Dear Mr. Rozelle,
First, I want to apologize for the delay Wednesday. Second, as you know, I have been the
Deputy City Clerk for only a short time. My instructions on copy charges are 15 cents each page,
period. I have not yet learned all the" if' or "ands" of all the procedures. I did not feel right
charging you for the Districting Commission Minutes, but I did what I thought was correct.
Although the procedure is not 100% clear to me yet, I was instructed to use my own judgement.
The attached is a refund in the amount of$1.50 for the 10 copies ofDistricting Commission
Minutes. Once again, I apologize for this obstacle.

Approval of March 23. 1995 Minutes:
Chairman Lein requests any additions or changes. No additions or changes were announced.
Minutes stand approved as stated.
Deliberation on District Lines
Kathleen Roy presented her plan as follows: Keep neighborhoods together as much as possible,
and even out the count and also think about the future growth. Put all of Oak Forest together.
District 2-she took 1,037 out of Oak Forest, added 485 from Bear Creek Estates, Carrington
Woods and side streets.(Grizzly, Wild Cat, Cougar and Woodchuck) Continuing the high tension
wire as the boundary. Took 63 from Arbor Glen to get it all together. Which gave her 5194.
District 3-took out Carrington Woods, Bear Creek and side streets and subtracted Arbor Glen
which gave her 5208. District 5-she added Oak Forest. Added to District 2 all around 434 as you
come to city hall, and down Tuscawilla Road as you go towards stop and go light by the
convenience store, and she drove around area by Lake Jessup and counted houses. (Didn't go by
plat book.) Also Seminole Pines. Ms. Roy corrected herself: Added Oak Forest, Subtracted Hwy
434, Lake Jessup, Subtracted Seminole Pines and the 182 in Section 8 which gave her 5125.
Distrist I-subtracted that 182 and got 5217. District 4 stays the same. Everything was within .2
of a percent. Ms. Roy commented that District 5 and 3 will grow a lot, so Bear Creek and area
may come back over to District 3.
Ms. Roy also explained she counted heads. Started with their figures, subtracted houses,
multiplied by the formula-the resulted are numbers that aren't exact census count. She added and
subtracted from their numbers. She called off numbers: 13 dwellings, 8, 7, 6, 60 which were
multiplied by the 3.03 times the .94 so it won't come to same census figures that he's estimating;
which is really a mien between a census estimate and a traffic estimate.

Chairman Lein stated the numbers they were given were new permits which add to the previous
figure.
Ms. Roy stated that's why the house count is totally different when using the formula. Subtracting
and adding dwellings. She stated she used the formula and started with the figures given. The
mobile home park figures read different from what the formula reads. The real counts can be
higher or lower. She had called the parks-Seminole Pines reads 203, but the actual count was
191. Hacienda Village reads 882, but actual count was 800. This was confusing to her because
one count is done by population and when you start adding and subtracting according to the
formula, you're really mixing apples and oranges.
Chairman Lein asked Ms. Roy what she would do next time. She answered that she would go
with just all dwellings to stay consistent. Everybody by head count, not by census. Suggested a
program in the water department that would formulate the numbers and add people not on city ,

done easily. Wildwood is another example of not being correct. asmg s on patio
homes and cluster homes. He divided 779 by the 3.03, then took 94% of that and if you work
backwards it comes to 242 dwelling units, but there' tlwelling units in there. They are single
family and clusters. Even at 3.03 times the count, it woul still come out to more than 779. My
subdivision is low on the population count. There would be rrors in each district which would
even themselves out.

Chairman Lein asked Ms. Roy about the diagonal line. She answered, that was to encompass
Seminole Pines. The line comes around 434 and Seminole Pines is the line which is close to
Winding Hollow. Section 8 was put back into District 1. From District 2 moved Oak Forest to
District 5 so it will all be together, moved into District 2-Carrington Woods, Bear Creek Estates,
and side streets.(not Davenport Glen) District 3 moved what she put into District 2 and Arbor
Glen.
She said the boundary runs around Arbor Glen.
Chairman Lein explained, they need to use main streets, creeks, power lines, things to be easily
identified.
Mr. Rozelle stated the previous District 2 went through the middle of Arbor Glen. It was
explained the reason for that was the power line, and that was the guidelines.

homes from Arbor Glen and 87 homes from Unit 6, Tuscawilla from District 3 to District 5. Mr.

