JANUARY 17,2002
I. CALL TO ORDER
Mr. Chuck Pula, Parks and Recreation Department Director called the Meeting to order at
7:07 p.m., Thursday, January 17, 2002 in the Commission Chambers of the Municipal
Building (City Hall, 1126 East State Road 434, Winter Springs, Florida 32708).

II. CONSENT
CONSENT
A. Approval Of The January 3, 2002 Meeting Minutes.
Mr. Chuck Pula, Parks and Recreation Department Director asked for a Motion to
approve the Regular Meeting Minutes of January 3, 2002.
MOTION BY COMMITTEE MEMBER McGINNIS. "SO MOVED."
SECONDED BY COMMITTEE MEMBER DAVOLI. DISCUSSION. WITH
CONSENSUS OF THE COMMITTEE, THE MOTION WAS APPROVED.
MOTION CARRIED.

A. Staff/Consultant Reports.
Mr. Pula distributed aquatic center sketches, information on local aquatic centers,
information on standards for parking spaces and a national study of participation levels in
all sports.

B. Pool Discussion With Mr. Karl Pecht, P.E.
Discussion.

C. Pool Discussion With Ms. Doreen Gruber, Winter Springs High School
Principal.
Ms. Doreen Gruber, Winter Springs High School Principal distributed to Committee
Members a profile of Winter Springs High School and information on the proposed Field
House. Discussion followed with emphasis on student safety and supporting the youth
and the Winter Springs community.
City Manager Ronald W McLemore arrived at 7:32 p.m.
Committee Member Paula Davoli asked Ms. Gruber, "Would you foresee some type of
lease arrangement where Winter Springs [High School] would contribute to the upkeep
on the pool?" Ms. Gruber advised, "1 certainly would. Yes, 1 would certainly think that
that would be something that could offset some of the costs that you have, or we would
just continue with the relationship that we already have with your not paying for certain
facilities of ours that you use."
Ms. Gruber suggested the Committee Members communicate with Ms. Diane Kramer,
Seminole County School Board Facilities Director, should they desire further knowledge.

D. Pool Discussion With Weller Pools, Inc.
Mr. Bill West, Weller Pools Representative, spoke of the packet distributed to the
Committee addressing pool designs. Discussion developed on pool designs, types,
amenities, and costs.

E. Public Input.
Ms. Julie Fair, 1606 Tiverton Way, Winter Springs, Florida: spoke III support of
constructing a swimming pool in Winter Springs.
Mr. William Ramsey, 363 Twelve Oaks Drive, Winter Springs, Florida: spoke in support
of a swimming pool.
Mr. Casey Sapp, 4904 Petra Court, Winter Springs, Florida: as a student and swim team
member at Winter Springs High School, he spoke in favor of constructing a swimming
pool because of the disadvantages he has faced while not having a pool; and informed the
Committee that swim team participants at Winter Springs High School moved to Lake
Brantley High School just because of their pool.

Mr. Zack Dickson, 1105 Superior Court, Winter Springs, Florida: also a student and
swim team member at Winter Springs High School, spoke in favor of a swimming pool
because of safety. Mr. Dickson informed the Committee of his involvement in a vehicle
accident while returning home from swim practice in Sanford.
Ms. Danielle Hanson, 112 Asliford Drive, Winter Springs, Florida: another Winter
Springs High School swim team member who spoke in support of the construction of a
swimming pool and provided an essay on the benefits of a community pool.
Ms. Veronica Cordero, 1204 Winter Springs Boulevard, Winter Springs, Florida: Winter
Springs High School swim team member who supported a swimming pool being built.
The Committee thanked the public for their attendance.

F. Committee Discussion.
The Committee discussed handicapped accessibility in the park and the public support for
a "Paws Park".
In reference to a "Paws Park", Committee Member Sally McGinnis stated, "I had asked
once and I believe you had mentioned there were other facilities in the City that would
lend themselves to this use. And I'd like to know where you'd identify those areas." Mr.
Pula stated, "I will bring that back at your next Meeting, or if we spend a lot of the time
on the pool and Master Plan it may be the following Meeting. But we'll definitely
address that more. I know the City Commission will be wanting a recommendation. The
City Commission has set a Workshop to deal specifically with this issue, I believe it's in
March. I'll get you more information on that at our next Meeting also."

City Manager Ronald W. McLemore spoke of a piece of property at Jetta Point that
Seminole County is purchasing which could possibly be used for a "Bark Park". In
reference to constructing a swimming pool, Manager McLemore advised the Committee
that "I don't foresee anyway in which a pool facility is going to be built in Winter
Springs without a public Referendum." Discussion.
IV. FUTURE AGENDA ITEMS
This Agenda Item was not discussed.

The Meeting was adjourned at 9:20 p.m.
