MINUTES
DISTRICTING COMMISSION - PUBLIC HEARING
MAY 4, 1995 MEETING
Chairman Lein called the "Public Hearing" meeting to order at 7:00 p.m.

Lein adjourned the "Public Hearing" meeting, and called to order a meeting for the approval of the
minutes. Lein asked for any additions or corrections to the April 6, 1995 minutes. Rozelle said he
had a few additions. Lein asked Rozelle to state the location of the additions in the minutes. Rozelle
stated he had a copy for the clerk's records so he would read from that copy.
Rozelle wanted "of his proposal" added because he wanted it stated in the record that the copies
pertained to the "Districting Commission" (page 2, first sentence). I Rozelle suggested that the
minutes read "commented" or "suggested" instead of "interjected"(Page 2, paragraph 6). Stated he
didn't interrupt anyone.2 Rozelle wanted to specifY (same paragraph) that "They are" meant "The
Traffic Zone".3 Also in the same paragraph, Rozelle said he stated "284 dwellings" at the meeting,
but would like to correct himself It should have read "292 dwellings".
Rozelle wanted to add "of the Post Office" to the end of the first sentence (page 3, paragraph 4).4
Rozelle wanted the minutes to state that Lein asked for comments on his map proposal and
Drumheller commented that it seems to divide Oak Forest in half prior to the first paragraph on
page 4. Rozelle wanted the first sentence (page 4, paragraph 1) to be read as "asked" instead of
"questioned". Stated he did not question or cross examine Lein.5 Also at the end of that paragraph,
Rozelle wanted stated "Does that affect the count and percentages?".6 At the bottom of page 4,
Rozelle began to comment on the paragraph beginning with "Chairman Lein stated they had", but
decided that it wasn't that big of a deal that he would cross that out.
"ofhis proposal" was not said at the April 6, 1995 meeting. 2Definition of "interject": to throw in between or among other things. 3"Tbe traffic zone" was not said at the April
6, 1995 meeting 4 "of the pool office" was not said at the April 6, 1995 meeting. .. 5Definition of "Question": a subject or aspect of dispute or open for discussion; problem/malter,
andanactocinstance of asking; inquiry. Rozelle asked Lein 2 or 3 times about this "Misprint" on the March 23,1995 minutes. 6Rozelle did ask if that affected the count and
percentages, and then also asked if the percentages still stayed the same. Lein answered "Yes, ... the drawing was correct. Lein corrects his statement in the paragraph of the
minutes, and answers the question without having to be asked. (the map is correct)

