REGULAR MEETING
JANUARY 13,2005
CALL TO ORDER
Chairman Terry Patten called the Regular Meeting of the Oak F orest Wall and
Beautification District Advisory Committee to order at 7:00 p.m., Thursday, January 13,
2005 in the Commission Chambers of the Municipal Building (City Hall, 1126 East State
Road 434, Winter Springs, Florida 32708).
Roll Call:
Chairman Terry Patten, present
Vice Chairperson Louise Allen, present
Committee Member Brian Oliver, present
Committee Member Dick Taylor, present
Committee Member John H. Rickards, present
Committee Member Brian Oliver led the Pledge of Allegiance.

200. Office Of The City Clerk
Approval Of The November 11,2004 Regular Meeting Minutes.
Chairman Patten stated, "I will entertain a Motion to accept the Minutes of the November
11, [2004] if anyone wishes to make that proposal."
"I SO MOVE." MOTION BY COMMITTEE MEMBER TAYLOR. SECONDED
BY COMMITTEE MEMBER OLIVER. DISCUSSION. WITH CONSENSUS OF
THE COMMITTEE THE MOTION WAS APPROVED.

500. Public Works Department - Urban Beautification Division
Budget.
Mr. Steven Richart, Urban Beautification Coordinator, Public Works Department
presented this Agenda Item.
Discussion.
With further discussion on the Budget, Mr. Richart stated, "The '309' [Capital Fund]
currently is basically unchanged, slightly anyway." Mr. Richart added, "But, basically it
is unchanged except for one hundred forty two [dollars] thirty six [cents] ($142.36). I am
not exactly sure why that changed, but I will look into it."

501. Public Works Department - Urban Beautification Division
Maintenance Items And Progress Report.
Mr. Richart discussed this Agenda Item.
With discussion, Mr. Richart said, "At the November Meeting we talked about me
researching the possibility of putting planters on the gates on the walls. I spoke with Kip
[Lockcuff, Director, Public WorkslUtility Department] about it and some other people
and really the gates are not designed to carry that weight." Mr. Richart stated, "He [Mr.
Lockcuff] suggested that if you want to consider it, painting the gates a Hunter Green or
something that may match our fig vines more closely. I can bring in color samples."
Further Discussion.
Committee Member John Rickards stated, "I just quickly reviewed the report that you
gave us and I looked at the Budget in Eastwood Turf [Eastwood Tuff Turf of Central
Florida] - looks like it is our main landscaping, but I looked at the scores that we have
given them and I wondered what kind of action we are taking." Furthermore, Committee
Member Rickards stated, "When is that contract up with them?" Mr. Richart added,
"That's going to be, I believe it is later this year, I do not have the exact date on me, but I
can certainly let you know."

Mr. Richart said, "If we go out to bid on this, which we will have to, it will jump up in
price." Mr. Richart continued, "If you want to do it sooner, we have a thirty (30) day
clause, we can surely go out at any time and do that, so let me know." Chairman Patten
said, "At this point, does anyone see a necessity to even discuss it further as far as going
out to bid?" Vice Chairperson Louise Allen said, "I don't." Committee Member Dick
Taylor said, "I don't either." Committee Member Rickards said, "No, I don't believe so
either, but once again, I think it's something that we need to keep our eye on." There
were no other comments made by the Committee Members.
Mr. Richart stated, "And another option too is if someone wants to volunteer and meet
with the company [and] with me - we can go over some of the things we expect to be
improved on the job. That would be great too."
Committee Member Rickards said, "I started to work on a presentation for the Committee
here, specifically with the Oak Forest Wall, to make a comparison between what type of
standards we want to see for that 'Wall'." Committee Member Rickards added, "So,
maybe, Steve [Mr. Richart] you and I can work together and maybe make a
recommendation to the Committee about what we think is best for us." Mr. Richart said,
"That would be good. As a matter of fact, if you have some time to set up a Meeting, we
can set a schedule and meet with Eastwood [Eastwood Tuff Turf of Central Florida] to
walk the job and tell them where we are."
Discussion.