They went over Ms. Roy's map again. County land within the districts was discussed.
Mr. Haines made a motion to accept Ms. Roys map assuming the numbers were correct which the
staffwill check; Mr. Rozelle seconds.
Chairman Lein stated there will not be time to have corrections made.
More discussion on county land within the city limits. Mr. Haines looked at map in the
commission chambers, and stated Orange Avenue is county land. There are a few areas that are
county. This finding would change calculations. The district commission agrees they are not
comfortable with the county land numbers.
Mr. Rozelle asked if they could approve Ms. Roy's map subject to Mr. LeBlanc verifying the
numbers, and use Mr. Haines map as a back up.
The map needs to be presented to the commission either May 8, 1995 or May 22, 1995. Mr. Lein
will be out of town on the 22nd of May. Decision was made to have another meeting so members
could make their corrections. Mr. Haines rescinded the motion.
Mr. Rozelle asked Chairman Lein if their commission has to have the public hearing. Mr. Lein
answered yes. Discussion on why there has to be a public hearing, and who must hold the public
hearing.
Mr. Drumheller pointed out, they started with information provided by the City of Winter Springs
staff. They have to do the best job they can with the information given.

Chairman Lein stated they had given a figure to start with, then Mr. LeBlanc gave them a number,
which were new permits to add to the starting figure. A total figure of26,054.. Mr. LeBlanc
worked out the figures from the building permits, using the 94% occupancy rate. Then he came
up with numbers added to each district. Those are solid numbers, nothing to divide or multiply.

Ms. Roy mentioned that a lot of people may not have been included in the census because they're
back in the woods.(145 count, 29 in Lake Jessup area, 13 on Tuscawilla Rd., 9 on 434 before
Seminole Pines) No changes in District 4. Moved Oak Forest all to District 5. Removed from
District 5, the area starting at Tuscawilla Road on down to the lake (High School, City Hall,
Seminole Pines) and placed it in District 2.
Chairman Lein questioned the district line. He would like to see a main street such as 434 being
used as the line.
Three more maps were posted. (Mr. Rozelle, Mr. Lein, and Mr. Haines)

Recalculated his figures, needed to verify count. Also mentioned he had different count for
Tuscawilla area off Winter Springs Blvd, moved it out of District 3 into District 2. Kept District
4 the same. Added the 205 into District 1, moved a section of District 5 into District 1 to even
them up. His count slightly different from hers. Counted subdivision in section 4 (pointed part
that goes to 434/419 and back, off Sherry Drive-triangle) Actual count-220 and plat book count-
212.
Mr Rozelle asked, Mr. LeBlanc clarifies changes by the books, not physically counting houses?
Chairman Lein answered Yes.
Mr. Haines explained his tenth of 1 % error was corrected by moving into District 2 the 11 homes
from District 3 in Arbor Glen. Now all of Arbor Glen is in District 2. Line runs south of Arbor
Glen.
Mr Rozelle stated his plan as follows: Kept District 4 the same. Kept Oak Forest together.
District 1 changed to 5360 or 20.5%. District 2 at 20.2%. Conclusion. Discussion.
Chairman Lein read from Section 4.02, C(I) from the Ordinance: Each district shall be formed of
compact contiguous territory, and its boundary lines shall follow the center lines of streets in so
far as practical or possible, or other boundaries available.
Mr Rozelle mentioned the second principal of equal and effective representation. Discussion.
Chairman Lein announced again the need for identifiable boundaries. Discussion on the district
line running behind Seminole Pines on Ms. Roys map.
Mr. Drumheller asked about Ms. Roys district line for Arbor Glen. It was stated the whole
subdivision would be encompassed to the south.

Chairman Lein stated April 12, 1995 was the date he selected to hold the April 10, 1995 meeting.
The April 10, 1995 meeting was postponed due to the agenda not being posted in the proper time
frame. The meeting was moved to the Commission Chambers because the conference room was
occupied by the B.O.W.S. Board.
Mr. Rozelle arrived 7:05 p.m. and then excused himself momentarily.
The minutes of April 6, 1995 and April 12, 1995 will be available for approval at the next
meeting.

