MINUTES
March 14, 1991

The meeting was called to order at 4:05 P.M.

Chairman Smith thanked Janet Helms for taking over for her during the past
I1Dnth, and stated that there was no quorum for the February meeting.
Chairman Smith stated that the 1991 plan of work is out 1 ined in the report that
was submitted to the Cammission. The first item was the business directory.
There were 46 responses but needed 150 responses; the checks were returned with
the suggestion that the businesses join the Lonswood/Winter Springs Chamber.
She also stated that the business directory might be something to entertain
again later on. If nothing else, it showed the businesses that the Board
atterTl>ted to do something that the Board said they were going to do.
Chairman Smith said in regard to the second item on the plan of work is the
brochure; to CO'Il)i le the information.

Mayor Kulbes suggested that the Board make up a roster of the 46 businesses
that responded to the directory and give each business a number of copies with
a section stating that it would enlarge as businesses grow. That way we might
get llDre people involved. He stated that if need be the City could pick up the
"tab" for printing those 46. The first time don't charge the 46 responses for
it. We could have them printed and the City could pick up the "tab". That
should encourage other businesses to get involved knowing that the list will be
enlarged all the time.
There was discussion on putting other Cities businesses in the directory. It
was determined that the directory would be for businesses in Winter Springs
only.
There also was discussion whether to put a list of all the businesses or just a
list of the businesses who responded to the directory.
It was determined that in the directory would be a list of frequently called
numbers, schools in the City, a small map of the City, etc.
Otlen stated that it would cost about $1,000 to print 500 directories and asked
the Mayor if the City could pay that crnount. Mayor Kulbes stated that he
thinks so; the city is earning up for the budget hearing shortly and we will
just add another $1,000 in the budget.

Mayor Kulbes stated that he feels it is important to have a business directory.
It was determined that the Board would go ahead and have the business
directory, and the Board will send a letter out to the businesses in the City
to see if they wou 1 d want the i r nane i nc 1 uded in the directory at no charge.

The Board detenmined that the first Directory would be a list of Businesses,
next years printing could have advertising by the Businesses.
Mayor Kulbes mentioned marketing the City at the Central Florida Fair, and this
might be sanething to think about next year. Lup said he would check into that
and the Expo's Small Business Trade Show.
Jones asked if there was anyone in the City available to answer questions for
perspect i ve bus i ness deve 1 opers as to water/sewer, power, etc. Mayor Ku 1 bes
stated that yes, the City has a Land Development Coordinator to answer the
questions. There was discussion as to having a check list available for such
questions. Smith stated that this is sanething the Board could put together
for the penmitting process.
Mayor Kulbes stated that he has the City Attorney looking into sane sort of tax
incentive for new businesses.

There was discussion on assigning tasks for the 1991 plan of work. Helms will
gather infonmation on education/schools, community facilities and the history
of the City. Lup will gather infonmation on cannercial real estate and City
goverrment. Jones will gather infonmation on the City utilities. Smith will
work on transportation and labor analysis. <Men wi 11 work on a City map and
industrial and residential real estate.
