DISTRICTING COMMISSION
REGULAR MEETING
MARCH 1,2001
I. CALL TO ORDER
Mr. Don LeBlanc, Land Development Coordinator called the Regular Meeting to order at
6:33 p.m., Thursday, March 1, 2001 in the Commission Chambers of the Municipal
Building (City Hall, 1126 East State Road 434, Winter Springs, Florida 32708). The
Pledge of Allegiance followed.

II. REGULAR
Mr. LeBlanc informed the Board that a Chairnlan and Vice Chairnlan needed to be elected.
MOTION BY BOARD MEMBER ROZELLE. "I MOVE TO
NOMINATE LEE FERGUSON." SECONDED. DISCUSSION. THE
BOARD AGREED TO THE MOTION BY CONSENSUS.
MOTION BY BOARD MEMBER GILTZ. "I MOVE TO NOMINATE
JAMES MATHEWS." SECONDED. DISCUSSION. THE BOARD
AGREED TO THE MOTION BY CONSENSUS.

A. Community Development DelPartment Land Development Division Presents
To The Districting Commission A Recommendation For The New
Commission District Boundaries As Required By The City Charter,
Further, The Districting Commission Must Forward A Recommendation
To The City Commission For Their Action.
Mr. LeBlanc introduced himself and Mr. Charles Carrington, Director, Community
Development Department. Mr. LeBlanc explained to those in attendance the function of
the Districting Commission; that the City Charter required the Districting Commission to
make a recommendation to the City Commision within one hundred twenty (120) days; the
method he used to deternline the City's population; that he has not received any figures
from the Census Bureau; and the same method has been used in the last nine (9) years.
The Commission discussed condominiums being "combined in multi-family dwellings";
that Districting must be revisited every three (3) years; that District five (5) has had the
greatest growth in the last three (3) years; if Commissioners are elected at large, then why
are there Districts; that the Charter is presently being reviewed; tax rolls; the application of
"the ninety-four percent (94%) formula to each category"; meetings in past years; and the
actual changes in each District from the 1998 map.
Discussion ensued regarding/contiguous borders; whether there are other options to
determine the figures; the 2000 Census figures being available in three (3) months; possible
dates the Agenda Item could be presented to the City Commission; and that the
Commission has the "opportunity to go out and walk the lines".
MOTION BY BOARD MEMBER MATHEWS. "I MOVE IN THE INTEREST OF
DUE DILIGENCE THAT WE TAKE SUFFICIENT TIME TO GO OUT AND
INSPECT THE AREAS UNDER THE COGNIZANCE OF THE DISTRICTING
COMMISSION WITH RESPECT TO THEIR APPROPRIATENESS AND REPORT
BACK AND RESOLVE THE MATTER THEN." SECONDED BY BOARD
MEMBER POE. DISCUSSION. THE BOARD AGREED TO THE MOTION BY
CONSENSUS.
Mr. LeBlanc reminded the Commission of the Sunshine Laws; and that he would give each
member a map.
Commissioner Edward Martinez arrived at 7:13 p.m.
The Commission discussed that each Member could walk any or all Districts; various
boundary lines; and that growth will continue in District Five (5) and Two (2) in the
upcommg years.
Commissioner Edward Martinez departed at 7:24 p.m.

The Commission discussed future annexations; and agreed to a meeting being held on
Thursday, March 15,2001 at 6:30 p.m.
MOTION BY COMMISSION MEMBER POE. "I MOVE THAT WE ADJOURN."
SECONDED. THE BOARD AGREED TO THE MOTION BY CONSENSUS.
Chairman Ferguson adjourned the meeting at 7:27 p.m.