Chairman Lein revealed an awareness to a violation of the Sunshine Law. He asked for statements
from the board.

Ms. Roy stated she had received numbers from Gene, Vernon, and Ken; just sharing numbers of
where they counted so she wouldn't have to double count. Mr. Lein asked Ms. Roy if that was
during or after meetings. She answered, after the meetings.

Chairman Lein withdrew his map.
Ms. Roy explained the changes on her map from last meeting. Boot area has been added to
District 4. Section 8 has been moved, comes up Holiday Lane meets county line and includes
Tuscawilla Trails in District 3. Arbor Glen remains split in half Carrington Woods and
Davenport Glen are now together.
Chairman Lein asked Ms. Roy how many boundaries are affected with the moves she made.
Ms. Roy answered, Move #1-Boundary comes down Winter Springs Blvd. instead of up by Bear
Creek Estates. Move #2-Tuscawilla Trail which is now in District 5. Move #3-Part by Seminole
Pines. Move #4-Areas by Section 1 in Section 8. Move #5-the boot area. Move #6-0ak Forest.
Arbor Glen stays where it is. District 4-20.08%, District 1-20.39%, District 5-20.38%, District 2-
19.51%, District 3-19.62%. Totalof26,054.
Mr. Haines explained his map as follows: District 5-North side ofPearI Road remains in District
5. Arbor Glen moves into District 2. Unit 8 stays in District 5. District 1-19.9%, District 2-
19.84%, District 3-20.4%, District 4-stays the same, District 5-stays the same. Total boundary
moves are 4.
Mr. Rozelle asked about the approval of the April 6, 1995 meeting. Chairman Lein told him the
minutes would be available for approval at the next meeting. Mr. Rozelle wanted the April 6,
1995 minutes to include the conversation which gave authorization to consult by phone on the
count. Mr. Rozelle said he asked the chair for any objections, last Thursday night, if he called
another member about his count. Asked if he could make an observation at the end of tonight's
meeting.
Mr. Haines said he did not recall that, but it would be in the minutes if so.
Ms. Roy said she recalled it. Stated that Gene said you two work together and see if you can
come up with correct numbers.
Mr. Drumheller said he also didn't recall that, but that he may have just missed it.
Ms. Roy added that it may have been after the recorder was turned off
Mr. Rozelle recalled Gene saying: you two work on the actual count numbers. That we could call
and discuss counts.
Ms. Roy asked for the record, the number of homes for Carrington Woods, Bear Creek Estates,
Davenport Glen. Mr. Haines answered, 168 homes.

Ms. Roy disputed his number. She came up with 199 homes.
Mr. Haines stated this figure was counted in the plat books by Mr. LeBlanc who notified him of
the 1/10% error. This was corrected.
Mr. Rozelle asked Mr. Haines, sitting on this committee, should he have not moved the section
where he lives into another district.
Mr. Haines explained, either his map or Ms. Roys map would move him to District 5.
Mr. Rozelle suggested it may be wise to split Trotwood up the middle like Chairman Leins map
rather than having Mr. Haines plan being accepted with him moving out of District 2 into District
5.
Mr. Haines rationalized that all seven members are residents; and either did or did not move
themselves.
Chairman Lein asked Mr. Haines if there were numbers questionable in Davenport, Carrington
area. Mr. Haines and Ms. Roys map differ by 31 homes for this area.

Chairman Lein suggested Mr. Haines withdraw his map and replace it with Mr. Lein's.
Mr.Haines withdrew his map, and suggested Mr. Lein's map be shown.
Mr. Rozelle's total for District 2 on Chairman Lein's map calculated to 5475.
Chairman Lein explained his plan: Change # I-From District 3 to District 2, Arbor Glen of22
units, Tuscawilla, unit 6 of 87 units for a total of 109 units or 310 people. Change #2-From
District 5 to District 1, North Orlando 8 of 72 units or 205 people. Change #3-From District 3 to
District 2, Bear Creek Estates of64 units or 182 people. Change #4-From District 2 to District 5,
Oak Forest, unit 6 of 57 units and Oak Forest, unit 8 of24 units for a total of81 units or 230
people.
Mr. Rozelle suggested leaving the 182 people from Bear Creek Estates in District 3.
Mr. Haines went over his notes, Davenport Glen had not been figured in. Moved Davenport
Glen from District 3 to District 2 which corrected the error. New figures: District 1- 19.9% or
5172 people, District 2- 20.4% or 5324 people, District 3- 20.3% or 5290 people, District 4-
19.9% or 5184 people and district 5- 19.5% or 5084 people. The total of26,054.

