REQUEST: City Manager requesting the Commission to consider appropriating $30,000 to
employ the services of a marketing public relations firm to prepare an informational package for
annexation purposes, and an engineering firm to evaluate the cost of providing services to
annexation areas.
PURPOSE: This agenda item is needed to acquire funding for a professionally developed
information package to assist the city and staff in annexing residents into the City of Winter Springs
and the related cost of providing services.
CONSIDERATIONS:
Assuming the Commission agrees that annexation should be given a priority for FY 2000,
the city needs to develop a fU'st class promotional package to help convince residents of the
unincorporated areas of the county of the benefits of annexing into the City of Winter Springs. We
also need to analyze the cost of providing services to determine which areas are feasible to annex.
FUNDING:
From discussions with public relations firms and marketing firms, $20,000 will be needed to
develop a ftrst class information package including an 8-10 minute video, and print literature.
An additional $10,000 will be needed for engineering and planning studies to evaluate the
cost of servicing these areas with city services.
Funds are available in the General Fund Reserves to fund this project.

RECOMMENDATION:
It is recommended that the Commission appropriate $30,000 from the General Fund
revenues to employ the service of a marketing and public relation fum, and engineering fum to
prepare information needed to launch a successful annexation program.
