REQUEST: Utility Department Updating the City Commission on the Status of the
Utility Rate and Efficiency Study
PURPOSE: The purpose of this Board item is to update the City Commission on the progress
of the Utility Rate and Efficiency Study.
CONSIDERA TIONS:
At the March 22, 1999 meeting, the City Commission authorized PRMG, Inc. to
perform a Utility Rate and Efficiency Study as delineated in RFP-006-99-KL. The project
is approximately 60% complete at this time.
The critical area that we have been unable to provide requested data is
consumption information by customer class. Specifically, PRMG has requested monthly
reports detailing: (a) the number of active accounts by customer class (i.e. single family,
multi-family and commercial) for all customer classes by meter size, (b) total water
consumption and wastewater revenue gallons billed by customer class, and (c) number of
sewer only customers by meter size or rate code.
The previous utility billing software and the new utility billing software do not
generate the reports in the format requested by PRMG. Subsequently, PRMG
recommended the services of Technologies To Be, Inc. whom they have used for similar
problems in other municipalities. TTBI has recently extracted the data from the utility

billing system and are writing the necessary routines to provide the data in the requested
format. The additional cost for this work is estimated at $4,000. The estimated
completion date of the rate study for consideration by the City Commission is March
2000. MIS has been actively involved in the process so that the new software being
considered this fiscal year has the capability to provide the necessary reports for future
rate studies.
FUNDING:
The additional cost of $4,000 has been appropriated from the Utility Consulting
Engineering line code.
IMPLEMENTATION SCHEDULE:
The anticipated project completion date is March 2000.
