REQUEST: The Parks and Recreation Department is providing information to the City
Commission regarding the 1999 Winter Springs Summer Day Camp
Program.
PURPOSE: The purpose of this agenda item is to inform the City Commission of the
results of the 1999 Summer Day Camp Program.
ISSUE ANALYSIS:
. On Monday, February 22, 1999 the City Commission approved a two-tiered summer
day camp program to be conducted by the Parks and Recreation Department at the
Sunshine Park Civic Center.
. The summer day camp started on Tuesday, June 1, 1999 and ended on Friday, July 23,
1999. Camp days and hours were Monday through Friday from 7:30am until 6:00pm.
· The summer day camp had revenues of $32,251.00. It had expenses of the following:

. Cost of the current inventory of games, arts and crafts and miscellaneous supplies that
can be re-used next summer $2,094.00.
. The summer day camp program was very well received. The program included fun
activities, a great staff and a high counselor/child ratio. It was a successful program.
. Parks and Recreation plans to conduct a summer day camp program during the
summer of 2000. We will more closely monitor income versus expenses on a weekly
basis to ensure that we complete the program within available revenues.

REQUEST:
The Parks and Recreation Department requests the Commission review
the following information relative to the 1999 Summer Day Camp
Program and provide staff with any direction it deems appropriate.
PURPOSE:
The purpose of this request is to present to the Commission the Parks
and Recreation Department recommendation for the 1999 Summer Day
Camp Program.
CONSIDERATION:
· The status of summer public day camp programs in the area for the
previous 1998 season is attached. (See attachment "A").
· 1998 Summer Programs at $50.00 to $60.00 per week were full; camps at
$80.00 to $95.00 per week were at less than one-fifth capacity that were
held at local Public Schools.
· For Summer Program field trips, one trained adult must be present for
each eight youth according to the HRS laws. For in-house supervision,
only one camp director plus one supervisor for each 25 youth is required.
o The communities that have their own recreation centers, swimming pools
and a Summer Day Camp Program for $60.00 per week or less fill their
programs immediately with residents, leaving non-residents to look else
where.
· Please note the school day camp supervisor tells us that in 1999, all
elementary schools in Winter Springs will offer this program regardless
of the number of registrations as a service to the community.
Staff is recommending a two tier program as follows:
· Tier # 1 - Summer Day Camp Program
Description: 8 week / 5 day program including all
afternoon and weekly field trips.
Location: Winter Springs Civic Center
Daysffime: Monday - Friday 7:30a-6:00p
Ages/Fees: 6 - 12
$75.00 per week! per resident
$85.00 per week! per Non-resident
· Tier # 2 - Summer Day Camp Program
Description: 8 week / 4 day program including all
afternoon field trips.

· Serving: Both Tier # 1 & # 2 combined could
serve 70 children total
· Estimated Budget: $42,000
This program provides residents the opportunity to select a program that they
can afford. (See attachment "B").
RECOMMENDATION:
It is recommended that the Commission approve the two-tiered Summer Day
Camp Program discussed above on a break-even basis.
FUNDING:
No funding is allocated in our current 1998-1999 budget. We have structured
the budget for the Summer Program on a break-even basis including all
activity fees and personnel, which total $42,000. However, if the
Commission subsidized the Summer Program for $20 per participant, per 8
weeks, times 70 youth that would cost the City $11,200.00 the program cost
per participant would be reduced. Tier # 1 participants would pay $55 per
week and Tier # 2 participants would pay $45 per week.

All fees must be paid in full for'the first week a child is going to attend Summer Day Camp.
50% deposits may be applied to reserve a space in additional weeks of camp to guarantee a space. If a
child does not attend camp on certain days fees are not pro-rated. Refunds are available prior to the
start of the program by written request and program receipt, less a 25% administrative fee. Once the
program begins there are no refunds. All Summer Day Camp staff attends each field trip. If your
child does not attend a field trip you must make other arrangements for them. Supervision will not be
available at Sunshine Park on field trip days. If your child is asked to leave Summer Day Camp due
to discipline problems, refunds are not available.

General Rules and Regulations
The following rules and regulations are those on the registration form. All parents have signed that they
understand and will follow the rules and regulations of our program. Please be familiar with what
parents expect from us in regards to these general rules and regulations.
1. Children must be signed out by their parent/legal guardian each day. No one is permitted to leave
the facility or pick up a child without written parental consent. The City does not allow visiting
family and friends to attend our summer camp for the day.
2. Each child is required to wear a shirt, shorts and athletic shoes each day. Towels, swim suits and
water bottles are needed each day. Children may wear a WHITE T-shirt over their swimsuits when
in the pool. SUNSCREEN SHOULD BE APPLIED AT HOME EACH MORNING - 80% OF OUR
DAY IS SPENT OUTDOORS.
3. Please label belongings.
4. Children must bring a non-perishable lunch and drink EACH day. We have two scheduled snack
times each day. Snacks are available with items ranging from $.50 to $1.00.
5. Children must remain with their groups at all times. Behavior that might cause an accident or hurt
others will not be tolerated. If your child is asked to leave camp due to disciplinary reasons, there
are no refunds.
6. Do not send sick children to camp. Parents will be required to pick up sick children. Staff is not
permitted to administer medicine of any kind. If your child requires medical attention beyond a
Band-Aid, City Paramedics will be notified.
7. The City of Winter Springs is not responsible for Items lost, damaged or stolen at Sunshine Park or
during field trips. Children should not bring games or toys to camp.
In addition, parents have signed that they understand there is $5.00 per 5 minute fee charged for
children not picked up by 6:00PM. In the same matter, children should not be permitted into the
facility or considered our responsibility until 7:30AM. These are general rules and regulations. Good
sound judgment should always be applied.
