SPECIAL MEETING
JULY 26, 2001
I. CALL TO ORDER
Chairman Thomas Helgeson called the Special Meeting to order at 7:05 p.m., Thursday,
June 14, 2001 in the East Conference Room of the Municipal Building (City Hall, 1126
East State Road 434, Winter Springs, Florida 32708).

Chairman Helgeson introduced a visitor; and spoke of the letter he received from the
Office of the City Clerk.
II. CONSENT
None.
III. REGULAR AGENDA

A. Medallion.
Mr. Alan Hill, Superintendent, Public Works Department spoke of a meeting with
Bergeron Construction; reported that the lettering has been "Squared away"; displayed
colored drawings submitted by The Sign King; and explained various techniques of
constructing the Medallion. Discussion
MOTION BY COMMITTEE MEMBER ALLEN. "I'D LIKE TO MOVE THAT
WE GO WITH THE BLACK." CHAIRPERSON HELGESON SAID, "THE
BLACK PAINT BEHIND?" COMMITTEE MEMBER ALLEN REPLIED, " -

The Board discussed the lettering style and color.
MOTION BY VICE CHAIRMAN MURRO. "I'LL MAKE THE MOTION THAT
WE ACCEPT THE 'SINTRA' LETTERING WITH THE BRUSHED
ALUMINUM CHEMFACED METAL, I GUESS IT'S GOLD WITH THE BRUSH
GOING HORIZONTALLY." SECONDED BY COMMITTEE MEMBER
ALLEN. DISCUSSION.

MOTION CARRIED.
Mr. Hill confirmed that the Committee had agreed to the lettering being "Garamond
Bold", italicized, at fifteen (15) degrees.
MOTION BY VICE CHAIRPERSON MURRO. "I'D LIKE TO MAKE THE
MOTION THAT WE GO WITH THE MEDALLION IN THE 'SINTRA' TYPE
PLASTIC BACK WITH A CHEMFACE SECOND LAYER THAT IS IN THE
SAME MATERIAL, THE ANODIZED ALUMINUM, BRUSHED ALUMINUM,
HORIZONTALLY BRUSHING ON THE FACE OF THE TREE OR THE
MEDALLION." SECONDED. DISCUSSION.
AMENDMENT BY VICE CHAIRPERSON MURRO. "I'LL ADD THAT THE
WORKING PIECE OF ART THAT WE HAVE HAD FROM THE BEGINNING,
THOSE AREAS THAT ARE SHOWN WHITE SHALL BE THE AREAS THAT
ARE GOLD." SECONDED. DISCUSSION.

Discussion ensued regarding changing the background color from black to green.

MOTION BY VICE CHAIRPERSON MURRO. "I MOVE THAT THE COLOR
FOR THE BACKGROUND ON THE STUCCO BE GREEN, SHERMAN
WILLIAMS' 'OCATILLO # SW2378.'" SECONDED. DISCUSSION.
Chairman Helgeson spoke of the "Good job" Mr. Hill did expressing and representing
views on behalf of the District.
REGULAR
B. Maintenance Specifications.
Mr. Hill reported that the irrigation would be master metered at a flat rate; that St.
Augustine grasses will be used in limited areas and in the non-irrigated areas there will
be bahia; and that he is presently working on the maintenance specifications.
The Committee agreed that the Chairman would speak to Mr. Kipton D. Lockcuff, P.E.,
Director, Public WorkslUtility Department regarding the contingency fund.
Discussion followed concerning the District's maintenance area.

C. Budget.
Mr. Hill reviewed the District's maintenance, fund revenues and expenditures and stated
the assessment is not finalized.
Mr. Hill informed the Committee that a wooden distribution pole placed directly in front
of the wall at Trotwood Boulevard needs to be removed at a cost to the District.
Discussion ensued.
MOTION BY VICE CHAIRMAN MURRO. "I'LL MAKE A MOTION THAT WE
SPEND THE $450.00 TO GET THE POLE MOVED." SECONDED.

Vice Chairman Murro asked about the progress of the Trotwood Boulevard in relation to
the school year beginning and reported that the entrance will be receiving a left turn lane.
He also thanked everyone for their assistance since tonight was his last meeting.
Chairman Helgeson volunteered to appear before the Commission if it is needed and
thanked Vice Chairman Murro for his past work.
