WINTER SPRINGS COMMERCE AND INDUSTRY
DEVELOPMENT BOARD MEETING
THURSDAY, APRIL 13, 1989
The Winter Springs Commerce and Industry Development Board Meeting was called to
order by Chairman Ruth Smith at 4:00 p.m.

Review of Commerce and Industry Development Board Meeting with Tuscawilla
Homeowners Association at Keeth Elementary School:
Chairman Smith gave a brief report on the meeting. She also gave a written
report which will be attached to the minutes of this meeting. She thanked
Jon Hall and Alan Fickett for attending the Homeowners Meeting with her.
In reference to the request from Mr. Khemlani, the HOA President, to change the
meeting time of this Board, the following motion was made:
Motion by Jim Cooper that the meeting time for this Board be left at 4:00 p.m.
Seconded by Jon Hall. Discussion. Vote: all ayes; motion carried.
Report on Planning & Zoning Board Meeting of April 12, 1989:
The Planning and Zoning Board Meeting Agenda did not indicate a time set aside for
the Comprehensive Land Plan update; therefore, it was not necessary for a Board
member to attend.
Chairman Smith gave a brief report on the Economic Development Matching Grant.
This is further explained in her written report which is attached to the minutes.
Dr. Fickett was congratulated for his re-appointment to the Postsecondary Education
Planning Commission by Governor Martinez.
Also discussed was the position of the Florida Association of Realtors' position re:
Growth Management, and a synopsis is attached to the minutes.
"Piggly Wiggly" and Dittmer Properties:
The properties and their possible uses were discussed by the Board. The Board
suggested possibly some type of entertainment complex and maybe a bowling alley
might be successful on the Piggly Wiggly property. On the Dittmer property it
is zoned industrial and mixed office warehouse. Chairman Smith talked to Mr. Dittmer
and said the Board would be glad to promote industry there. It is a nice property
about 50 acres. Gene Dorman indicated this Board would have to work with the P&Z
Board if they did attract business and industry into the City, and the Board agreed
with that.

Mayor Grove mentioned that a number of people who have been interested in the Piggly
Wiggly property have been unable to negotiate with the realty people. She asked if there
was a way to find out if they are really interested in selling the property.
Chairman Smith said there would have to be a specialty use on the Piggly Wiggly
property, for example people will drive ten miles to go to a bowling alley.
Mr. Dorman said the Planning & Zoning Board is looking at the entire Tuscawilla
Planned Unit Development and what can be done with the undeveloped land, specifically
the area between the railroad and S.R. 434. The Planning & Zoning Board has asked
this Board for some suggestions as to the best possible kinds of businesses and
commercial endeavors that could best go into that area.
The Board discussed possibly offices, a restaurant, a YMCA, health clubs, all those
kinds of things might be preferable. There was discussion of the need of hotels,
convention centers; there are not sufficient auditoriums available in this area.
Mr. Dorman asked for suggestions from the Board for their next meeting on May 3, 1989.
