DISTRICTING COMMISSION MEETING
CITY OF WINTER SPRINGS
APRIL 1, 1992
The Districting Commission Meeting was called to order by Chairman Gene Lein at
7:00 p. m.
Roll Call:
Gene Lein, Chairman, present
Jim Mathews, Co-Chairman, present
William Jacobs, present
Carrie Weaver, present
Glenn Childs, present
Marsha Ritter, absent
Larry Pellerin, absent
The Commission reviewed the 1990 Population Estimate Report as of October 1, 1990
by District, and the following changes were made:
District 1 - Total Est. was changed to 4509 and the percent was changed to 19.92;
District 2 - the percent was changed to 19.90
District 3 - the percent was changed to 20.13
District 4 - the percent was changed to 20.26
District 5 - the percent was changed to 19.79
Grand Totals, Total Est. was changed to 22,633.
Changes to the population estimates as of October 1, 1991 by District were made as
follows:
District 1 - the percent was changed to 21.01
District 2 - the percent was changed to 19.60
District 3 - the percent was changed to 19.74
District 4 - the percent was changed to 20.27
District 5 - the percent was changed to 19.38
Grand Totals, Total Est. was changed to 23,400.
Chairman Lein said the Districts have increased as follows:
District 1 - 408
District 2 - 82
District 3 - 61
District 4 - 159
District 5 - 57
A total increase of 767.
Chairman Lein explained when the districts are divided up,
population between districts. The increase of 408 was the
Lein suggested removing 204 from District ~ (North Orlando
putting them into District 5 which would change the totals

Greg Kern was asked to draft out the criteria that he used to come up with the new
figures for the next meeting. The next meeting was called for April 15, 1992 at
7:00 p. m. At that meeting the figures will be reviewed again and the Commission
will set a public hearing.
Motion was made by Lein that the members of the 1992 Districting Committee of the
City of Winter Springs be compensated at a rate of $25.00 per meeting attended.
This compensation will be honored until the Committee is discharged and will be
retroactive back to the first meeting of this Committee, March 19, 1992, and that
this motion be submitted to the Commissioners of the City of Winter Springs for
action. Seconded by Childs. Discussion. Vote: all ayes; motion carried.
