DEVELOPMENT BOARD MEETING
OCTOBER 12, 1989
The Winter Springs Commerce and Industry Development Board Meeting was called to
order by Chairman Ruth Smith at 4:00 p. m.

Chairman Smith explained to the new members what the Board has done to date. She
presented them with a copy of the Mission Statement which was drafted in January.
She said the Board met in joint session with the City Commission, Planning & Zoning
Board members and the Board of Adjustment. She" said the Board wanted a little
assurance that if they were able to entice business or industry to Winter Springs
they would not be met with a lot of undue problems. Then it was decided to compile
a brochure of the City with demographics to be given to interested businesses or
industries.
Chairman Smith was able to have a meeting with Rick Tesch who is the Director of the
Economic Commission of Mid Florida for Seminole, Orange, Lake and Osceola Counties.
The new members were then introduced. Mr. Jim Hanley, has formed his own company,
Parallax Associates, Inc., which deals with leadership and management training.
He has retired from the Navy after 27 years of service. He was Commanding Officer
of the Recruit Training Command. Mr. Hanley has a Graduate degree in Economics and
a Masters degree in Public Administration.
Mr. C. E. "Gene" Jones, was chairman of the Planning and Zoning Commission in St.
Charles, Missouri before moving to Florida. He was also secretary to the Economic
Development Commission. He explained that St. Charles was a City about the size of
Winter Springs but twice the population. It is a very old City, with a riverfront
and a lot of problems that we do not have here in Winter Springs. He has a degree in
Physics from Georgia Tech.
Roger Owens said he has been a realtor for 34 years. He came from Cayuga Falls, Ohio
where he served on the Mayor's Advisory Council for three years as Vice Chairman, and
was due to be Chairman when he moved to Florida in 1982. He developed the Winter
Springs Industrial Park in 1983 and 1984. Five buildings have been built and the
sixth one is in for approvals now.
Ruth Smith said she is a commercial broker with her own business and has been active
in industrial development with the Seminole Chamber for over five years, and this
Board since January.
Chairman Smith said Dr. Fickett is Director of Marketing with Dyer, Riddle, Mills, a
surveying, engineering firm in Orlando.
Chairman Smith said she would contact Seminole Community College to see if any
assistance can be obtained in compiling and writing the brochure.

Mr. Owen said he would check with the State to see about matching funds for the
project.
The Board discussed possible areas of the City for industrial uses. Chairman
Smith said she would ask the City Planner to come and give the Board some informa-
tion on the Comprehensive Plan.
Motion was made by Jones to have the meetings at 4:00 p.m. on the second Thursday
of the month. Seconded by Hanley. Vote: all ayes; motion carried.
Mr. Hanley said he would bring in By-Laws for the Board at the next meeting.
Motion was made to adjourn by Owens, seconded by Hanley. Vote: all ayes; motion
carried.
Meeting was adjourned 5:50 p.m.