Chairman Lein withdrew his map. All members received a piece of paper in which to write down
who's map they chose, either Haines or Roy. The recording secretary collected the papers and read:
Roy, Haines, Haines, Haines, Roy, Haines, and Haines.
Chairman Lein announced Mr. Haines' map will be presented to the commission. Informed Mr.
Haines he needed his figures and drawing to be turned into the secretary tonight for preparation of
the public hearing scheduled for Thursday, May 4, 1995 at 7:00 p.m. in the Commission
Chambers. The May 4, 1995 meeting will be opened as a regular district commission meeting in
order to approve/disapprove tonight's and April 6, 1995 minutes.
Mr. Rozelle said he requested a statement he made in the beginning of the March 23, 1995
meeting, regarding other miens of counting the population which would reflect the federal and
state figures for the city population count(the figures the federal and state use to reimbursement
the city which may not be there three years from now), be put in the minutes. However, he didn't
see anything on his copy. Mr. Rozelle said the count they had was accurate, as accurate as any
other count out there. He looked at two or three ways, all were within five hundred of each
other. Suggested using something other than a traffic zone count such as a count that would
reflect the monies the city receives for population. Also, there were a couple of comments made
about the need for districting which were not in the March 23, 1995 minutes.
Mr. Rozelle asked Mr. Lein "Is the chairman going to enter into the record of this meeting that
members of this commission telephoned each other to discuss counts without any request for
permission to do so?"
Chairman Lein responded "I'm not aware of that". Mr. Lein also made a statement as of the chair,
"These minutes of this meeting with those statements that are made as far as possible future
adjustments or whatever is to be made, with districting committee on how the figures are to be
arrived at, that prepares through the state, the city manager to staff to review. If they feel
changes are necessary they'll make the possible changes for the next time the districting
committee meets".
Mr. Ferguson asked if they will get a copy offinal map. Mr. Lein let everyone know they will
each have a finalized map prior to the public hearing.
Mr. Rozelle asked how the minutes will be discussed at the public hearing.
Chairman Lein explained, He will open the meeting as a public meeting, then adjourn the public
meeting to open a regular meeting for approval/disapproval of the minutes. Close the regular
meeting, and re-adjourn the public hearing.

Once again, Mr. Rozelle stated he wanted the April 6, 1995 minutes to reflect the permission
given to discuss counts. Chairman Lein stated he has the right to correct or adjust the minutes
during the meeting.
Chairman Lein will suggest through these minutes to the staff to come out with the worded
description of boundaries and the information should be ready for the public hearing. He also
believes it published in the newspaper for the public.
Mr. Drumheller added, As far as the Sunshine Laws concerned, if there were discussions outside
of this meeting by members, and if those discussions had no bearing on the final outcome of this
decision, I don't see why they need to be included in any minutes. If it did have bearing, it could
result in having to do this all over again. I understand the concerns of other members, my
concern is for the bottom line. I feel we have come to a good decision, we battled it out,
discussed it, drew and redrew, renumbered, and I think it ~bearing on final outcome.
Mr. Rozelle stated, There was no attempt to discuss numbers outside of the need to make a
decision, and our decision point was supposed to be Monday which was a very limited time to
count plat books.

The April 10, 1995 meeting was postponed due to the agenda not being posted in the proper time
frame. The meeting was moved to the Commission Chambers because the conference room was
occupied by the B.O.W.S. Board.

Chairman Lein revealed an awareness to a violation of the Sunshine Law. He asked for statements -
from the board.

Ms. Roy stated she had received numbers from Gene, Vernon, and Ken; just sharing numbers of
where they counted so she wouldn't have to double count. Mr. Lein asked Ms. Roy if that was
during or after meetings. She answered, after the meetings.

