HomeMy WebLinkAbout2006 01 12 Oak Forest Wall Regular Meeting Minutes CITY OF WINTER SPRINGS, FLORIDA MINUTES OAK FOREST WALL AND BEAUTIFICATION DISTRICT ADVISORY COMMITTEE REGULAR MEETING JANUARY 12,2006 CALL TO ORDER Chairman Terry Patten called the Regular Meeting of the Oak Forest Wall and Beautification District Advisory Committee to order at 7:01 p.m., Thursday, January 12, 2006 in the Commission Chambers of the Municipal Building (City Hall, 1126 East State Road 434, Winter Springs, Florida 32708). Ro II Call: Chairman Terry Patten, present Vice Chairman John Rickards, present Committee Member Brian Oliver, absent Committee Member Louise Allen, present Committee Member Leo Marion, present Committee Member Leo Marion led the Pledge of Allegiance. Office Of The City Clerk Election Of Officers. Chairman Patten stated, "That takes us to the Election of Officers that will hold Office from this date until the end of the year. 1 will entertain any Nominations for those positions." Chairman Patten added, "I will take the Nominations for Chairperson." "I WOULD LIKE TO NOMINATE MYSELF." NOMINATION BY VICE CHAIRMAN RICKARDS. SECONDED BY COMMITTEE MEMBER MARION. DISCUSSION. WITH CONSENSUS OF THE COMMITTEE THE MOTION WAS APPROVED. MOTION CARRIED. "I NOMINATE - [COMMITTEE MEMBER) LEO MARION FOR VICE CHAIR [MAN)." MOTION BY COMMITTEE MEMBER PATTEN. Police Department - Code Enforcement Bureau Update On No Solicitation Signs. Captain Glenn Tolleson, Police Department, Code Enforcement Bureau, presented the "No Solicitation Signs" rules and regulations that pertain to these signs. Discussion. Chairman John Rickards stated, "The Oak Forest Homeowners Association Board meets on the 17th [January] and at that time 1 will go to them, representing our Board and let them know that this will be their issue and we will ask them to take into consideration their pursuit if they want the 'Signs'." Community Development Department - Urban Beautification Division Maintenance Items And Progress Report. Mr. Steven Richart, Urban Beautification Division Services Manager, Community Development Department discussed this Agenda Item to include discussion regarding the Budget. Discussion. REGULAR 303. Community Development Department - Urban Beautification Division Update On The Oak Forest Landscaping And Irrigation Expansion Project. Mr. Richart presented this Agenda Item and stated, "Eastwood [Tuff Turf, Inc.] has replaced most of the plants we discussed on Winter Springs Boulevard medians I, and 2, with the Ferns. I actually think that the new design works better for us." Chairman Rickards asked, "A number of residents in my Section are discussing forming a Garden Club and they came - and asked me, 'Is there something that they could do on the other side of the wall?' What would the City's position be with somebody at that Club, weeding, trimming, doing something on that side of the wall?" Mr. Richart responded, "I think that would be wonderful and I would even enjoy the opportunity to work with them. Especially in these areas, as I said at the last Meeting we have made a good foundation in putting in some plants. I see areas in between what we have landscaped now, maybe rose gardens and butterfly type gardens and perennials. I think that a Garden Club could work with us and help us do some of that. And maybe, we buy the plants and they put them in and care for them. We would certainly be willing to do that. It would save us a lot of money in the Wall Committee to have them help us get this done." Chairman Rickards said, "I do not think they want to get as aggressive as additional plants. I think what they had - in mind is - what you see along some of the County highways - maintained. That is really what they were asking could they adopt section Six Wall as a starter - in order to get the Garden Club started." Mr. Richart said, "I do not see what they could do in the maintenance realm because we do pay a Contractor for that. There is a potential, if they would like to get involved with the annual beds at the entrances, that is fine, we could work something out there." Community Development Department - Urban Beautification Division Update On The Proposed Wall Extension. Mr. Richart presented this Agenda Item and stated that the Appraisal is in the package for the Committee to review. Mr. Richart said, "This is the Appraisal to move forward to the Contract Offer that the Attorney is currently drafting. Once 1 have that, we will move forward to the City Commission for the Approval of the program for the purchase of the property. Feel free to take your time and read through it. It is a very comprehensive Appraisal." Mr. Richart added, "You are certainly welcome to take this and review this package and decide next Meeting. As 1 said, the Contract is being drafted by the Attorney which will have to go to the City Commission with this Project." Discussion. Chairman Rickards stated, "I would like to open the 'Question of Voting' to - see what the general Consensus is from the [Committee] Members; whether we should Vote on it tonight or Table this until the next Meeting because this is a rather comprehensive Report." Discussion. Committee Member Louise Allen stated, UI think that we should wait until we get everything in which would be next time. " Committee Member Patten said, Uln light of the fact that we do have a relatively new Member, and during the Election process this evening, he did voice his concern about taking the position, based on not being familiar with all intricacies of what we are discussing - especially about the wall extension. 1 think that it would be a prudent thing to - postpone it until next Meeting, so that {Vice Chairman] Mr. Marion can look it over as well as the rest of us. " Chairman Rickards said, uI will have to agree with that and since {Committee Member] Mr. Oliver is not here also tonight, 1 think that maybe we can ask the City Clerk {Andrea Lorenzo-Luaces] to mail this to {Committee Member] Mr. Oliver and contact him and let him know that this will be on our Agenda for next month to get the final Approval to go ahead next month." No objections were noted. Discussion. Chairman Rickards stated, uSo let us deal with this at the next Meeting and we will Vote on whether to allow the City to proceed forward with the acquisition." There were no objections from the Committee Members. Office Of The City Clerk Re-Approval Of The November 10,2005 Regular Meeting Minutes. "I MOVE THAT WE ACCEPT THE MINUTES TO BE APPROVED." MOTION BY COMMITTEE MEMBER ALLEN. SECONDED BY VICE CHAIRMAN MARION. DISCUSSION. WITH CONSENSUS OF THE COMMITTEE, THE MOTION WAS APPROVED. MOTION CARRIED. CONSENT 401. Office Of The City Clerk Approval Of The December 8, 2005 Regular Meeting Minutes. "I MAKE A MOTION THAT WE ACCEPT THE MINUTES." MOTION BY VICE CHAIRMAN MARION. SECONDED BY COMMITTEE MEMBER PATTEN. WITH CONSENSUS OF THE COMMITTEE, THE MOTION WAS APPROVED. MOTION CARRIED. INFORMATIONAL AGENDA INFORMATIONAL 500. None 600. REPORTS Committee Member Allen stated, "On Winter Springs Boulevard, across the Street from where I live, the truck where they dropped off the sod - they left a lot of tracks and it needs to be repaired." Mr. Richart stated, "Okay, we will take care of it that before he is paid."