502. Public Works Department - Urban Beautification Division
Update On The Oak Forest Landscaping And Irrigation Expansion Project.
Mr. Richart discussed this Agenda Item.
With discussion on the Project, Mr. Richart added, "In February, we will be receiving the
bids and making a decision. I would like to bring them into you - and we can go over
them. I would like that to be an 'Item' for next month."
Chairman Patten stated, "For the benefit of Mr. John Rickards [Committee Member
Rickards], when it comes to communicating outside of these Chambers, we - need to
make sure that everything goes through Mr. Richart as far as any communications via e-
mail, things of this nature in order to meet the Sunshine Law."

Discussion Of Planter Vines On The Wall- Maintenance Access Gates.
This was discussed in Agenda Item "501".

Discussion Of The Lorie Taylor Memorial Garden.
Mr. Richart presented this Agenda Item.
Mr. Richart said that he was in favor of Dick [Committee Member Taylor] going to get
sponsorship for the memorial plaque. Mr. Richart added, "In any case, we will have to
go to the Commission - whether it be volunteer or the sponsorship program. We will
decide what we want to do; put our plan together, and put that into a Commission Packet
and just bring it as a 'Regular' Agenda Item."
Discussion.
Chairman Patten stated, "From the standpoint of the repercussions and the procedure that
would be involved when we were talking about having a volunteer type of work force _
one of the things that came to my mind is the liability on the part of the Oak Forest
Community, if someone gets hurt; injured, what exactly is the procedure and the process
to be sure that we are covered and also from the standpoint of doing a quality job."
Chairman Patten asked, "Could you check - just to verify that for us?" Mr. Richart said,
"Yes, I will verify that with Kip [Lockcuff], my Director."
Committee Member Taylor said, "I will get the prices for you as quickly as I can - on the
bronze plaque - is it your idea to do it on a piece of stone or rock?" Mr. Richart said,
"You were going to get the business sponsors and it would depend on how much you can
secure as far as funds for that."

Homeowner's Communication.
Mr. Richart spoke regarding the hanging of the wreaths. Mr. Richart stated, "We need to
do a little bit different thing on that next year with the Oak Forest Homeowners
Association [HOA]." Mr. Richart further added, "Maybe we can be involved with them
doing that next year. We are still having problems with the kids messing with the outlets
and the lights." Discussion.

Chairman Patten spoke regarding this Agenda Item. Chairman Patten said, "I open the
floor to Nominations for the position of Chairperson."

CHAIRPERSON ALLEN. SECONDED BY COMMITTEE MEMBER OLIVER.
DISCUSSION.

MEMBER]." MOTION BY CHAIRMAN PATTEN. COMMITTEE MEMBER
OLIVER DECLINED THE NOMINATION.
CHAIRMAN PATTEN STATED, "I WILL ENTERTAIN A MOTION TO ELECT
[CHAIRMAN] TERRY PATTEN BY PROCLAMATION OF THE BOARD."
"I WILL MAKE THAT MOTION." MOTION BY COMMITTEE MEMBER
TAYLOR. SECONDED BY VICE CHAIRPERSON ALLEN. DISCUSSION.
WITH CONSENSUS OF THE COMMITTEE THE MOTION WAS APPROVED.
MOTION CARRIED.
CHAIRMAN PATTEN STATED THAT HE WOULD ACCEPT NOMINATIONS
FOR THE VICE CHAIR.
"I NOMINATE [VICE CHAIRPERSON] LOUISE ALLEN." MOTION BY
COMMITTEE MEMBER TAYLOR. VICE CHAIRPERSON ALLEN DECLINED
THE NOMINATION.
"I NOMINATE [COMMITTEE MEMBER] JOHN RICKARDS." MOTION BY
COMMITTEE MEMBER TAYLOR. SECONDED BY VICE CHAIRPERSON
ALLEN. DISCUSSION.
CHAIRMAN PATTEN SAID TO COMMITTEE MEMBER RICKARDS, "DO
YOU ACCEPT THAT NOMINATION?" COMMITTEE MEMBER RICKARDS
REPLIED, "YES, I DO." CHAIRMAN PATTEN SAID, "DO WE HA VE ANY
OTHER NOMINATIONS FOR VICE CHAIR? HEARING NONE, WE WILL
CLOSE NOMINATIONS. AND ONCE AGAIN I WILL ACCEPT A MOTION TO
INSTALL BY PROCLAMATION OF THE COMMITTEE."

· Proposal on type of landscaping to be maintained by the City on the outside of the
"Wall".
