ADVISORY COMMITTEE
MEETING
JANUARY 31, 2002
I. CALL TO ORDER
Mr. Chuck Pula, Parks and Recreation Department Director called the Meeting to order at
7:01p.m., Thursday, January 31, 2002 in the East Training Room of the Municipal
Building (City Hall, 1126 East State Road 434, Winter Springs, Florida 32708).

II. CONSENT
CONSENT
A. Approval Of The January 17, 2002 Meeting Minutes.
MOTION BY COMMITTEE MEMBER DAVOLI. "I MOVE TO ACCEPT THE
MEETING MINUTES AS PRESENTED." SECONDED BY COMMITTEE
MEMBER JOHNSON. DISCUSSION. WITH CONSENSUS OF THE
COMMITTEE, THE MOTION WAS APPROVED.
MOTION CARRIED.
Committee Member Vernon Rozelle, Jr. arrived at 7:04 p.m.
III. REGULAR
REGULAR
A. Pool Discussion.
The Committee discussed and questioned the need for a Referendum to construct a pool
in the City. General discussion followed on recommending the implementation of a

Swimming Pool Committee, the need for child swimming safety classes, and involving
the Seminole County School Board and Winter Springs High School in the endeavor.
The Committee requested copies of the agreement made with the Seminole County
School Board and the City of Winter Springs regarding joint usage of facilities.

B. Staff/Consultant Reports.
Mr. Forest Michael, Michael Design Associates, 130 North Center Street, Suite 1, Winter
Park, Florida: gave a slide show presentation and an updated conceptual sketch for the
expansion. Discussion.
The Committee discussed making a recommendation on what to do with the abandoned
road to the south of the expansion area (old State Road 434). Mr. Pula stated, "I need to
go ahead and pull that agreement that we have with DOT [Florida Department of
Transportation] and find out what exactly that states, then bring it back to this
Committee. Then we'll know what our rights are in that area."
Mr. Pula distributed an email sent to him from Committee Member Rodney S. Owens
regarding baseball fields.

Discussion followed.
Committee Member George Barcus spoke of safety issues with High School students
walking through a parking lot to get the proposed pool site. Discussion. Committee
Member Barcus stated, "Let the record show that I brought it up and it was discussed and
dismissed."
In reference to water runoff and how it affects building, Committee Member Vemon
Rozelle, Jr. asked, "How soon could you get that kind of a reading from whomever the
proper authorities are?" Mr. Michael stated, "Pretty soon. We can start to have more
information by next Thursday."

C. Public Input.
Mr. Bob Rucci, 973 Turkey Hollow Circle, Winter Springs, Florida: presented the
Committee with a handout of background information on "Paw Parks".
Mr. Craig Smith, 657 Cayuga Drive, Winter Springs, Florida: gave thanks to the
Committee for their efforts and voiced concerns with paying heavy taxes, yet allowing
children from other cities to play sports at Central Winds Park. Mr. Smith stated, "The
people who voted for the park and are paying for the park, are Winter Springs' residents."
Mr. Bruce McDowell, 190 Nandina Terrace, Winter Springs, Florida: congratulated the
Committee for an "Outstanding job" and spoke of the need for public tennis courts.
Ms. Leah Wiseman, 113 Brookshire Court, Winter Springs, Florida: questioned doubling
the amount of baseball fields on the most current conceptual drawing and asked if the
walkway to Lake Jessup was part ofthe Cross Seminole Trail or City owned.
Committee Member Kelly Thompson departed the Meeting at 8:45 p.m.
Discussion developed on "Paw Parks". Mr. Pula advised, "The City Commission is set to
address this issue and this Committee, I would recommend, would need to make the
recommendation regarding Central Winds Park prior to that Workshop." Committee
Member Barcus stated, "I would recommend that we read what was offered to us tonight,
and have this as an issue of discussion and decision at next week's Meeting." The
Committee Members agreed.
Mr. Maynard Zeitler, 109 Inwood Court, Winter Springs, Florida: spoke of the need for
more two-hundred (200) foot fields for Little League baseball.
Mr. Deron Keiter, 1123 Pheasant Circle, Winter Springs, Florida: asked the Committee
if they are charged with expanding just the existing Parker property.
The Committee Members agreed.
REGULAR
D. Committee Discussion/Directions.
Mr. Pula distributed a copy of the City Commission draft Minutes from the January 28,
2002 Regular Meeting and placed emphasis on the Committee Members keeping in
contact with the Commission, Mayor, or Staff Members that appointed them.
Discussion ensued regarding Meeting schedules and the Committee agreed to have a draft
report prepared by February 21,2002.
