OAK FOREST WALL AND BEAUTIFICATION
DISTRICT ADVISORY COMMITTEE
REGULAR MEETING
MARCH 13,2003
I. CALL TO ORDER
Chairman Terry Patten called the Regular Meeting to order at 7:00 p.m., Thursday,
March 13,2003 in the East Conference Room of the Municipal Building (City Hall, 1126
East State Road 434, Winter Springs, Florida 32708).

II. CONSENT
CONSENT
A. Approval Of The February 13, 2003 Regular Meeting Minutes.
"I MOVE THAT WE APPROVE THE MINUTES AS PRESENTED." MOTION
BY COMMITTEE MEMBER TAYLOR. SECONDED BY COMMITTEE
MEMBER TACKABERRY. DISCUSSION. WITH CONSENSUS OF THE
COMMITTEE, THE MOTION WAS APPROVED.
MOTION CARRIED.
III. REGULAR
REGULAR
A. Budget.
Mr. Alan Hill, Superintendent, Public Works Department distributed and reviewed the
Budget with the Members of the Committee.
Discussion followed regarding Revenue Funds; the mowing perimeters; Capital Funds;
the fees for the bank accounts; and continue to reviewed the Budget.

Mr. Hill explained that the present Budget does not have enough funds in Repair and
Maintenance of Grounds to cover the cost for the Landscape Maintenance Coordinator.
Chairperson Patten asked Mr. Hill whether "That is something you can research for and
find out maybe by next Meeting and let us know how that happened." Mr. Hill
responded, "I will get with the Clerk and I will have her forward the information to you
because - we need to continue - working on the Budget."
B. Maintenance Issues.
Mr. Hill reviewed the "Property Conditional Report" from Ms. Karina V eaudry, former
Landscape/Hardscape Maintenance Coordinator. Also Mr. Hill informed the Committee
Members that we have an "Interim Contractor who is cleaning it up and getting it all
right, and then we will make a decision within the next sixty (60) days to whether or not
to give it to the new contractor or go to the third bidder." Mr. Hill then introduced Ms.
Kangee Graham as the Interim Landscape Maintenance Coordinator. The Committee was
then informed by Mr. Hill that he is currently "Cleaning up the entrances at no cost to the
District", but once the areas are "Back up to where it was before", the District will
resume the expenses.
Discussion.

Committee Member Michael Tackaberry informed Ms. Graham that the sprinkler heads
at the Trotwood Entrance needed some adjustments.

D. Winter Springs Boulevard's Medians.
Mr. Hill went on to discuss the trees on the Winter Springs Boulevard Medians and the
need to have them "Thinned out" and the cost should be paid with Capital Funds.
"I MOVE TO USE MONIES FROM CAPITAL FUNDS TO THIN OUT THE
TREES ON THE WINTER SPRINGS BOULEVARD MEDIANS WHEN THEY
REDO THE MEDIANS." MOTION BY COMMITTEE MEMBER KREBS.

SECONDED. WITH CONSENSUS OF THE COMMITTEE, THE MOTION WAS
APPROVED. MOTION CARRIED.
Mr. Hill then updated the Committee on the status of the medians.

E. Wall Extension.
Committee Member Tackaberry explained, "That we are down to one (1) person out of
the eleven (11) that needs to make some payment - and to provide an original survey and
then that all can go to the mortgage companies for approval."

F. Homeowner's Communication
Committee Member Paul Krebs reported that Mr. Brian Oliver approached him and.
requested that a gate be included in the wall extension whereupon Mr. Oliver agreed to
bear the expense of the gate.
Brief discussion.
Chairperson Patten suggested that Mr. Oliver "Make some kind of a formal proposal and
then we can address it at that time."

V. REPORTS
Vice Chairperson Louise Allen, spoke her concern with loose bolts in the gate by Winter
Springs Boulevard. Mr. Hill responded, "I'll have them tacked so they can't loosen
them."

VI. ADJOURNMENT
"I MOVE THAT WE ADJOURN." MOTION BY VICE CHAIRPERSON ALLEN.
SECONDED BY COMMITTEE MEMBER KREBS. DISCUSSION. WITH
CONSENSUS THE COMMITTEE, THE MOTION WAS APPROVED.
MOTION CARRIED.
Chairman Patten adjourned the Meeting at 8: 13 pm.
