REQUEST: The City Manager is requesting the City Commission hold a Public Hearing
relative to the approval of Resolution No. 892, setting the Final Millage Rate at 3.5495 Mils
or an alternative rate the Commission deems appropriate, and adoption of same, and
relative to the adoption of the second reading of Ordinance No. 738 establishing the Final
Budget for Fiscal Year 1999-2000.
PURPOSE: The purpose of this agenda item is to have the Commission approve Resolution
No. 892 establishing the Final Millage Rate at 3.5495 mils or an alternative rate the Commission
deems appropriate.
CONSIDERATIONS:
The actions requested in this agenda item are necessary to comply with the Truth in
Millage Act and to approve desired changes to the budget subsequent to the Budget Workshops.
The Commission can reduce the millage further at the final budget hearing scheduled for
September 27, 1999.
On August 9, 1999 the Commission established the proposed millage rate at 3.5495 mils.

RECOMMENDATION:
1. The Commission hold a Public Hearing relative to adoption of the Final
Millage and Annual Budget for Fiscal Year 2000, and
a) Adopt Resolution No. 892 setting the Final Millage at 3.5495 mils, or at an
alternative rate the Commission deems appropriate.
IMPLEMENTATION SCHEDULE:
Upon approval of the final budget hearing scheduled for September 27, 1999 the
Budget for Fiscal Year 1999-2000 would be implemented and become effective on
October 1, 1999.

COMMISSION ACTION:
RESOLUTION NO. 892
A RESOLUTION OF THE CITY OF WINTER SPRINGS,
FLORIDA, SETTING THE FINAL AD V ALOREM TAX MILLAGE
RATE AT 3.5495 MILS FOR THE CITY OF WINTER SPRINGS,
FLORIDA, FOR THE FISCAL YEAR 1999-2000, SEVERABILITY,
CONFLICTS AND EFFECTIVE DATE.
WHEREAS, the City Commission of Winter Springs, Florida, pursuant to
the general laws of the State of Florida, must set the Final Ad Valorem Tax Millage for
the City of Winter Springs, Florida, and
WHEREAS, the City Commission deems it to be necessary and in the best
interest of the citizens of Winter Springs, Florida, to set the Final Ad Valorem Millage
rate at 3.5495 mils and thus continue the services now offered by the City as well as
provide funds for the continued growth of the City and to fund the budget for Fiscal Year
1999-2000, and
WHEREAS, the City Commission is required by law to state the percent,
if any, by which the millage rate to be levied exceeds the rolled back rate, and
characterize such as the percentage increase in property taxes adopted by the
Commission.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY
COMMISSION OF THE CITY OF WINTER SPRINGS, FLORIDA:
SECTION I: That pursuant to the General Laws of the State of Florida, the
Final Ad Valorem Tax millage rate is set at 3.5495 mills for the Fiscal Year October 1,
1999 and ending September 30, 2000 and said certified millage rate shall be forwarded to
the County Property Appraiser.
SECTION II: That the Final Ad Valorem millage rate of3.5495 mils is set
so that the City of Winter Springs, Florida, will be able to continue existing services and
provide for future growth and the City Commission deems it to be in the best interest of
the citizens of Winter Springs, Florida, and said 3.5495 mils be established as the Ad
Valorem Tax Millage rate to enable the City to completely fund the City's budget for the
Fiscal Year beginning October 1, 1999 and ending September 30, 2000.
SECTION III: That the Final Millage rate of3.5495 mils exceeds the
rolled back rate of 3.4296 mils by (.1199) mils and is in fact a 3.50% change in property
taxes.
SECTION IV: This Resolution shall remain in force until supplemented,
amended, repealed or otherwise altered.
SECTION V: All resolutions or parts of resolutions in conflict with this
resolution are hereby repealed.
SECTION VI: This resolution shall take immediate effect upon its passage
and approval.
PASSED AND ADOPTED this 13th Dayof SepteI'lbp.r 1999.

REQUEST: The City Manager requests the City Commission set the Proposed Millage Rate,
announce the Rolled Back Rate and set the Date, Time and Place ofthe Public
Hearing for the Tentative Budget. (September 13th, 1999 at 6:30 PM at City
Hall)
PURPOSE: The purpose ofthis Board item is to set the Proposed Millage Rate and announce
the Rolled Back Rate and set the Date, Time and Place the Public Hearing of the
Tentative Budget.
CONSIDERATIONS:
This action is required to be in compliance with the TRIM (Truth in Millage) regulations
pursuant to Section 200.065(1), Florida Statutes.
A. Set the Proposed Millage Rate at the current rate of3.5495, or
B. Announce the Rolled-Back Rate of 3.4296 Mils and
E. Set the Date, Time and Place of the Public Hearing for the Tentative Budget
hearing (September 13, 1999,6:30 PM, At City Hall)
