

OWen approved the minutes of May 9, 1991. Seconded by Kulbes. Vote: All aye.
Motion carried.
Chairman Smith announced that she has submitted her resignation'to Mayor Kulbes.
She stated that it was a hard decision to make but do to personal circumstances
it is something she has to do. She stated that she would be glad to help in any
way she can. Mayor Kulbes stated that he and the rest of the Board are sorry to
see her leave.
There was discussion from the Board for a replacement for Smith. Mayor Kulbes
s~a~ed that he will be naming the replacement and will contact a few people that
might be good for the Board.

New Business:
~~ Lou Vogt, Vice President Home Capital
Lou Vogt, Vice President Home Capital, and Glenn Marvin, Vice President of
Gulfstream of Orlando, J.v., were present to inform the Board of their plans for
Tuscawi lla.
Lup asked what does Vogt enV1Slon for the parcel along S.R. 434, and does he have
any development standards.
Vog~ stated that part of the use along the northern parcel along S.R. 434 does
involve an amount of commercial development. There were some discussions with
the City to control the development along the S.R. 434 corridor, and there were
issues raised about a taxing district to support some of the area and character
of the corridor.
Marvin stated that the City's Comprehensive Plan addresses the control of the
commercial corridor. He stated that a taxing district or commercial district
association would probably be the best vehicle to administer inflation of
possible infrastructure of the area and allow for maintenance for many years.
The Comprehensive Plan addresses the control of commercial development along the
434 corridor and the property across from ours is planned for commercial/office
or something more intense than residential.

Marvin also mentioned the water and sewer lines for that area. He mentioned that
his company would have water and sewer lines for their development along S.R. 434
and the city is putting water and sewer lines at the other end for the super
park, so utilities will be available in the future.
There was discussion on the extension of Tuscora Drive. It was stated that there
is no definite time schedule for the extension of Tuscora Drive and that a study
for alignment is going on now.
Vogt stated that as far as the Board is concerned the goals and objectives are to
promote businesses in Winter Springs, and stated that the City needs to get a
vision as to the theme of what they want for the 434 corridor.
Vogt stated that they would be happy to help the City in developing a theme for
the 434 corridor. Marvin stated a theme could be grass medians.

standards and the Board could review them. Then the Board stated they will ask

Vogt stated that they will cooperate with the City and will deal with the
planning and engineering departments for two way communication for better vision
on both sides.
