CALL TO ORDER The Winter Springs Open Space Advisory Study Committee Meeting of Thursday, January 25, 2007 was called to Order at 7:00 p.m. by Chairperson Denise Ryser in the East Training Room of the Municipal Building (City Hall, 1126 East State Road 434, Winter Springs, Florida 32708). 2. ROLL CALL Chairperson Denise Ryser, present Committee Member Yvonne Froscher, present Committee Member Robert B. Henderson, present Committee Member Charles Lacey, present Committee Member Michael F. Pillow, absent Committee Member William H. Poe, present Committee Member Kenneth D. York, present 3. SUNSHINE LAW ORIENT A TION Ms. Kate Latorre, Assistant City Attorney, presented the Sunshine Law and Public Records. A handout was distributed to each of the Committee Members. 4. DISCUSSION OF GLOSSARY TERMS Mr. Randy Stevenson, AICP, Director, Community Development Department spoke briefly on this Agenda Item. 5. DISCUSSION OF LAND PRESERVATION METHODOLOGIES Ms. Eloise Sahlstrom, AICP, ASLA, Senior Planner, Community Development Department, introduced this Agenda Item. STAFF PRESENTATION OF SITES FOR CONSIDERATION A "Public Lands" Map and a "Conservation" Map dated January 2007 was displayed. Discussion ensued regarding the Selection Criteria. Tape l/Side B Ms. Sahlstrom displayed the "Open Space" Map dated January 2007 of possible sites for consideration. 7. COMMITTEE GENERAL DISCUSSION The Winter Springs Golf Course (Site Number 1) property was discussed. Committee Member Charles Lacey asked, "What is the acreage of the two (2) parcels?" Ms. Sahlstrom said, "I would have to look that up." Regarding the "Feasibility Study", Chairperson Ryser asked, "Can we get that sent to us?" Mr. Stevenson answered, "Yes." Further discussion ensued. Site Numbers 2 through 10 were discussed. Tape 2/Side A Discussion continued. For the Record, Committee Member Kenneth D. York inquired about adding another property suggested by Committee Member Yvonne Froscher. 8. PUBLIC INPUT No one spoke. 9. SITE SELECTION RANKING The Committee Members discussed the "Rankings" of the properties. Tape 2/Side B Due to technical difficulties, Side B of the Audiotape was not used. CITY OF WINTER SPRINGS, FLORIDA MINUTES WINTER SPRINGS OPEN SPACE ADVISORY STUDY COMMITTEE MEETING - JANUARY 25, 2007 PAGE30F3 Tape 3/Side A With further discussion on the properties, Chairperson Ryser reiterated the "Rankings" and said, "A is 1; B is 7; Cis 8; D is 11; E is 13; F is 2; Gis 5C; His 3; I is 10; J is 12; and K is 6C. Is everyone comfortable with that?" There were no objections noted. Handouts, titled "A Winter Springs Golf Course Property Overview" and "Land Design Consultant" were introduced by Chairperson Ryser. Chairperson Ryser asked that copies be made for the Committee Members. Deputy City Clerk Joan Brown acknowledged the request. Chairperson Ryser stated, "The only thing we need to do is update the City Commission on a fairly regular basis on what we are doing." City Manager Ronald W. McLemore said, "They have your Minutes and when you get ready - furnish your Report." Committee Member York asked, "How are we contacting the owners?" Committee Member York asked, "So, do we have an expectation that we will have an answer for all of the properties in the next month?" Mr. Stevenson said, "We will make every effort to contact the owners." Committee Member York asked, "Maybe, we also have - the history of the sales of the property, and maybe the current valuation?" Mr. Stevenson said, "I will pull the Property Appraiser's Records." Further discussion ensued on the "Open Space" properties. Committee Member William H. Poe said, "Would it be fair to say that just prior to the Meeting that Chairperson [Ryser) contact Randy [Stevenson), and if they both feel we need to delay the Meeting, we can delay it?" There were no objections noted. With discussion on delaying the next Meeting, Chairperson Ryser said, "Unless you hear from Joan [Brown], our Meeting is the 22nd [February 2007] at 7:00 p.m., right here." 10. ADJOURNMENT Chairperson Ryser adjourned the Meeting at 9:49 p.m. R SPECTFULLY SUBMITTED BY: AN L.
