ADVISORY COMMITTEE
MEETING
JANUARY 3, 2002
I. CALL TO ORDER
Mr. Chuck Pula, Parks and Recreation Department Director called the Meeting to order at
7:10 p.m., Thursday, January 3, 2002 in the East Training Room of the Municipal
Building (City Hall, 1126 East State Road 434, Winter Springs, Florida 32708).

II. CONSENT
CONSENT
A. Approval Of The December 20, 2001 Organizational Meeting Minutes.
Mr. Pula advised Committee Members, "A Motion would be appropriate."
MOTION BY COMMITTEE MEMBER McGINNIS. "SO MOVED."
SECONDED BY COMMITTEE MEMBER DAVOLI. DISCUSSION. WITH
CONSENSUS OF THE COMMITTEE, THE MOTION WAS APPROVED.
MOTION CARRIED.
III. REGULAR
REGULAR
A. Staff/Consultant Reports.
Mr. Pula distributed letters he received from Committee Members regarding their
interests and ideas for park expansion; the population data from the Future Land Use
Element; a copy of the Capital Improvements Element; and the Recreation and Open
Space Element.

Mr. Pula updated the Committee on the status of the gopher tortoise survey and the soil
samplings study being conducted on the park land.
Mr. Forest Michael, Michael Design Associates gave a slide show presentation to the
Committee. In regards to a particular slide, Committee Member George Barcus
requested, "I would personally like to see another line added in there, even if it's a subset
of one of those other fields that accommodates lacrosse, so it clearly is identified as being
at least acknowledged, discussed." Discussion followed.
Mr. Michael presented to the Committee two (2) sketches he designed for possible uses
of the site. Discussion.

Committee Member Barcus, suggested Mr. Michael provides a third sketch of how
Central Winds Park looks at present.
Committee Member Paula Davoli informed the Committee Ms. Doreen Gruber, Winter
Springs High School Principal, would like to be placed on the next meeting's Agenda to
speak of the Seminole County School Board possibly constructing a swimming pool on a
parcel of land in close proximity to the high school.
The Committee requested Mr. Pula and Mr. Michael research whether there are any state
guidelines for the number of parking spaces needed.

Ms. Leah Wiseman, J J 3 Brookshire Court, Winter Springs, Florida: spoke in support of a
"Paw Park" and requested one be constructed at Central Winds Park.
Ms. Annette Falisi, 302 Cello Circle, Winter Springs, Florida: stated her support for a
"Paw Park".
