REQUEST: The Parks and Recreation Department is requesting that the City
Commission consider addlitional street lighting in the Central Winds Park
Pavilion area that is not budgeted and would require new appropriation.
PURPOSE: To review three (3) lighting scenarios and receive direction from the City
Commission.
APPLICABLE LAW AND PUBLIC POLICY:
N/A
ISSUE ANALYSIS:
. There is presently no overhead night street lighting in the pavilion area at Central
Winds Park.
· The Parks and Recreation Department has received requests from the public regarding
how dark and possibly unsafe the area is after dark. Many events in the area continue
until dark and park patrons have difficulty going safely back to their vehicles.
· Night lighting in the pavilion area will make it available for night use rentals and
possibly other evening events.

FUNDING:
This item is not budgeted and will requnre $4,994.30 for initial installation and $1,223.88
annual rental charges for a total of $6,218.18. Sufficient funding is not available for this
unbudgeted project in the Parks and Recreation budget. Another funding source is
needed.
RECOMMENDA nON:
The Parks and Recreation Department is recommending that all three (3)
scenarios be done for complete night lighting at the pavilion/parking area of
Central Winds Park.

SUBJECT: Lighting in Central Winds Park Pavilion Area
DATE: October 13, 1999
Commissioner Blake at the September 13, 1999 City Commission meeting spoke about
installing lights at "lower Central Winds Park" (where the pavilions are) because of
groups using the area after dark.
I contacted Florida Power Corporation and met with Mr. Jamie Seda on site, We
discussed three (3) scenarios, He sent me the three (3) scenarios with pricing and a
location map, which are attached,
Scenario #1 is as follows:
Four poles lighting from the passive area entrance to the restroom with a total cost of
$2,618,17 which is installation and one (1) year monthly rental.
Scenario #2 is as follows:
Two poles lighting up pavilion and parking area with a total cost of$1,463,56 which is
installation and one (1) year monthly rental.
Scenario #3 is as follows:
Three poles lighting up the back side of the parking area (exit road) with a total cost of
$2,136.45 which is installation and one (1) year monthly rental.

Total cost for all three (3) scenarios is $6,218,18 which is installation and one (1) year
monthly rental.
The lighting of the passive area woods make it safer for groups who are still using the
area after dark. In fact, it would make available and encourage more night usage,

enclosed drawing showing the location for the proposed lights.
This proposal is for the installation of 4 CI-36 ISO-watt roadway fIXtures mounted on 4 35'
concrete poles, The cable will be fed undm-ground from exiati!lg facilities. We will have to
trench to each location. There will be an installation charge of 52,146.33 for trenching aDd
cabling. The estimated monthly rental charge for the proposed lights after installation is as
follows:
4 CI-36 150 watt Roadway fIXtures @ $6.31 ea
435' concrete poles @ $3.22 ea

concrete poles. At these two locations the poles will have two fixtures per pole. The cable will
be fed underground from existing facilities. We will have to trench to each location. There will
be an installation charge of $1,069.00 for trenching and cabling. The estimated montbly rental
charge for the proposed lights after installation is as follows:
