DISTRICT ADVISORY COMMITTEE
REGULAR MEETING
FEBRUARY 14,2002
I. CALL TO ORDER
Chairman Thomas Helgeson called the Regular Meeting to order at 7:03 p.m., Thursday,
February 14, 2002 in the East Conference Room of the Municipal Building (City Hall,
1126 East State Road 434, Winter Springs, Florida 32708).

II. CONSENT
CONSENT
A. Approval Of The January 10, 2002 Regular Meeting Minutes.
Chairman Helgeson asked for a Motion to approve the Minutes.
MOTION BY VICE CHAIRMAN KREBS. "I MAKE A MOTION THAT WE
APPROVE THE JANUARY 10, REGULAR MEETING MINUTES." SECONDED
BY COMMITTEE MEMBER TAYLOR. DiSCUSSION. WITH CONSENSUS OF
THE COMMITTEE, THE MOTION WAS APPROVED.
MOTION CARRIED.

III. REGULAR AGENDA

B. Winter Springs' Medians.
Chairman Helgeson reported that he has been working with the Beautification of Winter
Springs Board and their Representative; that he has been unable to obtained electronical
drawings from Seminole County's Project Manager; and requested that the City have the
Arborist inspect the first Oak tree in the median at Winter Springs Boulevard.

C. Budget.
Mr. Alan Hill, Superintendent, Public Works Department said, "Nothing has changed
from the last thing that we did."

A. Update From Staff.
Mr. Hi]) reported that the City has been moving some shmbbery and trees along the wall
to relieve the overcrowding; and said that Seminole County "Hasn't released the
contractor from the job yet. There are things still yet unresolved." Discussion followed
regarding the light timers working improperly and Mr. Hill stated, "I'll just have to punch
list that and tell them to come fix it."
Chairman Helgeson asked Mr. Hill whether it was possible that he could get a copy of the
wall constmction plans and Mr. Hill agreed.

D. Homeowner's Communication.
No Board Members had received any communications.

E. Article For The "Insider."
The Board discussed with Mr. Hill that seasonal plantings would be replaced twice a
year; if was agreed by the Board to "Wait and see" whether there should be additional
seasonal plantings; and that the plantings would be replaced in the spring and fall.
Chairman Helgeson suggested that a Member of the Board should "Act as point of
contact between this Board and the Association on a routine basis." Vice Chairman Paul
Krebs volunteered to be the Committee's Representative.
The Board's article was given to the City Clerk's Office on a disc and requested that
several corrections be made prior to being submitted to the City Manager for publication
in the City's newsletter. Discussion.
Chairman Helgeson asked ifthere was a Motion to accept the article as corrected.
MOTION BY BOARD MEMBER TAYLOR. "I'LL MAKE THAT MOTION."
SECONDED. DISCUSSION. WITH CONSENSUS OF THE COMMITTEE, THE
MOTION WAS APPROVED.

Vice Chairman Krebs thanked Board Member Louis Allen for writing the article.

V. REPORTS
Ms. Debbie Gillespie, Deputy City Clerk distributed the Year 2002 Membership List and
updated the Board Members on additional information that could be found on the City's
website.
Mr. Hill and the Board discussed the City removing unhealthy and dead plantings in the
first two medians on Winter Springs Boulevard; and it was agreed that the palms would
not be removed at this time. Chairman Helgeson volunteered to draw a irrigation plan for
a completely new system at the Winter Springs Boulevard entrance and inquired about
the location of a control box for the irrigation.

Chairman Helgeson adjourned the Meeting at 7:49 p.m.
