OAK FOREST WALL AND BEAUTIFICATION
DISTRICT ADVISORY COMMITTEE
REGULAR MEETING
MARCH 8, 2001
I. CALL TO ORDER
Chairman Thomas Helgeson called the Regular Meeting to order at 7:05 p.m., Thursday,
March 8, 2001 in the East Conference Room of the Municipal Building (City Hall, 1126
East State Road 434, Winter Springs, Florida 32708).

Superintendent, Mr. Alan Hill, Public Works Department arrived at 7:07 p.m.
Approval of the February 8, 2001 Regular Meeting Minutes
"I MAKE A MOTION THAT 'WE ACCEPT THE MINUTES." MOTION BY
VICE CHAIRMAN MURRO. SECONDED BY COMMITTEE MEMBER
TAYLOR. DISCUSSION. THE COMMITTEE AGREED TO THE MOTION BY
CONSENSUS.
Chairman Helgeson handed out a drawing to all in attendance.
II. REGULAR AGENDA
A. Discussion With Alan Hill
Discussion ensued regarding the landscaping contract.
Mr. Alan Hill, Superintendent, Public Works Department arrived at 7:07p.m.
The ownership and maintenance of the medians on Winter Springs Boulevard was
discussed. Mr. Hill was asked if the City would be able "To provide a map - of some
kind that shows what areas are going to be - who's responsibility?" Mr. Hill explained
that the right-of-ways belonged to the City, and that "another entity - has taken care of
those entrances; and the islands - are owned by the City." Discussion followed on the

ownership of the entrances at Winter Springs Boulevard and Trotwood Boulevard, and
that Oak Forest did not have a mandatory Homeowners Association.
Regarding ownership of various Oak Forest properties, Mr. Hill stated that "It's going to
take some research, somebody is actually going to have to go down to the County
Courthouse and look at all the deeds, is what it is all going to come down to." Discussion
also dealt with having a Title Search done, and whether this could be done by the City
Attorney? Mr. Hill explained that the Homeowner's Association should procure a
professional to take care of this, if this is what they wanted to do.
Budget procedures were next discussed in respect to landscaping maintenance
agreements; along with deeded properties; and possibly identifying the areas which the
District may prefer to maintain, prior to checking ownership.
Mr. Hill was asked for his report, and responded "I have no - new information to report
to you at this time, as I have not heard from anybody."
B. Other Business
Mr. Murro and Mr. Hill discussed the proposed left turn traffic signal at Trotwood
Boulevard.
The Committee then considered the appointment of a Committee Member who was
familiar with drawings, construction, and engineering practices to be appointed to
represent the Oak Forest Wall and Beautification District Advisory Committee at
Negotiation Meetings.
"I'LL MAKE THE MOTION THAT YOU (CHAIRMAN THOMAS HELGESON)
BE OUR REPRESENTATIVE." MOTION BY VICE CHAIRMAN MURRO.
SECONDED BY COMMITTEE MEMBER NEAL. DISCUSSION. THE
COMMITTEE AGREED TO THE MOTION BY CONSENSUS.
Further discussion ensued on field decisions. The Committee also discussed the
possibility of holding Special Meetings and the related requirements.

Members of the Committee mentioned the progress of the Wall. Committee Member
Taylor mentioned that a problem area of the wall between Trotwood Boulevard and State
Road 434. Also discussed was the "Traffic Cabinet" and whether it was going to be
moved. Mr. Hill stated, "I can check into that for you."

III. FUTURE AGENDA ITEMS

Chairman Helgeson then stated, "I would also like to get an opinion from him if possible
that just says, in terms of doing something like taking on areas, which were formerly or
currently done by the Homeowner's Association, does that require Commission Action,
does that require a vote by the District, that kind of thing. If you could find out which
way we need to go with that."
IV. ADJOURNMENT
"I'LL MAKE A MOTION THAT WE ADJOURN." MOTION BY VICE
CHAIRMAN MURRO. SECONDED BY COMMITTEE MEMBER TAYLOR.
THE COMMITTEE AGREED TO THE MOTION BY CONSENSUS.
Chairman Helgeson adjourned the meeting at 7:56 p.m.
