January 10, 1991
The meeting was called to order at 4:05 P.M. by Chairman Smith.
Roll Call:
Mayor Philip A. Kulbes, Present
City Manager Richard Rozansky, Present
Chairman Ruth Smith, Present
Gene Jones, Present
Roger OWen, Present
Jim Lup, Present
Janet Helms, Present
Approval of Minutes of November 8, 1990:
Jones moved to approve the minutes of November 8, 1990 as sul:mitted. Seconded
by Helms. Vote: All aye. Motion carried.
OLD BUSINESS:
1. Final Review of Survey Report to Ccmnission
2 . 1990 Work Report
3. 1991 Plan of Work:
Smith reported that the survey report to the Ccmnission is ready and copies
will be distributed to the Ccmnission for their review before the Ccmnission
meeting on January 14, 1991.
Smith said included in the report is the 1990 Work Report, the 1991 Plan of
Work and the Board's ccmnents and reccmnendations.
Helms read the report fran Lup on his visit to Dr. Corum's office. The report
stated that Dr. Corum was concerned with the physical depreciation of the area
along S.R. 434.
There was discussion on the unkept area by the golf course.
Mayor Kulbes stated that he has been in contact with Mayor Dennison of
Casselberry about the condition of the property near the golf course. He
stated that Mayor Dennison said that she would get in contact with the property
owner and have the property cleaned. Mayor Kulbes stated that he would get
back with Mayor Dennison to find out the status of this property.
Lup mentioned a State sponsored program, Enterprise Zone, which gives
incentives to old and new businesses.
Smi th stated that the Board found through the survey that there is no ccmnon
ground with the businesses in the City. Mayor Kulbes stated that he would have
the City Attorney look into sane sort of tax incentive for the local
businesses.
Mayor Kulbes mentioned the central business core which will be fran the City
Hall area to Tuscawilla Road. He stated that the property owners could start
developing their property which would help future development with the
expressway caning to real i ty . Lup mentioned that it is hard to market property
before the road is physically present.

Smith mentioned that the Sanford airport will be expanding very soon and with
the Expressway caning through our City going on to Sanford, should help
businesses in the City.
Helms stated that at this time there is no information at the Chamber of
Commerce on Winter Springs.
There was discussion on information for the brochure.
Smith stated that the Expressway and Airport will be a key issue to put into
the brochure. She also stated that the brochure will be one of the main
projects for the Board this year.
Helms mentioned same sort of advertising for the City to enhance businesses in
the City.
Helms stated that the Board would like to encourage the Ccmnission to attend
the Chamber's meetings and promote the City.
Smith stated that she is pleased as to the success of the Board. Helms stated
that the Board has received a good response on the survey but did not receive a
good response on the directory. Smith stated that the brochure would be a
business to business networking tool.
Smi th mentioned that the City might think of same sort of recognition for the
businesses doing business in the City.
There was discussion on a Convention Center in the City.
There was also discussion on marketing the City for new businesses.
NEW BUSINESS:
1. Chairmanship:
There was discussion on the Chairmanship. Jones moved to elect Ruth Smith as
Chairman. Seconded by OWen. It was unanimously decided that Ruth Smith remain
the Chairman of the Carnmerce and Industry Development Board.
Smith asked if there was any other business to came before the Board.

Jones stated that he has talked to a person at the Post Office and she
mentioned that the trucks were having a problem entering and exiting the
facility. Kulbes stated that the City has talked with the Post Office and
asked them if they would participate in the cost of a traffic light and they
stated that they wouldn't. So they will have to solve the problem themselves.
The meeting was adjourned at 5:05 P.M.
