REGULAR MEETING
MAY 13,2004
I. CALL TO ORDER
Chairman Terry Patten called the Regular Meeting of the Oak Forest Wall and
Beautification District Advisory Committee to order at 7:05 p,m., Thursday, May 13,
2004 in the Commission Chambers of the Municipal Building (City Hall, 1126 East State
Road 434, Winter Springs, Florida 32708).
Roll Call:
Chairman Terry Patten, present
Vice Chairperson Louise Allen, absent
Committee Member Brian Oliver, present
Committee Member Ted Zeiher, present
The Pledge of Allegiance was led by Chairman Terry Patten.
II. PUBLIC INPUT
No one spoke.
III. CONSENT AGENDA
CONSENT
A. Approval Of The April 8, 2004 Regular Meeting Minutes.
"I MAKE A MOTION [TO] APPROVE THE MINUTES." MOTION BY
COMMITTEE MEMBER OLIVER. SECONDED BY COMMITTEE MEMBER
ZEIHER. DISCUSSION. WITH THE CONSENSUS OF THE COMMITTEE
THE MOTION WAS APPROVED.
MOTION CARRIED.

IV. REGULAR AGENDA
REGULAR
A. Budget.
Mr. Steven Richart, Urban Beautification Coordinator, Public Works Department
discussed the Budget Report.
Chairman Patten stated, "I wanted to express my appreciation to Committee Member -
Committee Member Zeiher for his extra work in working with the gentlemen with the
lighting." With further discussion on the lighting issue, Chairman Patten stated, "I hope
that everyone has had an opportunity to check it out there - at the Trotwood entrance, on
the left hand side as you are entering into Oak Forest - as we were corresponding in the
email, that there is no charge for that..." Mr. Richart interjected, ".. . Absolutley.. ."
Chairman Patten continued, "The lighting expert is going - to work with us..." Mr.
Richart added, ".. .Right." Chairman Patten then said in regards to that lighting issue and
what had been agreed to by both parties that "That is something that I recommend to be in
writing, so that it is not just a handshake." Chairman Patten added, "I do appreciate you
[Mr. Richart] bringing it to my attention in an email form." Mr. Richart stated, "Thank
you."

B. Maintenance Items And Progress Report.
Mr. Richart discussed this Agenda Item.

C. Update On The Wall Expansion Project.
Mr. Richart stated that at the last Meeting, Committee Member Louise Allen asked two
(2) questions regarding the wall expansion. The first question, "Would the City
participate in the purchase of the [Todd] Newby property and that answer is 'No'." Mr.
Richart spoke to Ronald W. McLemore, City Manager and he said, "That would be the
sole financial responsibility of the District."
Lastly, Mr. Richart said, "The second question was she [Committee Member Allen] - that
Ron [McLemore] had talked about condemning the property to acquire it and that is
possible. You can do it by Quit Claim Deed or a Formal Hearing Process. Apparently,
that is going to be pretty costly to do. We can do it. My recommendation right now is let
us work with [Todd] Newby and see if we can get it to happen that way." Mr. Richart
added, "Another few weeks and - we will need to try to contact him again and I have a
copy of correspondence - that I wrote to him [Todd Newby]."

Committee Member Oliver asked, "I think there is one easement left - telephone
easement." Committee Member Oliver added, "Is the City going to try to see if they can
get them [Bell South] to vacate that?" Mr. Richart stated, "Yes, we are working on that
issue." Mr. Richart added, "I will bring you an update on that next Meeting."

D. Update On The Oak Forest Landscaping And Irrigation Expansion Project.
Mr. Richart presented this Agenda Item.
Discussion.

E. Update On Lighting At The Oak Forest Entrances.
Mr. Richart presented this Agenda Item.
Discussion ensued regarding email.
Chairman Patten asked, "Would - the Painter be willing to do it in two (2) phases to paint
the background [and] give us an opportunity to see - how the lettering - shows up after
the background is painted and then if it is still not quite the way we want it then do the
lettering?" Mr. Richart stated, "I am sure he could. The way he quoted the price was to
either do the background or do both so -.: there may be a little extra charge to come back
out." Mr. Richart added, "I can ask that question."
Further discussion ensued.
Mr. Richart spoke regarding top of the line paint, "I can bring you the documentation."
Chairman Patten stated, "What I am going to recommend as the Chairperson is that
because Louise [Committee Member Allen] is not here and because she has been so
instrumental, I am going to suggest we not make any type of an actual decision tonight
until Louise [Committee Member Allen] is here, if the other Committee Members are in
favor of that." Chairman Patten added, "In the meantime, if you [Mr. Richart] could let
me know because I know I would personally - like to see some of these other
communities you mentioned in Longwood that have the hunter green and the gold so that
I could see what - actually - look like." Mr. Richart said, "What I could do even better yet
if you like, we can go there or - actually - I have photos of them already that I could put
into a presentation." Chairman Patten stated, "Personally, I would like to visit."

Committee Member Zeiher asked, "If you could get a paint sample of the hunter green."
Mr. Richart stated, "I could do that." Mr. Richart added, "I could also get the warranty
statement." Committee Member Zeiher said, "Get the black and hunter green where you
could at least put them side by side." Mr. Richmi stated, "Okay."
Chairman Patten stated, "Just to make sure we do that - [for] clarification, what we are
going to do for the lighting is wait until after we have decided - and had the signs painted
and then we will be able to revisit the lighting to see how the lighting affects the new
paint. Correct?" Committee Member Zeiher said, "Yes." Chairman Patten said, "Okay,
I just want it on record here so that we [Committee Members] can make sure everyone
understands. "

F. Homeowner's Communication.
Committee Member Zeiher remarked about an email he received on April 12, 2004 from
Mr. Roger Bird who is an Oak Forest resident.
Discussion.
Chairman Patten asked, "When we get correspondences like this, would it be more
appropriate to defer those to respond to the individual and defer those to you - [Mr.
Richart] to answer?" Mr. Richart stated, "Absolutely. If you have anything come over
the website. I think that is a great tool and you [Committee Member] can send it to me
and then I would send my answer and everything to everybody on the Chair [Committee]
here." Committee Member Zeiher said, "All right, I will just forward this one on to you
then."

V. FUTURE AGENDA ITEMS
Mr. Richart suggested "Painting and Lighting at the Oak Forest Entrances" for the next
Agenda.
Chairman Patten commented on filling the Oak Forest Wall and Beautification District
Advisory Committee vacancy.

SECONDED BY COMMITTEE MEMBER OLIVER. DISCUSSION. WITH THE
CONSENSUS OF THE COMMITTEE THE MOTION WAS APPROVED.
MOTION CARRIED.
Chairman Patten adjourned the Meeting at approximately 7:52 p.m.
