WINTER SPRINGS COMMERCE AND INDUSTRY
DEVELOPMENT BOARD
THURSDAY, SEPTEMBER 14, 1989
MEMO
Three members of the Commerce and Industry Development Board, Chairman Ruth Smith,
Dr. Alan Fickett, and City Manager Richard Rozansky met at 4:15 P.M..
Ruth Smith gave a report on the meeting with Rick Tesch of the Economic Development
Commission of Mid-Florida. Tom Binford and Jon Hall attended the meeting, and she
appreciated very much their support. She said that the EDC was please to know that
there is a Commerce and Industry Development Board in Winter Springs. She said the
EDC can do a lot of things that this Board can't, and a lot of work this Board won't
have to duplicate. One of the problems discussed was the process of obtaining
permits and the problems encountered. She said that the EDC would like to take
these on behalf of the industries and go to the Commissioners so that one particular
industry or individual won't have to go. They are also working on Industrial Revenue
~onds that would be available to industries.
Ruth Smith announced the resignations of Jim Cooper, Tom Binford and Jon Hall. She
said she had written a letter on behalf of the Board to Tom Binford and will do the
same for Jon Hall. Jim Cooper moved out of town.
Ruth Smith stated that one of the problems the Board will incur, is whether they will
be confident that they will be able to accomplish their mission. Discussion.
She said that the remaining members of the Board need to know the Commission's response.
Are the vacancies going to filled, and what can the Board do to go forward from here.
Dr. Fickett said he would like to hear from the Commission what their "collective"
committment is to promote commercial and industrial development in Winter Springs.
Ruth Smith said that there is a breakdown in communications between the City Staff
and the Board. The City Manager said that the Board will have to wait because the
Planning and Zoning Board will have to decide how much commercial and where it will
be. He said this Board can't really address that until the Planning and Zoning Board
has decided, and until we get a Land Use Plan. He said the Board should "move" what
we already have.
Ruth Smith said she would like a letter to go from this Board to the Commission to
seek comments from them as to what they see as the future of this Board in lieu of
the vacancies we now have. Discussion. Alan Fickett said that assuming there is
real committment from the Commission, and they do want to encourage healthy, planned
business and industry, it is a good opportunity to work as a partner with the
Commission and the Planners to come up with a reasonable Land Use Plan that will make
it more attractive to potential industry.
Caroline McGinley
