WINTER SPRINGS COMMERCE AND INDUSTRY
DEVELOPMENT BOARD MEETING
THURSDAY, JANUARY 19, 1989
The meeting of the Winter Springs Commerce and Industry Development Board was
called to order by Chairman Ruth Smith at 4:00 p.m.

Chairman Smith stated that she felt that the Board has at least qualified support
from the Commission, and that the comments made to her were positive at the joint
meeting held on January 16th with the City Commission and all the Boards.

The next item of discussion was the status of the Comprehensive Land Plan. Chairman
Smith asked the City Planner, Jacqueline Koch, where the City is at this point as far
as the revision is concerned. Miss Koch stated that they are at different stages in
different aspects. She said that all of the cities in the County will be submitting
their proposed new plans in April of 1991. This current year most of the emphasis
will be on completing updating all of the information on the current status of the
City, and projecting the impact of what we know is going to happen. Then we will
need to deal with the undeveloped area and review the land use. Miss Koch said they
are currently doing the existing traffic circulation study. By the end of October
the future traffic circulation study will be worked out. In the meantime, we will be
looking at the way the City should develop in order to draw the future traffic
circulation map properly.
Recreation is the subject of the proposed bond issue, and the search for a large park
site. The mapping system is being updated. These maps will really show the lay of
the land not just streets and subdivisions. Miss Koch said in traffic they are not
only looking at the impact of the Expressway, and the widening of S.R. 434, but a
project to improve the internal circulation to link up some areas that are not
linked, and provide additional throughways to take some of the burden off of
Tuscawilla Road and South Edgemon Avenue. Miss Koch stated there are 8,146 dwelling
units in the City as of April 1st and 1,300 jobs in the City.
Chairman Smith spoke about moving forward on a brochure, and all the things that
need to be done.
Manager Rozansky explained that the City's Planning and Zoning Board sits as the
Land Planning Agency for the City under the State Statute and City Ordinance, and
their responsibility is the Comprehensive Land Plan and all of the elements. At the
time the hearings are held is when this Board should make recommendations regarding
the plan. Then the Plan goes to the Commission for approval. When the Land Use Plan
is approved by the Commission, then the completed brochure could be shown to desirable
businesses and industries.

Chairman Smith said for the next meeting she would gather as much information as she
can so that work on the brochure can get started.
Manager Rozansky said there is development space available in the City at the present
time which could be looked into.
The next meeting will be Feb. 16th, 4:00 p.m.
Meeting was adjourned 4:55 p.m.
