REGULAR MEETING
APRIL 11, 2002
I. CALL TO ORDER
Vice Chairman Paul Krebs called the Regular Meeting to order at 7:02 p.m., Thursday,
April 11,2002 in the East Conference Room of the Municipal Building (City Hall, 1126
East State Road 434, Winter Springs, Florida 32708).

Committee Member Louise Allen, present

Committee Member Lorie Taylor, present
Vice Chairman Krebs asked the guest, Mr. Brent Gregory, to introduce himself to the
Committee.
II. CONSENT

A. Approval Of The March 14,2002 Regular Meeting Minutes.
MOTION BY COMMITTEE MEMBER TAYLOR. "I WILL MAKE THE
MOTION TO APPROVE THE MINUTES AS PRESENTED." SECONDED BY
COMMITTEE MEMBER ALLEN. DISCUSSION. WITH CONSENSUS OF THE
COMMITTEE, THE MOTION WAS APPROVED.
MOTION CARRIED.

III. REGULAR AGENDA
REGULAR
A. Update From Staff.
Mr. Alan Hill, Superintendent, Public Works Department reported the cost of the wall
and footer; and the process for the wall to be extended. Brief discussion.
Further topics of discussion included matching the brick; and whether all of the
Homeowners should approve the extension of the wall.
Mr. Brent Gregory, 799 Night Owl Lane, Winter Springs, Florida: as President of the
Homeowner's Association, suggested that an insert could be place in the newsletter to
notify Homeowners of the wall extension issue.
Discussion ensued regarding "Signing off' of the wall; and reviewed the process and cost
of the resident's previous vote on the signage wording.
Mr. Hill spoke of an outstanding bill and the present available funds. Discussion.
The Members of the Committee asked Mr. Hill to research whether the lots along Cheoy
Lee Circle were platted and recorded, and agreed that until the lots become a part of the
Oak Forest Subdivision that a decision to extend the wall should not be made.
Mr. Hill reiterated that he would confirm whether the land has been platted and recorded
and if the same engineering drawing could be used for possible future footers.

B. Winter Springs Boulevard's Medians.
Mr. Hill reported that he is waiting for Chairman Thomas Helgeson to submit the final
landscaping plans, "So we can move forward with getting the irrigation designed, I can
contact him."
C. Budget.
Mr. Hill explained that forty-two feet (42') of the planter had been added to the cost of
the wall, which had not been included in the original figures.

B. Winter Springs Boulevard's Medians.
Members of the Committee and Mr. Hill discussed who paid for the planter
reconstruction; annual plantings; tree replacement; and Mr. Hill said that the City was
continuing to monitor the health of a tree at the Winter Springs Boulevard entrance.

This Item was not discussed as no communication had been received.

V. REPORTS
Vice Chairman Krebs reported that he attended the last Homeowner's Association
Meeting and was questioned about the "Warranty period on the wall and when does it
start and when does it end." Mr. Hill explained that the warranty is actually called a
Maintenance Bond that is now in effect but he would verify the length of the bond.

Other questions Vice Chairman Krebs had been asked were "Who is watering the trees
and how often"; and of the total assessment, what was the percentage that was spent on
landscaping. Mr. Hill reported that he would find out the percentage and "That the City
of Winter Springs is watering the trees - that we transplanted. We did it for three (3)
weeks and - we really need to do it once a week." Mr. Hill further explained that Arrizo
and Sons was responsible for watering all trees that are not irrigated, but the Maintenance
Bond assures that dead trees will be replaced. Brief discussion.
Mr. Gregory asked if it was possible to lower the wattage of the lights at the planters.
Mr. Hill replied that he "Could look to see what is called for." Additionally, Mr. Hill
believed that the plans did not specify wattage and it was left up to the electrical
contractor. Discussion followed regarding the adjustment of the planter lights.

Mr. Hill confirmed, "We have cost of plantings; the landscape assessment; wattage of
lights; the wall - the bond length and landscape bond?" Also, Mr. Hill informed the
Committee that the bond on the plantings was for two (2) years from the time of final
acceptance of the wall and he would find out "Where we stand with final acceptance."
Members of the Committee commented on absences of Committee Members. The
Deputy City Clerk agreed that she would bring this situation to the attention of the City
Clerk. At the request of the Committee the Deputy City Clerk then explained the process
for an appointment by the City Commission.
VI. ADJOURNMENT
With consensus of the Committee, Vice Chairman Krebs adjourned the Meeting at 7:55
p.m.