Chairman Lein withdrew his map.
Ms. Roy explained the changes on her map from last meeting. Boot area has been added to
District 4. Section 8 has been moved, comes up Holiday Lane meets county line and includes
Tuscawilla Trails in District 3. Arbor Glen remains split in half. Carrington Woods and
Davenport Glen are now together.
Chairman Lein asked Ms. Roy how many boundaries are affected with the moves she made.
Ms. Roy answered, Move # I-Boundary comes down Winter Springs Blvd. instead of up by Bear
Creek Estates. Move #2-Tuscawilla Trail which is now in District 5. Move #3-Part by Seminole
Pines. Move #4-Areas by Section 1 in Section 8. Move #5-the boot area. Move #6-0ak Forest.
Arbor Glen stays where it is. District 4-20.08%, District 1-20.39%, District 5-20.38%, District 2-
19.51%, District 3-19.62%. Totalof26,054.
Mr. Haines explained his map as follows: District 5-North side of Pearl Road remains in District
5. Arbor Glen moves into District 2. Unit 8 stays in District 5. District 1-19.9%, District 2-
19.84%, District 3-20.4%, District 4-stays the same, District 5-stays the same. Total boundary
moves are 4.
Mr. Rozelle asked about the approval of the April 6, 1995 meeting. Chairman Lein told him the
minutes would be available for approval at the next meeting. Mr. Rozelle wanted the April 6,
1995 minutes to include the conversation which gave authorization to consult by phone on the
count. Mr. Rozelle said he asked the chair for any objections, last Thursday night, if he called
another member about his count. Asked if he could make an observation at the end of tonight's
meeting.
Mr. Haines said he did not recall that, but it would be in the minutes if so.
Ms. Roy said she recalled it. Stated that Gene said you two work together and see if you can
come up with correct numbers.
Mr. Drumheller said he also didn't recall that, but that he may have just missed it.
Ms. Roy added that it may have been after the recorder was turned off.
Mr. Rozelle recalled Gene saying: you two work on the actual count numbers. That we could call
and discuss counts.
Ms. Roy asked for the record, the number of homes for Carrington Woods, Bear Creek Estates,
Davenport Glen. Mr. Haines answered, 168 homes.

Ms. Roy disputed his number. She came up with 199 homes.
Mr. Haines stated this figure was counted in the plat books by Mr. LeBlanc who notified him of
the 1/10% error. This was corrected.
Mr. Rozelle asked Mr. Haines, sitting on this committee, should he have not moved the section
where he lives into another district.
Mr. Haines explained, either his map or Ms. Roys map would move him to District 5.
Mr. Rozelle suggested it may be wise to split Trotwood up the middle like Chairman Leins map
rather than having Mr. Haines plan being accepted with him moving out of District 2 into District
5.
Mr. Haines rationalized that all seven members are residents; and either did or did not move
themselves.
Chairman Lein asked Mr. Haines if there were numbers questionable in Davenport, Carrington
area. Mr. Haines and Ms. Roys map differ by 31 homes for this area.
Chairman Lein suggested Mr. Haines withdraw his map and replace it with Mr. Lein's.
Mr. Haines withdrew his map, and suggested Mr. Lein's map be shown.
Mr. Rozelle's total for District 2 on Chairman Lein's map calculated to 5475.
Chairman Lein explained his plan: Change # I-From District 3 to District 2, Arbor Glen of 22
units, Tuscawilla, unit 6 of 87 units for a total of 109 units or 310 people. Change #2-From
District 5 to District 1, North Orlando 8 of72 units or 205 people. Change #3-From District 3 to
District 2, Bear Creek Estates of 64 units or 182 people. Change #4-From District 2 to District 5,
Oak Forest, unit 6 of 57 units and Oak Forest, unit 8 of24 units for a total of81 units or 230
people.
Mr. Rozelle suggested leaving the 182 people from Bear Creek Estates in District 3.
Mr. Haines went over his notes, Davenport Glen had not been figured in. Moved Davenport
Glen from District 3 to District 2 which corrected the error. New figures: District 1- 19.9% or
5172 people, District 2- 20.4% or 5324 people, District 3- 20.3% or 5290 people, District 4-
19.9% or 5184 people and district 5- 19.5% or 5084 people. The total of26,054.