Page 5, in the first paragraph regarding the list of comments on whether to finish tonight or not,
Rozelle wanted his two questions included in the minutes. 1) Do we have access to plat books now?
2) Do we have time to count the plat books right now? Tonight?? Just after the fourth sentence,
(page 5) Rozelle said he wanted the minutes to read "Haines had four changes, Lein had four
changes, and Roy had five changes". So the record would show everyone had a couple of changes. 8
Rozelle also wanted stated for the record that "Roy proposed comparing notes on numbers. Rozelle
asked ifit is okay with the chairperson?" He said there was no response at that point in the record.
Rozelle stated that the exact words were "Mrs. Roy proposed comparing notes on the numbers".
Rozelle also said there was a long extended discussion about if Roy's numbers were even close to
being correct. Rozelle stated that Roy said to him, "Can we compare notes on the numbers". Rozelle
responded "!fit's okay with the chairman or person" The recording secretary asked "Where was this
in the minutes?" Rozelle answered, "Right after where Ms. Roy's map had five moves", or possibly
right before.(Page 5) Rozelle stated that these comments where right at the beginning of the tape,
about 3 or 4 minutes into the tape (count 48 or so on his recorder, or somewhere along there) Maybe
80 or 90 on your tape counter.
The recording secretary asked if the question was answered. Rozelle said he could not tell from the
tape, he would have to enhance the background noise. There was several people talking at once.
There was a grunt of some sort, there may have been a yes, but he can't tell. He's not asking that the
tapes be enhanced, but asked for the comment to be included as part of the record. There mayor
may not have been a response. There was no verbal objection, but there may have not been any other
response either. Rozelle said there was another half hour of discussion, but it was all immaterial to
the rest of the discussion.9 Rozelle asked the recording secretary if she knew where on the tape to
look. She answered, Yes. He stated "right at the beginning of the second side".lO
Lein asked for any other additions or corrections. Lein stated that not hearing any, he would entertain
a motion. Bruce Coxe made a motion to accept the minutes as changed. Drumheller seconded.
VOTE: Drumheller, Yes; Coxe, Yes; Haines, No; Lein, Abstained; Rozelle, Yes; Ferguson, Yes.
Lein asked for additions or corrections to the April 12, 1995 minutes. Rozelle stated that on Page
1, fourth line he wanted the record to reflect that he was only gone 2 or 3 minutes. He said that it
was specific how long he delayed the meeting. He wanted it stated that he was gone 2,3, maybe 4,
or 5 minutes. II
7Failure to erase the 'also had 2' before distribution. The answer to the 2m! question that Rozelle asked made the questions insignificant. Question 1-Lein answered Yes.
Question 2-Roy answered-she didn't feel the stress of lJying to get it all done while everyone is here waiting is a proper way for you (her) to do the thinking and the number
adding... 8Their moves were stated in the 2m!. 3rl!. and 41h sentences after the first paragraph of the April 6. 1995 minutes. 91 heard no comments on the lape pertaining to 'Ms.
Roy proposed comparing notes on numbers...' at the location slated. There was a comment made before the first paragraph on page 5 which slates: Roy asked, Would you also
maybe work with what we have started with and lJy and you verify what I've been lJying to achieve. Rozelle said he could live with that. Rozelle said, ..? acceptable to the
chairman. No distinguishable responses. This was 63 count on my recorder. 10(paragraph two, last sentence) Rozelle slated that the 'Ms. Roy proposed comparing notes,..' was
'at the ~ofthe second side', The conect location is the second tape or third side. 1 \Rozelle wants 'in 2 or 3 minutes' added to paragraph four even though in paragraph
two the minutes state 'momentarily'

Rozelle asked that the seventh paragraph be read as "explained", "observed" or "asked" instead of
"inteIjected".12 Page 5, third paragraph, last sentence: Rozelle said that it should read "I think it had
no bearing on final outcome", not anv bearing.13
Lein asked for additional corrections to the minutes. No comments were heard so he asked for
someone to entertain a motion. Drumheller moved that the minutes be accepted. Haines seconded.
VOTE: Drumheller, Accept; Coxe, Accept; Haines, Aye; Lein, Abstained; Rozelle, Aye; Ferguson,
Yes.
Lein closed the regular meeting, and re-opened the Public Hearing. Since there was no public input,
Lein thanked the commission for working. Rozelle asked to make a statement for this meeting. Lein
adjourned the Public Hearing and re-opened the regular meeting again.
Rozelle stated that he had a written copy for the clerk of the following statement:
To the best of his understanding and knowledge, no sunshine law guidelines were provided by city
staffat any point to this member. He purchased copies of the February 27 special meeting on his own
this week. It is also his understanding that a comprehensive book of quidelines is available from the
state attorney, and he was informed of this by the city attorney's office this week. None of these
materials were made available at the beginning of the meeting to this member, or to the others as far
as he understands at the inception of these commission meetings for districting. To the best of his
knowledge all of his actions have been taken in full good faith and of his own accord based on his
analysis provided to him through the city staff. Rozelle stated for the record that it is his observation
that the districting commission would be able to discuss proposals more affectively if staff were
available at each meeting to count the plat books when questions arise about counts of
neighborhoods. That would greatly assist future districting commission meetings.
Lein adjourned the regular meeting again, and went back to the Public Hearing for closing.
Lein thanked the workers of the commission, and adjourned the meeting at 7:25 p.m.
