COMMERCE AND INDUSTRY
DEVELOPMENT BOARD MEETING
NOVEMBER 9, 1989
The Winter Springs Commerce and Industry Development Board Meeting was called to order
by Chairman Ruth Smith at 4:00 P.M..
ROLL CALL:
Mayor Leanne M. Grove, Absent
City Manager Richard Rozansky, Present
Chairman Ruth Smith, Present
Jim Hanley, Absent
C.E. Jones, Present
Roger Owen, Present
Dr. Alan Fickett, Absent
David Hopkins was also present.
Motion was made by Roger Owen to approve the minutes of the October 12, 1989 Meeting.
Seconded by C.E. Jones. Vote on the motion: All ayes. Motion carried.
Chairman Ruth Smith suggested using someone who is working on a Master's Degree at a
community college to put the narrative and the brochure together.
Each member of the Board has a copy of the By-Laws which were written by Jim Hanley.
It was decided to read them before the next meeting and discuss them then.
Roger Owen suggested an incubator business in Winter Springs. He said that Winter
Springs would qualify for a Transportation Department loan. He said if you have an
industrial park, you don't have to qualify economically for a loan for that.

The City Planner suggested getting someone to do a feasibility study to see what will
work and what won't, based on population projection etc.. Discussion. Suggestions
were made for the Piggly Wiggly shopping center, such as a "specialty" business of
some kind, light assembly plants, and the service industry, such as computers.
The City Planner said there are about 200 acres owned by the Casscells on the north
side of SR 434, which extend to the eastern city limits, which is zoned PUD. The
owner's application said that they were interested in a commercial PUD. Discussion.
Lack of skilled labor in the area was discussed. Chairman Smith said that people
coming in, would want to know about the labor pool. Discussion.
The City Planner discussed projected population growth in the City. She said that
formerly, traffic used to come just from the west, but now is coming this way from
the east. She said that there will be a rough sketch itemized before the end of the
year, that the Board will be given. She said she will put together a package before
the next Meeting. They have the new maps now. Chairman Smith suggested that she
meet with the City Planner before the next Meeting.