Chairman Lein withdrew his map. All members received a piece of paper in which to write down
who's map they chose, either Haines or Roy. The recording secretary collected the papers and read:
Roy, Haines, Haines, Haines, Roy, Haines, and Haines.
Chairman Lein announced Mr. Haines' map will be presented to the commission. Informed Mr.
Haines he needed his figures and drawing to be turned into the secretary tonight for preparation of
the public hearing scheduled for Thursday, May 4, 1995 at 7:00 p.m. in the Commission
Chambers. The May 4, 1995 meeting will be opened as a regular district commission meeting in
order to approve/disapprove tonight's and April 6, 1995 minutes.
Mr. Rozelle said he requested a statement he made in the beginning of the March 23, 1995
meeting, regarding other miens of counting the population which would reflect the federal and
state figures for the city population count(the figures the federal and state use to reimbursement
the city which may not be there three years from now), be put in the minutes. However, he didn't
see anything on his copy. Mr. Rozelle said the count they had was accurate, as accurate as any
other count out there. He looked at two or three ways, all were within five hundred of each
other. Suggested using something other than a traffic zone count such as a count that would
reflect the monies the city receives for population. Also, there were a couple of comments made
about the need for districting which were not in the March 23, 1995 minutes.
Mr. Rozelle asked Mr. Lein "Is the chairman going to enter into the record of this meeting that
members of this commission telephoned each other to discuss counts without any request for
permission to do so?"
Chairman Lein responded "I'm not aware of that". Mr. Lein also made a statement as of the chair,
''These minutes of this meeting with those statements that are made as far as possible future
adjustments or whatever is to be made, with districting committee on how the figures are to be
arrived at, that prepares through the state, the city manager to staff to review. If they feel
changes are necessary they'll make the possible changes for the next time the districting
committee meets".
Mr. Ferguson asked if they will get a copy offinal map. Mr. Lein let everyone know they will
each have a finalized map prior to the public hearing.
Mr. Rozelle asked how the minutes will be discussed at the public hearing.
Chairman Lein explained, He will open the meeting as a public meeting, then adjourn the public
meeting to open a regular meeting for approvaVdisapproval of the minutes. Close the regular
meeting, and re-adjourn the public hearing.

Once again, Mr. Rozelle stated, he wanted the April 6, 1995 minutes to reflect the permission
given to discuss counts. Chairman Lein stated he has the right to correct or adjust the minutes
during the meeting.
Chairman Lein will suggest through these minutes to the staff to come out with the worded
description of boundaries and the information should be ready for the public hearing. He also
believes it published in the newspaper for the public.

REGARDING DISTRICTING COMMISSION'S MAY 4, 1995 PUBLIC HEARING
Comments to the April 6. 1995 meeting changes:
Page 2-I"ofhis proposal" was not said at the April 6, 1995 meeting. 2Definition of "interject": to
throw in between or among other things. 3"The traffic zone" was not said at the April 6, 1995
meeting.
Page 3-4 "of the post office" was not said at the April 6, 1995 meeting.
Page 4-sDefinition of "Question": a subject or aspect of dispute or open for discussion;
problem/matter, and an act or instance of asking; inquiry. Rozelle asked Lein 2 or 3 times about
this "Misprint" on the March 23, 1995 minutes. 6Rozelle did ask if that affected the count and
percentages, and then also asked if the percentages still stayed the same. Lein answered "Yes, ...
the drawing was correct. Lein corrects his statement in the paragraph of the minutes, and
answers the question without having to be asked. (the map is correct)
Page 5-7Failure to erase the "also had 2" before distribution. The answer to the 2nd question that
Rozelle asked made the questions insignificant. Question l-Lein answered Yes. Question 2-Roy
answered-she didn't feel the stress of trying to get it all done while everyone is here waiting is a
proper way for you (her) to do the thinking and the number adding... sTheir moves were stated in
the 2nd, 3rd, and 4th sentences after the first paragraph of the April 6, 1995 minutes. 91 heard no
comments on the tape pertaining to "Ms. Roy proposed comparing notes on numbers..." at the
location stated. There was a comment made before the first paragraph on page 5 which states:
Roy asked, Would you also maybe work with what we have started with and try and you verity
what I've been trying to achieve. Rozelle said he could live with that. Rozelle said, ..? acceptable
to the chairman. No distinguishable responses. This was 63 count on my recorder. lO(paragraph
two, last sentence) Rozelle stated that the "Ms. Roy proposed comparing notes..." was "at the
beginning of the second side". The correct location is the second tape or third side.
