DISTRICTING COMMISSION
CITY OF WINTER SPRINGS
MARCH 2, 1995
The meeting was called to order by City Manager John Govoruhk at 7:05 p.m.

Manager Govoruhk stated that under the City Code, Section 4.02, Districting Commission. The
first thing the Commission needs to do is elect a Chairman.
Motion was made by Mr. Haines to nominate Gene Lein as Chairman. Seconded by Ms. Roy.
Discussion. Vote: All aye. Motion passes.
Motion was made by Mr. Rozelle to nominate Kathleen Roy as Co-Chairman. Ms. Roy declined
the nomination.
Motion was made by Ms. Roy to nominate Ken Haines as Co-Chairman. Seconded by Mr.
Rozelle. Discussion. Vote: All aye. Motion passes.
Chairman Lein stated that he has been involved with the Districting Commission from it's
inception. The first time was difficult because we were working from scratch. The second time
we did it, which was a year later, it was fairly easy, we had an increase of population of about 700
people, it was just a matter of where they were in the districts that existed.
Chairman Lein said the basis of this whole thing is that we have to divide the City up equally as
far as population is concerned in voting districts. The total population is counted, not just
registered voters. There is a break down on homes that they use an average of approx. 2 1/2
people per household for a single family home; for apartments it is a different figure, for mobile
homes it is also a different figure.
Chairman Lein reviewed with the Commission how the population was broken down into the
different sections of the City. The process we have to use according to the ordinances is that we
have to equally divide the districts and remain within one percent (1 %) of the population between
the districts. Discussion.

We try not to cut a subdivision in half, we try to stay on power lines, main roads. Discussion.
Our job this year is to take the new count and add it onto the population that we had.
We have asked the Building Department to put together the new homes that have been built and
the areas of the City that they were built in. The Building Official should have that information
for our next meeting, that is the guide lines that we are going to use. Discussion. Most of the
work on this Commission is done on your time at home, we will set dates to have meetings and in
between the meetings we give ourselves enough time to take the figures that we have to "draw".
That is why we have two maps, one that shows the districts and the other blank.
Manager Govoruhk stated that he will check into what the figure is per household to give the
Commission an up to date figures.
Mr. Rozelle asked how much time do we have to do this. Chairman Lein said this have to be
finished by the end of April of this year. Manager Govoruhk said that it is 120 days from the time
of appointment.
Mr. Rozelle asked if the Commission could get copies of all the minutes from the last Districting
Commission. The clerk will send out copies of the minutes from the last Districting Commission
to the Commission members. The Commission also asked for a copy of the traffic zone map.
Chairman Lein said once we get where the new figures come from, we might want to have
Donald LeBlanc, the Land Management Specialist, to our meeting because he knows where all
the subdivisions are, which will be a great help.
There was discussion on the date for the next meeting. It was determined that the next meeting
will be held on March 23, 1995, at 7:00 p.m.
Manager Govoruhk mentioned to the Commission that they are under the Sunshine Law but if
they had any questions they could go through the City Clerk or the City Manager.
The meeting adjourned at 8:00 p.m.
