DISTRICTING COMMISSION
CITY OF WINTER SPRINGS
MARCH 23, 1995
The meeting was called to order by Chairman Gene Lein at 7:00 p.m.

Approval of March 2. 1995 Minutes:
Chairman Lein requests any additions or changes. There were no objections. Minutes stand
approved as stated.
Review of Population Figures:
Chairman Lein introduces Land Management Specialist Don LeBlanc who is present to answer
any questions.
Ms. Roy questions Mr. LeBlanc on the breakdown of the 92-95 figures. Mr. LeBlanc displays a
worksheet and explains his information derived from building permits, broken down by
subdivisions within the districts. The traffic zoning map was not used in order to give the
committee more accurate information, due to documents being unavailable to Mr. LeBlanc.
Ms. Roy mentions total restructuring of the districting lines. Mr. LeBlanc comments that it
would not be feasible in the time frame available. Discussion on the completion within 120 days
from appointment.
Mr. Drumheller reviews his numerical analysis of how the one percent(I%) range was reached.
Discussion on the developments and population increases within the next three years.
Mr. LeBlanc displays the new subdivisions on the map. District 1 (Arbors); Georgetowne is
located in District 2; Arbor Glen is divided between Districts 2 and 3; District 3 consists of Bear
Creek Estates, Braewick, Carrington Woods, Chelsea Woods, Country Club Villas, Chestnut
Ridge, and Glen Eagle; Cypress Club (Highlands)

Mr. Haines defines his proposal which reaches the one percent (1 %) range with the least impact.
District 4 remains the same; Moved 48 homes (north of Alton and south of Pearl to Shore Rd)
from District 5 to District 1; Moved 125 homes (unit 8, Oak Forest) from District 2 to District 5 ;
Moved 168 homes (Bear Creek, Carrington Woods, Davenport Glen) from District 3 to District
2; Percentages: District 1-19.85%, District 2-20.47%, District 3-20.26%, District 4-19.9%,
District 5-19.52%.
Discussion on creating lines based on the population count. Approximately 5210 each district.
Chairman Lein expresses the objective is to have the districts come within one percent of each
other. Chairman Lein also reads the percentages from the minutes in 1992. (District 1-20.15%,
District 2-19.60%, District 3-19.73%, District 4-20.27%, District 5-20.26%)
Chairman Lein explains his proposal as follows: Selected from District 3 to District 5-22 homes
(Arbor Glen) and 87 homes (Unit 6, Tuscawilla) for a total of 31 0 people. Chose from District 2
and moved to District 5 (Oak Forest, Unit 8 to the power line, south ofTrotwood Blvd along
Tuscawilla Rd) which consisted of 81 homes or 230 people. Section 8, North Orlando in District
5 which has 72 homes or 205 people was moved to District 1; Moved from District 3 to District
2- 64 homes(Bear Creek Estates) or 182 people. District 4 was left as is. The moves were made
where no new development will occur. Population Count: District 1-5240, District 2-5165,
District 3-5265, District 4-5184, District 5-5200/ Percentages: District 1-20.11%, District 2-
19.82%, District 3-20.21%, District 4-19.90%, District 5-19.96%.
Mr. Rozelle suggests as District 5 grows, splitting District 1 and District 5 north and south, and
keeping Tuscawilla the dividing line. Use the power easement as the line for District 2 and 3. The
committee tries to use power lines, creeks, and main streets for the districting lines keeping
neighborhoods somewhat together.
Ms. Roy suggests getting figures from the Utility Billing Department. Mr. LeBlanc mentions
not all subdivisions receives utility bills.
Discussion on scheduling meetings, and a decision was made to present the plan to the
Commission on Monday, May 22, 1995.
Compare and discuss Chairman Leins and Mr. Haines maps. It was suggested that every member
get copies of the two maps. The maps were left for Mr. LeBlanc to get printed.

Chairman Lein announces that the next meeting will be held on April 6, 1995 at 7:00 p.m., and
further meetings will be scheduled at that time.
The meeting adjourned at 8:35 p.m.
